To solve the problem of quality in higher education, many different factors, including controversial ones, must be involved. To achieve the required quality of education at universities, teachers must have enough freedom to develop educational content, as well as to involve the results of scientific research and innovative pedagogical technologies into the process of education. It is necessary to establish certain standards and regulations within the university that help facilitate continuous improvement of the educational process to manage the quality of higher education. The integrated approach to management of Higher Education Institutions’ (HEI) educational activities proposed in this paper establishes the regulations of main processes, conditions and incentives to facilitate diversity and creativity at different levels of a contemporary university. These principles have been applied to form the basis of Tomsk Polytechnic University’s quality assurance approach.

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.

Purpose. The aim of the article is substantiation and development of theoretical and methodological bases for improving the management of the system of improving the quality of higher education institutions. Methodology of research. Methods of dialectical cognition, analytical information processing, methods of comparison, grouping, graphic methods, etc. are the methodological basis for the development of theoretical and practical provisions. The following methods are used in the study: structural and logical analysis – to build the logic and structure of work; system analysis and synthesis – to study the essence of the subject of study; system approach – to improve the system and targeted approach to the management of the system of improving the quality of higher education institutions. Findings. Peculiarities of interpretation of the concept of quality system of activity of higher education institutions are investigated. The conceptual bases of management of the system of improving the quality of higher education institutions are substantiated. Theoretical and methodological bases of management of the system of improving the quality of higher education institutions are revealed and the strategy of such management is improved. The components of the system of measures and procedures in the process of ensuring the quality of higher education are presented. Originality. Provisions for the management of the process of ensuring the quality of higher education institutions in terms of developing formalized: the concept, algorithm and system of such management from a theoretical and methodological standpoint in order to more clearly implement in practice. The symbiosis of modern innovative technologies of educational process management with emphasis on effective use of intellectual capital of all employees of higher education institutions will help to improve the quality of their activities. Practical value. The theoretical and methodological principles proposed in the work on the quality management system of higher education institutions are designed to enhance the competitiveness of domestic education and can be applied by higher education institutions of all forms of ownership. Abstract This article examines ways of improving the quality of higher education in Ukraine in context of European quality standards for University educational space. The European standards and guidelines are considered in relation to internal quality assurance. The paper describes interdependence between the education quality of the University and the ICT competence’s level of its educators. It presents the indicators to achieve internal quality standards in educational process. There are results from the questionnaire of the Borys Grinchenko Kyiv University’s educators about dependence between the level of educators’ ICT competency formation and the quality of educational services. We describe the model of ICT competence corporate standards for the educators developed in the Borys Grinchenko Kyiv University. There are also presented the indicators and tools to measure the level of educators’ formation in the corporate standards.

Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.

This research aims to identify the reality of applying knowledge management practices and reveal their impact on achieving the quality of higher education in Jordan, and to identify the concept of knowledge management and the quality of higher education, and uncover knowledge management practices, and determine the components of applying knowledge management in higher education institutions. To achieve the research objectives, the researcher used the descriptive and analytical approach, relying on the questionnaire as the main tool for collecting research data. The research was applied to a sample consisting of (142) workers and those in charge of the educational process at Al-Balqa Applied University, who were chosen randomly. Among the most prominent results of this research is that there is an effect of knowledge management on higher education quality at Al-Balqa Applied University at the significance level (α= 0.05). As the results showed, one of the essential practices of knowledge innovation and creativity is that knowledge management encourages brainstorming to create new ideas and reveal tacit knowledge. One of the most important practices of applying the knowledge is that the university conducts tests on knowledge before applying it, while the essential practice of storing and distributing knowledge is that the university has many methods and means used to preserve knowledge. In light of the study results, the research recommends the need to pay attention to those in charge of the educational process and those working in it, support them and develop their capabilities, and work to implement the knowledge that it possesses through a specialized work team, and the necessity for the knowledge management to work on developing the creative vision of the employees at the university.   Received: 3 November 2020 / Accepted: 3 January 2021 / Published: 17 January 2021

This chapter focuses on the problem of assessing the quality of higher education. It has been identified that the quality assessment of higher education consists of external and internal assessment of educational services quality. External assessment of educational services quality is carried out by all economic entities that are consumers. Internal assessment of educational services quality should be carried out by the university itself. For these purposes, the university develops a quality management system and organizes a department responsible for organizing and monitoring the quality of educational services. Internal assessment of educational services quality includes such parameters as the quality of student training and the quality of teaching at university. A rating assessment of students' knowledge is developed at university to control the quality of students' training. A rating assessment of the university academic staff is carried out to maintain the quality of teaching.

The development of trends in modern society (with its rapid development of cloud, communication technologies, technological innovations in education, scientific and technological progress) requires education to increase the dynamism and efficiency in training highly qualified specialists. The issue of providing quality educational services in order to meet the requirements and needs of the constantly changing demand for specialists, the labor market becomes urgent. The article identifies the factors influencing the quality of educational services at the modern university, describes the importance and functions of institutions of different levels in ensuring the quality of higher education, the purpose of higher education by students and audience, the level of their satisfaction with educational quality and educational process in higher education institution was found out. The analysis of assessment of educational services received by students and university audience is presented. Particular attention is paid to European institutions of assessment and quality assurance in higher education.

In the conditions of active development of innovative economics the role of higher education in the field of charity welfare and level of state development is considerably increasing. In this situation, the importance of monitoring the quality of higher education provided by universities, increases. Therefore, the main objective of this study was to identify the main components of the monitoring that could provide effective information of the status of the educational environment and the quality of education in the innovative activity of universities. As the main tool of research we adopted a structure-logical approach, which identified the main components of monitoring the quality of education in the universities and develop a logical sequence of implementation. The study identified the most promising areas to improve the assessment of quality in higher education, which will allow universities to form objective suggestions for improving educational process.

Purpose The purpose of this paper is to identify, through the preparation of a theoretical framework, the drivers able to highlight the relationships between universities and stakeholders in the area of higher education. It also intends to stress the importance of intellectual capital (IC) regarding its contribution to create the quality of higher education. Design/methodology/approach The method, through the repetition of different “rounds” of interviews with questionnaires, tends therefore to create situations of comparison, verification and discussion of the different hypotheses prefigured, and then come to a convergence of both scenarios and dates of realization. Findings The paper provides a system of indicators for assessing the quality of relationships between stakeholders in the key processes of the universities. Research limitations/implications The paper provides a pilot model that needs further adjustments in itinere, based on rigorous empirical tests conducted to confer on it the characteristics of universal applicability within the university context. Practical implications The major contribution of the model is evident from the resulting interpretative process, which makes it possible to deduce, from the performance indicators, the strategies put in place by the university to achieve their goals, that is, to prepare any interventions for the optimization of the management of IC which can create the quality of higher education institution. Originality/value None of the models presented in the literature details the quality of the relationship between stakeholders in the key processes of the universities and therefore neither investigates the impact produced by them on the performance of the university nor on the way stakeholders perceive the usefulness of the knowledge transmitted or the level of customer satisfaction achieved, as indeed the most recent research on the subject envisages.

The efficiency and the quality of higher education institution was assessed with the use of process approach. The efficiency of the higher education institution was determined on the basis of a combination of typical financial measures, taking into account costs incurred in the process of didactics and research, and expenditures (measured by current liquidity, stock turnover, receivables and liabilities ratios) necessary for schools to maintain financial liquidity. As measures of quality, related to statutory tasks of the university, the factors determining graduates’ situation on the labour market as well as patents obtained as a result of research conducted by university were adopted. Applying measures of quality enabled the researcher to obtain a more comprehensive dimension of the universities’ efficiency, while proving the fact that financial measures alone may distort the actual picture of efficiency or even lead to erroneous conclusions. It can be hypothesized that in the case of a higher education institution that pursues its statutory goals of providing knowledge to the public by conducting didactics and research, the concept of efficiency should combine financial and qualitative dimensions. The results obtained in the study using the DEA method allow the researcher to determine the situation of the university for the period covered by the study.
