University Innovation Ability Evaluzation Based on AHP-Topsis Method

This paper aims to develop a framework that evaluates the university innovation ability. It has divided the whole framework into three stages. The first stage is to construct index system to the university innovation ability. The second stage is Analytic Hierarchy Process (AHP) based innovation ability evaluation. The third stage is Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The proposed framework can assist the university presidents to comprehend the present strengths and weaknesses of their university. They can identify good practices from others and can benchmark them for improving their innovation ability. This framework also facilitates the decision makers to better understand the complex relationships of the relevant innovation ability factors in decision-making.

Threat evaluation is extremely important to decision makers in many situations, such as military application and physical protection systems. In this paper, a new threat assessment model based on interval number to deal with the intrinsic uncertainty and imprecision in combat environment is proposed. Both objective and subjective factors are taken into consideration in the proposed model. For the objective factors, the genetic algorithm (GA) is used to search out an optimal interval number representing all the attribute values of each object. In addition, for the subjective factors, the interval Analytic Hierarchy Process (AHP) is adopted to determine each object’s threat weight according to the experience of commanders/experts. Then a discounting method is proposed to integrate the objective and subjective factors. At last, the ideal of Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is applied to obtain the threat ranking of all the objects. A real application is used to illustrate the effectiveness of the proposed model.

The current failure to resolve conflicts worldwide highlights the need for a different approach to conflict resolution. A new International Center for Conflict Resolution (IC4CR), to be housed in the Joseph M. Katz Graduate School of Business, was funded by the University of Pittsburgh Chancellor Patrick Gallagher in response to a proposal by professors Luis Vargas and Jerry Zoffer.  The mission of IC4CR is to provide decision makers with an in-depth understanding of the negotiating positions of all parties and recommend implementation guidelines, based on preferences and priorities, to facilitate resolution of otherwise intractable conflicts. We propose to implement this mission by conducting studies of diplomatic and corporate conflicts using the Analytic Hierarchy Process (AHP).

Due to the differences between regions and sub-regions in the countries, some problems come out especially in economic and social life. The issue of differences of regions has been widely implemented to evaluate the economic performance of Turkey in many disciplines. The objective of this paper is to evaluate the efficiency of 26 sub-regions of NUTS-2 classification using integration Fuzzy Analytic Hierarchy Process (FAHP) with Data Envelopment Analysis (DEA). The integrated FAHP/DEA method comprises two stages. In the first stage, linguistic terms are used to determine the decision makers’ opinion and are converted to quantitative forms by using FAHP methods. Subsequently, in the second stage, DEA method is applied to obtain relative efficiency of sub-regions in Turkey. The integrated FAHP/DEA method is illustrated with a real case study.

Fuzzy Analytic Hierarchy Process (FAHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) approaches were employed to predict the sawability of a diamond frame saw to cut granites. FAHP is used to determine the weights of the criteria of decision-makers and TOPSIS is used to rank sawability. The sawability was evaluated by diamond segment wear. The prediction of segment wear is important to determine the segments service life and sawing cost and may determine cutting parameter selection for a given stone. Sawing experiments were conducted to verify the analysis result of the applied method in this study. The experimental results are in good agreement with the theoretical analysis. The ranking method can be used to evaluate segment wear. Stone properties, such as uniaxial compressive strength, shore hardness, quartz content, and bending strength, must be determined for the best segment wear ranking.

Decision problems are usually complex and involve evaluation of several conflicting criteria (parameters). Multi Criteria Decision Making (MCDM) is a promising field that considers the parallel influence of all criteria and aims at helping decision makers in expressing their preferences, over a set of predefined alternatives, on the basis of criteria (parameters) that are contradictory in nature. The Analytic Hierarchy Process (AHP) is a useful and widespread MCDM tool for solving such type of problems, as it allows the incorporation of conflicting objectives and decision makers preferences in the decision making. The AHP utilizes the concept of pair wise comparison to find the order of criteria (parameters) and alternatives. The comparison in a pairwise manner becomes quite tedious and complex for problems having eight alternatives or more, thereby, limiting the application of AHP. This paper presents a soft hierarchical process approach based on soft set decision making which eliminates the least promising candidate alternatives and selects the optimum(potential) ones that results in the significant reduction in the number of pairwise comparisons necessary for the selection of the best alternative using AHP, giving the approach a more realistic view. A supplier selection problem is used to illustrate the proposed approach.

A way to minimize uncertainty and achieve the best possible project performance in construction project management can be achieved during the procurement process, which involves selecting an optimal contractor according to “the most economically advantageous tender.” As resources are limited, decision-makers are often pulled apart by conflicting demands coming from various stakeholders. The challenge of addressing them at the same time can be modelled as a multi-criteria decision-making problem. The aim of this paper is to show that the analytic hierarchy process (AHP) together with PROMETHEE could cope with such a problem. As a result of their synergy, a decision support concept for selecting the optimal contractor (DSC-CONT) is proposed that: (a) allows the incorporation of opposing stakeholders’ demands; (b) increases the transparency of decision-making and the consistency of the decision-making process; (c) enhances the legitimacy of the final outcome; and (d) is a scientific approach with great potential for application to similar decision-making problems where sustainable decisions are needed.

Abstrak— Bibit merupakan salah satu penentu dalam keberhasilan budidaya tanaman padi. Budidaya tanaman padi dimulai dari memilih bibit tanaman yang berkualitas karena bibit termasuk objek utama yang dikembangkan pada budidaya selanjutnya. Bibit sebagai pembawa gen dari induknya yang akan menentukan sifat dari tanaman setelah berproduksi dan untuk mendapatkan bibit padi yang berkualitas dapat diperoleh dari memilih dan menentukan bibit yang berasal dari induk berkualitas. Kualitas bibit merupakan kunci keberhasilan dalam budidaya padi. Bibit yang berkualitas mampu beradaptasi, memiliki pertumbuhan yang cepat serta seragam, tumbuh lebih cepat, tahan hama dan tinggi nilai produktivitasnya. Untuk mendapatkan bibit padi berkualitas, petani sering mengalami kesulitan. Berdasarkan kesulitan yang dialami petani, maka akan dibangun sebuah sistem pendukung keputusan untuk membantu petani memutuskan bibit yang akan ditanam sesuai dengan kondisi lingkungan tanam dengan mempertimbangkan beberapa aspek kriteria. Dalam mengatasi masalah pemilihan bibit padi tersebut dibuat sebuah program sistem pendukung keputusan agar memudahkan informasi dan rekomendasi kepada petani padi tentang bibit yang berkualitas. Dengan menggunakan dua metode yaitu Analytical Hierarchy Process (AHP) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Penentuan bobot kriteria dilakukan dengan menggunakan metode Analytic Hierarchy Process (AHP), sedangkan untuk tahap perankingan dikerjakan dengan menggunakan metode TOPSIS. Hasil yang didapatkan dari penelitian ini adalah padi berkualitas dari lima alternatif yang sudah ditetapkan, yaitu: Sunggal, Inpari32, Ciherang, IR64, Situbagendit. Sistem menghasilkan nilai preferensi tertinggi yaitu 0,858 pada padi Sunggal di urutan pertama dan  0,767 pada padi Inpari32 diurutan kedua. Jadi dari hasil penelitian ini, peneliti merekomendasikan bibit padi berkualitas yang cocok ditanam di di desa sambongbangi yaitu Sunggal dan Inpari32..Kata Kunci : Bibit Padi, DSS, TOPSIS, AHP, Kualitas Bibit Padi

This research identifies the lecturers’ competencies which are the most important from the students’ perspective at the Czech University of Life Sciences Prague and compares students’ opinion and their change over the whole study period. It does not deal with the knowledge competencies of lecturers that students cannot objectively evaluate, but with lecturers’ managerial competencies that affect the organization, forms and ways of teaching. The examined competencies are hierarchically organized into three groups of particular competencies comprising of bipolar characteristics. Based on survey of students at the University, the evaluation of importance of managerial competencies using the Analytic Hierarchy Process was performed. The findings show that Innovative education, Good communication skills, Ability of improvisation, and Democratic way of teaching are the most important lecturers’ competencies from students’ point of view. Surprisingly, Oral based presentation is preferred to IT based one. Knowledge of the most important managerial competencies can help lecturers and universities to increase quality of educational process and attractiveness of the university for students. Keywords. This research aims to evaluate and rank the Circular Supply Chain (CSC) enablers for the effective implementation of CSC management. From the literature and input received from industrial experts, 30 CSC enablers are identified. Further, the selected CSC enablers are classified into seven main categories. This research employs the Pythagorean fuzzy analytic hierarchy process (PF-AHP) technique to prioritize the selected CSC enablers based on pairwise comparison of criteria and sub-criteria. The effectiveness of the proposed method is illustrated with the help of responses received from an Indian manufacturing industry. The result reveals that global climate pressure and ecological scarcity of resources is the most significant enabler and the environment management certifications and systems is the least important enabler. The result of the present study will assist the practitioners / decision makers in implementing CSC in manufacturing organizations by adopting the ranking obtained in a systematic way.

The analytic hierarchy process (AHP) is a structured technique for organizing and analyzing complex decisions, based on mathematics and psychology. The method was developed by Thomas L. Saaty in the 1970s and has been extensively studied and refined since then. It has particular application in group decision making and is used around the world in a wide variety of decision situation. Rather than prescribing a "correct" decision, the AHP helps decision makers choose one that best suits their goal and their understanding of the problem. The technique provides a comprehensive and rational framework for structuring a decision problem, for representing and quantifying its elements, for relating those elements to overall goals, and for evaluating alternative solutions. Decision making is the choice of one alternative, from two or more, to which the course of the activity is directed and the problem is solved. The decision-making process is a rational attempt by the manager to achieve the goals of the organizational unit. The decision-making process can be thought of as a "brain and nervous system" of an enterprise. Decisions are made when a person wants things to be different in the future. Given each specific situation, making the right decisions is probably one of the most difficult challenges for managers. Managers in day-to-day work deliver programmed and unprogrammed decisions that solve simple or complex problems. Simple decisions have an impact on the short-term performance of the enterprise, and complex decisions have an impact on the long-term future and success of the enterprise. Users of the AHP first decompose their decision problem into a hierarchy of more easily comprehended sub-problems, each of which can be analyzed independently. Once the hierarchy is built, the decision makers systematically evaluate its various elements by comparing them to each other two at a time, with respect to their impact on an element above them in the hierarchy. The AHP converts these evaluations to numerical values that can be processed and compared over the entire range of the problem. In this article, it is explained the application of the AHP method in order to evaluate and promote employees in the enterprise "X" with several criteria. The obtained results enable the manager to evaluate the employees in an objective way and make an objective decision for their promotion. Its application for selecting the best among employees, in their assessment and promotion, allows managers to use a specific and mathematical tool to support the decision. This tool not only supports and qualifies decisions, it also allows managers to justify their choice, as well as to simulate possible results.
