Abstract Delay is one of the most recurrent problems in the construction industry. It is the cause of major negative consequences on construction projects and it can be the main reason for project failures. Still, there is a need for studies focusing on causes of these delays. The objective of this article is to determine the factors with greatest influence on the backlog of real estate developments, improving the collective list of causes of delays in construction projects. A list of 24 probable causes was assembled and submitted as a survey for 47 professionals in administrative rolls from the building construction sector, more precisely, from private companies. The results were processed utilizing the Relative Importance Index (RII) ranking approach. The outcome shows that the most important delay causes are: rework, poor labor productivity, lack of qualified labor, unqualified labor, and project changes. The results also indicate that there are significant differences of opinion between the professionals of distinct hierarchy positions. The results obtained indicate that there is a transition between the opinions of professionals in different roles regarding the importance of influential factors in the delay of works, according to the managerial level of each group.

This paper attempts to identify the causes of delays in construction of budget hotels in India and suggest remedies to avoid some delays. A business group constructing budget hotels across the country is approached for this study. Forty causes of delay have been identified and Relative Importance Index was calculated. The contribution of each category of causes of delay to overall delay in the projects was computed. Remedies such as, joint effort of the participants of the industry, training, coordination between project participants and project timing and scheduling are suggested and validated.

Purpose The purpose of this study is to contribute to the theory and practice of project management in the construction industry by identifying the primary causes and extracting the underlying causes of construction delays and providing recommendations on delay mitigation measures. Design/methodology/approach AA survey was used to identify the importance of 47 causes of delays. The relative importance index was used to rank them, factor analysis was applied to extract the underlying causes and focus group interviews were used for discussion and development of mitigation measures. Findings Six of the ten most important causes are in the top ten universal delays in construction projects. Factor analysis revealed six underlying causes: improper planning, poor consultant performance, inefficient site management, owner influence, bureaucracy and sub-standard contracts. Practical implications The owner/sponsor/client must have adequate engineering and project management skills to be able to evaluate proposals and contractors more accurately, economically and technically. The bidding and contract award process should focus on the most economically advantageous proposal and contracts should provide for mechanisms for managing risks while executing projects. Contractors should select reliable, high-quality subcontractors and suppliers and should have competent site managers. Originality/value This work expands and improves the understanding of the causes of delays in construction projects by providing an empirical study of the causes of delays and respective mitigation measures in Portugal.

Power transmission (PT) projects are vital for the power sector. However, worldwide PT projects experience delay. There is an urgent need to understand the unique causes of delays in PT projects. This paper presents the first empirical study on causes of delays in PT projects via a comprehensive literature review. Based on this literature review, 63 potential delay factors are identified and divided into ten major groups. These include two new groups of delay attributes, comprising sector-specific factors (SSF) and general factors (GF), where SSF pertains solely to PT projects and GF contributes to minimizing the bias of project participants. A questionnaire survey of 311 PT stakeholders is conducted to determine the overall ranking of the delay factors using the relative importance index. The results indicate that SSF, GF, and external/unavoidable factors are the most critical groups of delay factors, with the top-ranked factors being right of way problems of transmission line (TL), frequent changes in TL routes, and accessibility to the TL tower locations. Finally, recommendations are made to help minimize time overruns in PT projects, as well as in other linear power and non-power construction projects in general.

Delays can be well-defined as the escalation of the stipulated time for the completion of the project. Delay is always the major loss to any construction project. In construction projects delay is a very usual thing and it can have an adverse effect on the project’s time and cost. As construction is one of the largest economic activity in India, the effects of delay are still in millions, which surely decreases the GDP of the country. Delay makes the process tardy and management of delay is extremely challenging as most of the projects do not meet the expected requirement and fails to perform within time. Therefore, various types and causes of delays should be studied accurately. There are many researches on construction delays but they talk about the wide-ranging reasons of delay, so there stays a high requirement of a notable and feasible study on delays at different stages of construction process in India. The aim of the paper is to identify the causes of delays at different stages of construction through questionnaire survey in Indian construction industry. Analytical tools used in this research are relative importance index (RII) and spearman’s rank correlation coefficient to rank the sources of delay with respect to its occurrence in the various stages of the construction project. The study concludes based on the correlation coefficient analysis between the construction stages, that the delays associated with before-construction stage is least related, with after-construction stage is third highly related, with construction stage is second highly related and delays associated with average/overall construction is highly related.

AbstractDelays on construction projects constitute a major source of concern due to its associated cost increases and loss of revenue. The Gulf Cooperation Council (GCC), of which Oman is a member, faces huge delays on their projects. Such delays in the GCC were among factors fingered in the collapse of the UK’s Carillion. Despite cultural similarities, substantial variability exists within the GCC construction sector which requires country-specific studies. The quest to understand delay causes results from the need to curtail wastes and adjust to the new regime of low commodity prices. There is a dearth of studies specific to the governorate of Muscat exploring the causes of delays and this study seeks to fill that gap. A structured survey questionnaire was administered at two independent events organized by the RICS and ICE in Muscat. The top causes of delays ranked using the Relative Importance Index (RII) include variation and changes in design, Poor site management and supervision, ineffective planning and scheduling, unclear and inadequate details in drawing, poor qualification of the contractors and technical staff, delay in material delivery, and shortage of labor. Contractors were found to be most likely to cause delays among the 6 categories of sources.

Abstract Delay is a common issue faced in the construction industry all over the world especially in developing countries. The aim of this study is to evaluate factors causing delays and their effects on construction projects in Lagos Mega City, Nigeria from the contractors’ perspective. It is predicated on the incessant delay experienced by contractors on construction projects. Purposive sampling method was adopted for the study;. Quantitative data was obtained by administration of One hundred (100) structured questionnaires distributed to contractors of construction project sites in Lagos State and Qualitative data was obtained from interview of key management personnel of the companies and journals. Ranking analysis of the 33 major causes of delays identified through literature review using Relative Importance Index (RII) showed that cash flow problems during construction (RII=4.81), clients’ financial difficulties (RII=4.47) and poor procurement (RII=4.40) were the most importantt causes of delays in construction project sites in Lagos State, Cost overrun (RII=4.92), late payment (RII=4.59) and project extension (RII=4.45) were predominant effects of delay in construction project. Hypotheses testing on relationship between shortage of skilled labour, improper equipment during construction and delay in construction project using One-Way ANOVA showed positive correlation. For improved efficiency and effective project delivery in the industry, proper payment from client (RII=4.78), competent project managers (RII=4.64), the use of experienced subcontractors and suppliers (RII=4.48) should be encouraged to mitigate against delay in construction projects.

Studies have attributed project failure to poor communication management. This research assessed the impact of communication management on the delivery of construction projects in Abuja, with a view to proposing strategies for improving communication management. The quantitative research method was adopted for the study. Data collection was done through questionnaire survey. Analysis of data was carried out using Mean Item Score (MIS) and Relation Importance Index (RII). Results of the study revealed that the most important causes of poor communication management on construction projects range from Poor feedback (RII = 0.89) to Lack of training (RII = 0.82). The influence of communication management on the cost (MIS = 3.80-4.55), time (MIS = 3.83-4.50) and quality (MIS = 3.53-4.25) delivery of construction projects is significant. Based on these findings, it was concluded that the impact of communication management on the delivery of construction projects in Abuja is significant. It was recommended that project managers should avoid the major causes of poor communication management which range from “Ineffective communication channel used” to “Lack of training” in order to minimise potential dispute, misunderstanding and project failures as a result of poor management of communication on project sites. Studies have worked out measures to curb the poor performance problems. However, it is hard to investigate the actual reasons because of the diverse construction culture of different countries. This research aims to develop a framework for mitigating the problems triggering the poor performance via a novel classification. An empirical analysis of mean and relative importance index (RII) was performed in SPSS of collected data from 56 public projects in Malaysia from 2003 to 2014. Qualitative and quantitative data was analysed from Audit General’s Reports, interviews, a pilot survey, and a full-scale experts’ survey. Findings from research investigated that the most influential factors affecting poor performance are not genuinely linked with those investigated from Audit General’s Report except a few. Furthermore, the study findings conclude that related financial problems and construction stage from project life cycle contribute to poor performance. The potential mitigation measures are worked out and validated via focused group discussions with experts. Finally, a framework was developed that emphasised Competent, Commitment, Communication, Comfort and Collaboration (5Cs) to mitigate the poor performance issues. The study is limited to identifying factors contributing to poor performance; however, relevant responsible stakeholders should also need to be identified in the future.

The analysis of the planning activities of industrial construction projects can help to evaluate some of the causes that have an impact on the variation of execution times and can also contribute to identifying those activities and components that are most likely to experience or cause delays. Data analysis is facilitated by the use of techniques based on statistical programs, allowing delays to be unequivocally linked to the different elements that make up these projects. In a theoretical study, a simulation is carried out with data that are hypothetical but consistent with real projects, which are transformed and standardized before being uploaded to the statistical software. Using the statistical software’s graphical interface, the data set is analyzed from a descriptive point of view, unraveling the relationships between variables and factors by means of contingency tables and scatter plots. Using other techniques such as the comparison of variables and correlation studies, as well as linear regression and variance analysis, the characteristics are evaluated and the differences in project delays are investigated in order to determine, after the fact, which components have the highest rates of delay in execution times.
