According to the principle of construction of the evaluation system, this paper established the corresponding evaluation indexes of the three aspects of equipment supply for user of universal radar equipment supporting: prepare, reserve, supply. There are 13 indexes. This paper establishes a set of index system more scientific, comprehensive, reasonable and hierarchical structure, and to conduct a comprehensive evaluation index system according to the method of AHP and variable weight fuzzy comprehensive assessment. In the end, this paper proves the rationality of index system and evaluation model.

According to the characteristics of the sustainable development of subway traffic, the establishment process of an evaluation index system is determined, and the evaluation method and basis are defined. The evaluation index system is established from the aspects of subway traffic sustainability, economic sustainability and urban coordination sustainability. The comprehensive evaluation method of the analytic hierarchy process (AHP) model is used to calculate the weights of comprehensive evaluation indexes at each level. Finally, the sustainable development model of Shijiazhuang subway traffic is evaluated. The results show that the proposed evaluation system and model reflect the degree of sustainable development of subway traffic and can be used for reference in the evaluation of regional subway traffic sustainable development.

ABSTRACT Objectives: We aimed to explore and create an evaluation model to assess hospital response capability for a public health emergency (PHE). Methods: Grounded theory was used to construct a comprehensive evaluation index system. Combining with the index system and previous studies and policy documents, we investigated surge capability of hospitals in a PHE. The factor analysis method was used to establish the model. Results: The comprehensive evaluation system with 11 primary and 30 secondary indicators was constructed. A total of 89 secondary and tertiary hospitals were surveyed in China. The evaluation model (C = 0.587C1 + 0.151C2 + 0.140C3 + 0.122C4) was established. Four factors were identified, namely, preparation factor, treatment factor, emergency awareness factor, and prehospital first-aid factor. Conclusions: A public health emergency could bring huge losses and a capable hospital response was necessary. There was an urgent need to evaluate hospital capability for a PHE.

In this context, firstly, the safety evaluation index system of subway operation is established on the basis of the recognition and analysis of risk factors. Then, the paper constructs the multi-level extensible evaluation model for subway operation safety with the extension method as the core. Finally, Beijing Changping subway is studied as an example. The risk degrees of the line and its subsystems are determined. A new method for comprehensive evaluation of subway operation safety in china is put forward.

Abstract This article explores and establishes comprehensive evaluation index system of wind power accommodation ability considering microscopic index and macroscopic index, and the index system includes conventional evaluation indexes such as forecast deviation, simultaneity factor and anti-peak rate, also newly introduced evaluation indexes such as installed capacity, power adequacy and accommodation space. Bayesian weight modified method is used for solving index weights of 8 wind power accommodation indexes. The paper puts forward a comprehensive evaluation model of wind power accommodation ability based on improved radar chart method, and this model changes traditional radar chart fan-shaped sector to quadrilateral evaluation region, and increasing angle bisector can solve the problem that evaluation results are not unique. It constructs new area and perimeter vectors of radar chart, which make the evaluation results give consideration to level of aggregation and balance degree of evaluation objectives, and case study results show that this model has a certain practical value.

Physical education teaching in colleges and universities is a complicated project for systematic optimization with multiple factors. As a vital approach to enhance the quality of physical education teaching in colleges and universities, it is of great importance to have a scientific, accurate and objective evaluation of physical education teaching. The thesis, on the one hand, analyzes the existent problems during the evaluation course of physical education teaching in colleges and universities; and on the other hand, discusses the related improved measures on the aforementioned basis. In order to update the evaluation index system of physical education teaching in colleges and universities, the thesis, based on the multiple intelligence theory, constructs an evaluation index system of physical education from all-round aspects, i.e., teaching step, teaching and learning step as well as managing step. Furthermore, according to the weight of various evaluation indexes on the foundation of AHP method, plus with the involvement of fuzzy evaluation information, the thesis puts forward with a comprehensive fuzzy evaluation model of physical education teaching in colleges and universities. This model serves as an attempt to effectively evaluate physical education teaching, the validity of which is proved in the case analysis part.

Based on the principles of scientific, systematic, practicality, hierarchy, the paper constructs the evaluation index system of the Possibility of Low-carbon Economic Development, and determines the assessment of evaluation indexes applying the analytic hierarchy process (AHP), and builds the multi-objective linear weighted evaluation function model. Taking the Province of Zhejiang for example, the Possibility of Low-carbon Economic Development was evaluated. The results can be summarized as follows: The construction the evaluation index system of the Possibility of Low-carbon Economic Development is scientific and has a certain operability; The development of low-carbon economy in Zhejiang Province is potential, and the comprehensive evaluation has 4 levels; From certain aspects, such as the establishment and improvement of the low-carbon economy policy system, management system for carbon emissions and carbon exchanges, the introduction of foreign advanced low-carbon technologies, the promotion of low-carbon consumption and low-carbon lifestyle, measures can be taken to promote the development of a low- carbon economy in Zhejiang Province.

The implemented performance of enterprise’s patent strategy is an important component to measure its comprehensive benefits. It is of strategic significance for an enterprise to evaluate objectively its implemented performance of patent strategy. From the perspective of sustainable development, according to the 4 aspects of creation, application, protection and management of patent, the essay constitutes preliminarily a comprehensive evaluation index system of the implemented performance of enterprise’s patent strategy which is composed of a set of 21 indexes on the basis of an amount of domestic and foreign literature survey, case study and expert consultation, and analyzes the evaluation model and method of implemented performance of enterprise’s patent strategy with the fuzzy comprehensive evaluation and through a real case. The essay thinks the constitution of evaluation index system should obey a series of basic principles of objectivity, systematization, science and conciseness and the evaluation in essence is multi-object, multi-factor and multi-layer. Therefore, it is effective and feasible to select the Fuzzy Comprehensive Evaluation method.

Agricultural water management provides the basic support and guarantee for targeted poverty alleviation. This paper presents a 3E + 1 evaluation model for the performance of agricultural water management in targeted poverty alleviation based on 3E theory, which is more scientific, reasonable, and reliable. On this basis, an evaluation index system including three levels of indicators is designed, and the weight of each evaluation index and performance evaluation model is determined. A case study of a county in the old district of Maoshan in Jiangsu province was conducted using the proposed evaluation theory and methods. The results show that the overall performance of agricultural water management for targeted poverty alleviation in this area was good but needs more improvement in innovation. The evaluation results are roughly consistent with the evaluations of higher authorities, experts, and scholars, which proves that the evaluation system is scientific and reasonable.
