In order to solve the problems existing in real-time video transmission of mobile terminals, this paper proposes the encapsulation method which is suitable for H.263 and H.264 video coding, and re- duces the extra waste of real-time transmission proto- col packets and to improve the transmission efficien- cy of the video. Experimental results show that the peak signal to noise ratio (PSNR) in H.263 and H.264 video coding mode is above 30 dB at the lowest frame rate and resolution, and the minimum requirement of video transmission has been satisfied. Rate of 24 Hz, the two encoding PSNR are more than 40 dB, videotransmission quality ideal. In addition, the two packet loss rate of about10%maximum, themaximumdelay of 400 ms or less, have reached the requirements of real-time videotransmission.

In the wireless network environment, a large number of applications based on cell phone have emerged. But it has appeared some problems such as large amount of data and limited bandwidth and higher quality transmission in the mobile streaming media data transmission. To solve these problems, this paper designs a bandwidth adaptive streaming media real-time synchronization algorithm. Algorithm firstly analysis the state of the network, and then through real-time increase or decrease the factor method to effectively adjust the code flow rate, thus improve the QoS of streaming in transmission; to meet the learners' online learning, for subsequent teaching and interaction provides a good technical support.

To meet the needs of video monitoring applications, the paper researches and designs of Hi3510-based embedded wireless video monitoring systems.The systems uses H.264 for video data encoding, combining Hi3510 encoding API to adjust H.264 rate control dynamically. Based on real-time transmission control RTP / RTCP protocol, in order to achieve adaptability and guarantee the QoS of the real-time transmission, this paper presents variable constant growth and change constant reduction method to adjust the transmission speed dynamically. In addition, this paper processes the packet loss during transmission processing, trying to ensure the I-frame reliable transmission. To transplant DWL-G122 wireless network card, it can realize communication.

IP/DVB technology is the product of combining IP with cable TV DVB network technology effectively. Using these two technologies in the video-on-demand system can take advantages of control and data transmission, which can make full use of bandwidth, and make real-time transmission more stable.
