Many business and political leaders speculate that globalization is rapidly connecting all aspects of international political, economic, cultural, and social life. One of the most used aspects of globalization is the continued development of instructional technology, particularly e-learning. As a result, e-learning and distance learning technologies have accelerated tremendously during the last decade. e-learning necessitates changes in development and delivery of instructional content, including altered instructional methods and the expansion of support services for e-learning activities. These new information technologies significantly influence most aspects of higher education, both globally and locally. Changes in teaching and learning have impacted everyone associated with applying technology to the global delivery of learning services. E-learning has increasingly become the vehicle of choice for many higher education institutions and corporate clients who are actively engaged in creating diverse international markets for their goods and services.

E-learning and distance learning technologies have accelerated tremendously during the last decade. The article is focused on the changes in democratization of pedagogical education contents under free market conditions at the time of increasing information fl ow and on the problems of IT penetration in educational sector. The attention is paid to students’ self-education in terms of acmeology. The practical signifi cance of the results of this study can help in the organization of professional and pedagogical training of students. The prospects for the use of distance learning technologies, new information technologies, including Internet technologies, which allow not only to increase the motivation for learning, but also to prepare students to independently improve their professional level in the fi eld of acmeological support for teacher education, are determined.

Problem and goal. The active introduction of e-learning and distance learning technologies in the educational process, the reform of traditional models of learning and education have become priority areas of reforms and initiatives in various national education systems in the 21st century. Given that public spending is the main source of funding for education in the OECD countries, assessing the economic impact of implementing a digital educational environment at different levels of education under pressure on public budgets has become a key issue for national governments and educational organizations, as well as the subject of special research. In Russian practice assessment of the economic effect of the full-scale use of e-learning and distance learning technologies in the implementation of educational programs of secondary professional (training of middle-level specialists) and higher education have not yet been carried out. For these purposes, a methodology has been developed, which, however, needs to be tested. Results. The study identified a list of costs required to ensure the full use of e-learning and distance educational technologies in realization of educational programs of secondary vocational (training of mid-level professionals) and higher (including graduate school) education; the methodlogy for assessing the economic effect of these measures is justified, and calculations are made based on this methodology. Conclusion. The developed methodology has shown its effectiveness and needs further research and quantitative analysis.

The global spread of coronavirus infection has paralysed the work of many areas of economic, business, and, of course, educational activities of almost all countries on the planet. Unfortunately, Ukraine is no exception and a quarantine regime has been introduced in this country. The way out of the current situation in education in Ukraine was the introduction of distance learning in all educational institutions, which created new challenges for both teachers and students. The purpose of the paper was to study information technologies, tools and methods of learning that can be used for distance learning in educational institutions under quarantine. As a result, authors analysed world practices in ensuring the educational process within the framework of distance learning. The advantages and disadvantages of distance learning technologies for both higher education institutions and higher education seekers were identified.

The experience of the development of the first online courses at M. K. Ammosov North-Eastern Federal University is described. As a part of the study, the main approaches to the development of online learning in higher education are identified. The authors of the study focus on the work of the advanced training courses for the academic staff as the opportunity for professional competencies development in the context of online education.

The research describes the process of a digital approach in teaching a foreign language using various programs, teaching materials and teaching competencies. Recently, at the development of the distance technologies, the aim is to organize the educational process so that it is given the new educational forms, in terms of quality, a result that is at least the same as traditional ones. In addition, there are many questions related to methods of measuring online learning effectiveness, as it provides an opportunity for continuous learning and improvement of the professional activities. Modern changes in modern social life and culture require a restructuring of the training specialists` system, the development of new technologies in education that implement the training of a person with the necessary social and professional competencies. With the development of new information technologies, the range of up-to-date information platforms is expanding; the conditions are created for the formation of a single global information and educational space on their basis. In this regard, the education system is changing and developing. The application of the most suitable MS Teams platform for implementing the educational process and mastering the necessary competencies is considered. The stages and areas for the implementation of the training material are listed in detail. The authors focus on the relevance of achieving the maximum use of various interactive forms of education using innovative technologies and achieving competencies. The paper examines the use of such technologies, discusses the advantages and disadvantages of using such technologies. Methods and approaches in distance or online learning for the assimilation of educational material and mastering the necessary competencies are determined. The authors suggest a possible application of distance learning as an additional educational resource.

Implementation of different information technologies in the studying process continues to be relevant. In a higher school new forms and methods of training, focused on the use of internet technology are being developed. The paper discusses the possibility of using distance learning technologies via Moodle shell, describes how to use the basic elements of e-learning course. The results of testing of e-learning course compared with the classic statement of the course of complex variable theory for full-time students of Mechanics and Mathematics Faculty, specialty "Applied Mathematics", are provided. One of the form of blended learning is described. The analysis of the effectiveness of blended learning for students of mathematics was performed.

The evolution of new information technologies has originated new possibilities to develop pedagogical methodologies that provide the necessary knowledge and skills in the higher education environment. These technologies are built around the use of Internet and other new technologies, such as virtual education, distance learning, and long-life learning. This chapter focuses on several traditional artificial intelligence (AI) techniques, such as automated planning and scheduling, and how they can be applied to pedagogical and educational environments. The chapter describes both the main issues related to AI techniques and e-learning technologies, and how long-life learning processes and problems can be represented and managed by using an AI-based approach.

II Международный конгресс ЮНЕСКО «Образование и информатика» (1996) и «Окинавская хартия Глобального информационного общества» (2000) объявили информационные технологии стратегическим ресурсом в образовании. Революционные воздействия этих документов напрямую относились к жизни людей, их образованию и работе. И вот сейчас в 2021 году актуализировалась потребность использования информационных технологий в образовании для содействия и помощи студентам шире использовать свой потенциал и реализовывать свои устремления в эпоху пандемии COVID-19. В связи с этим для укрепления студенческого потенциала необходимо уделять особое внимание высшему образованию и одновременно расширять возможность пожизненного обучения с упором на развитие навыков использования информационных технологий через систему дистанционных образовательных технологий. Информационные технологии обучения – это совокупность электронных средств компьютера, компьютерных сетей, компьютерных телекоммуникаций, других средств связи и способов их функционирования, используемых для реализации образовательного процесса. Все эти средства должны эффективно работать не только для непосредственной информатизации учебного процесса, но и для информатизации всего комплекса процессов, характерных для системы высшего образования. Помимо расширения традиционной технической помощи для эффективного функционирования дистанционного обучения, необходимо содействовать подготовке специалистов в сфере информационных технологий и разрабатывать инновационные подходы. В статье анализируются проблема применения дистанционных образовательных технологий в системе высшего образования России. Авторы рассматривают информатизацию высшего образования с его достоинствами и недостатками с учетом собственного опыта преподавания, а также ставят вопрос о необходимости развития дистанционного обучения, повышения его эффективности и дальнейших перспективах. The II UNESCO International Congress "Education and Informatics" (1996) and the Okinawa Charter of the Global Information Society (2000) declared information technology a strategic resource in education. The revolutionary effects of these documents directly related to people's lives, their education and work. And now, in 2021, the need to use information technologies in education has become more urgent to promote and help students use their potential more widely and realize their aspirations in the era of the COVID-19 pandemic. In this regard, in order to strengthen student potential, it is necessary to pay special attention to higher education and at the same time expand the possibility of lifelong learning with an emphasis on the development of information technology skills through a system of distance learning technologies. Information technologies of education is a set of electronic computer tools, computer networks, computer telecommunications, other means of communication and ways of their functioning used for the implementation of the educational process. All these tools should work effectively not only for the direct informatization of the educational process, but also for the informatization of the entire complex of processes characteristic of the higher education system. In addition to expanding traditional technical assistance for the effective functioning of distance learning, it is necessary to promote the training of specialists in the field of information technology and develop innovative approaches. The article analyzes the problem of the use of distance learning technologies in the higher education system of Russia. The authors consider the informatization of higher education with its advantages and disadvantages, taking into account their own teaching experience, and also raise the question of the need to develop distance learning, improve its effectiveness and future prospects.

Currently, the higher education system in Russia is in the midst of rapid changes associated with the fundamental problems of organizing the educational process during a pandemic. The pandemic of the new coronavirus infection COVID-19 in 2020 affected the educational system around the world, causing the massive closure of higher education institutions. Among the management practices of Russian universities related to the provision of security for students and staff, key decisions and recommendations based on a large-scale transition to the use of e-learning, distance learning technologies and the transition to a distance learning format, which has changed the usual way of life of university students and teachers. The objective of this research is to evaluate the transition of the educational process to distance education in the context of the pandemic, to identify the factors that hinder the development of learning. The research method is a questionnaire survey on distance learning using distance technologies in higher education. The results indicate that the development of a new model of education in universities can find resistance to external challenges and to a more productive way for economic and social development.
