General Planning Informatization Research Based on Whole Life Cycle of Hydropower Station for Basin Wide Hydropower Development Company

Along with the arrival of Chinese hydropower construction investment peak and the application of computer technology in the whole life cycle of hydropower station of every stage, isolated data appeared between different stages in the whole life cycle, as well as different professional module of the same stages. Based on the whole life cycle theory of hydropower station, overall planning informatization of basin wide hydropower development company was studied. The overall planning includes main information system modules of each stage of the whole life cycle of hydropower station, such as: basin wide or river planning stage, pre-feasibility study stage, feasibility study stage, bidding and construction stage, completion operating and maintenance stage and digitalization basin stage. Meanwhile, based on the transverse business sectors, management of comprehensive enterprise, hydropower station construction process, production operations, and function business modules of hydropower station was studied. After the implementation of the plan, whole process planning informatization is except to be unified, and a unified data model should be established. Finally, a new management model can be formed, the purpose of efficient management can be achieved.

Project Investment Control runs through the whole process of project construction, and after the future decision-making stage, the design, tendering, construction, and the final account of the cost-control effect determine the final results of project investment control. In this paper, reference to relevant examples of actual projects, not only discusses the factors that affect the project investment during each stage of project implementation, but also suggests some corresponding control measures in use of life cycle theory, designed to provide reference for investment control of project construction.

The research which aimed at low integration and inefficiency of the management in the existing tool management of the machinery manufacturing enterprise (group) in our country, developed tool whole life cycle management system software. It based on the tool whole life cycle theory and adopted Microsoft Visual Basic 6.0 language and Access2003 database. The system could do a series of operation, such as, tool purchasing application, tool adding, tool modifying, tool inquiry, tool borrowing and return, tool breakage forecast. And it could make assembling and disassembling tool sheets according to techniques plan. The system could use network database to store the data and output the data by the form of sheet. And it achieved tool information inquiry, distribution and integrated management.

The energy consumption of concrete is considered as the research object,and the life cycle theory is applied in the energy consumption analysis of concrete. the life cycle energy consumption inventory analysis of concrete is set up,the concrete’s whole life cycle is divided into four stage. Each stage’s energy consumption is carried out a detailed analysis. Based on the inventory analysis, an energy calculation model of concrete is established .

This paper has examined applicable theories on the records and archives management (RAM) in an attempt to use empirical results and findings to explain the RAM practices. The paper had used ten deliberately selected empirical studies on the RAM practices conducted in Tanzania. Results and findings from the examined empirical studies reveals that records life-cycle theory has been dominantly used to study RAM practices in Tanzania; whilst case study methodology being the dominant research design used by most of the examined studies. Empirically, it has been found that RAM practices in Tanzania have been constrained by a number of constraining factors. The identified factors were, inter alia: inadequacy of RAM practices; inexistence of RAM guidelines; inadequate funding over RAM activities; untrained personnel; lack of comprehensive RAM policy; inadequate records storage space, equipment and facilities; and unreformed records and archives management systems. Based on these results and findings it is concluded that theories propounded for the records and archives management could be supplemented by other management theories and philosophies in studying specific issues on the subject matter. It is recommended that RAM needs specialised studies to determine the influence of the constraining factors on the extent of proper management of records and archives in the specialised administration and management fields that need efficient management and care of records.

As a country with a large population and rapid development, the shortage of water resources is a serious challenge facing China. To meet the needs of domestic and industrial water, since the 1990s, China has begun to try to adopt the PPP delivery model in water projects. Compared with the traditional delivery mode, the PPP method includes the characteristics of high investment, many participants and long payback period. In order to better understand PPP, it is very important and meaningful to model the whole process of PPP project. Through literature review and case study, this paper established a whole life cycle model of China’s PPP water project, which is helpful to better analyze and manage the various processes in the PPP water projects, so as to enhance the operational quality of PPP water projects.
