A civil engineer is a person who practices civil engineering, the application of planning, designing, constructing, maintaining, and operating infrastructures while protecting the public and environmental health, as well as improving existing infrastructures that have been neglected. Originally, a civil engineer worked on public works projects and was contrasted with the military engineer, who worked on armaments and defenses. Over time, various branches of engineering have become recognized as distinct from civil engineering, including chemical engineering, mechanical engineering, and electrical engineering, while much of military engineering has been absorbed by civil engineering. In some places, a civil engineer may perform land surveying; in others, surveying is limited to construction surveying, unless an additional qualification is obtained.

<p><strong>Resumo: </strong>A partir da reconstituição da trajetória do engenheiro militar luso-brasileiro Daniel Pedro Müller (1785-1841), este artigo visa destacar a contribuição deste ex-agente da Coroa na transição do ensino da engenharia militar para a civil na Província de São Paulo, sobretudo, através da organização de uma escola de engenheiros construtores de estradas que funcionou, de modo intermitente, entre 1836 e 1849, formando muitos dos engenheiros civis que dirigiram obras públicas em São Paulo na segunda metade do século XIX.</p><p><strong>Palavras-chave: </strong>Engenharia Militar; São Paulo; Daniel Pedro Müller.</p><p><strong> </strong></p><p><strong>Abstract: </strong>By reconstructing the trajectory of the luso-brazilian military engineer Daniel Pedro Müller (1785-1841), this paper aims to highlight the contribution of this former agent of the Crown in the transition from the military to civil engineering education in the Province of São Paulo, most of all, through the organization of a road builders engineering school which worked, intermittently, from 1836 to 1849, forming many of the civil engineers who worked as directors of public works in São Paulo during the second half of the 19<sup>th</sup> century.</p><p><strong>Keywords: </strong>Military engineering; São Paulo; Daniel Pedro Müller.</p>

Abstract This article argues for a thorough re-thinking of the origins of the civil engineering profession in Canada. Working from a variety of sources, the richest being the public works papers in the National Archives of Canada, the author has assembled a list of forty-three men who practised as civil engineers in Canada before the railway boom of the 1850s and for whom biographical details are known. They are overwhelmingly men of the upper middle class who received good academic educations before their professional apprenticeships in engineering. Almost none were tradesmen. The civil engineering profession thus appears of much higher status, and much closer to the other traditional gentlemanly professions of the early nineteenth century, than others have recognized. The author goes on to explore to what extent this first generation of civil engineers might be considered true professionals, and what their existence suggests about the society in which they lived and practised.

A severe earthquake hit the middle part of Izu Peninsula on January
 14, 1973, registering a magnitude of 7.0 on the Richter scale. The
 Public Works Research Institute the Ministry of Construction has conducted field investigations on damages to engineering structures, such as highways, tunnels, bridges immediately after the outbreak of the earthquake. This paper describes the results of investigations of the earthquake damage, and includes (1) outline of the earthquake, (2) topography and geology of Izu Peninsula, (3) earthquake ground motions, (4) damage statistics, (5) damages to civil engineering structures, and closing remarks.

In this article we examine the figure of the military engineer, geometer, architect Pierre Rico de Tirregaille (Tirrgaille, French Pierre Ricaud de Tirregaille, Ricaud (Ricaut, Ryko) Pierre de Tirregaille (Tirgaille)). The years of his activity (about 1725 - after 1772) are relatively well known to researchers. But his biography remains unknown, except for the period of activity in the Commonwealth. Analysis of the results of previous research has shown that scientific research has been conducted in several areas. The first area includes research on biographical information about the architect. The second area includes studies on various projects that Pierre Rico de Tirregail commissioned. Manuscripts and graphics are important sources for finding out about Pierre Rico de Tirregail and his design work. They are stored in the archives of Warsaw, Krakow, the National Heritage Institute in Warsaw and the National Library of France in Paris. Pierre Ricaud de Tirregaille was born around 1725 in a French noble family in the district of Tiregale in Provence. His professional education was improved in Barcelona under the guidance of engineer Francis Ricode de Tierreagil. In the territory of the Polish– Lithuanian Commonwealth he worked from 1752 to 1762. We distinguish three periods in the activity of the architect: I - Warsaw (1752–1757), II - Lviv (1757–1760) and III - Warsaw (1760–1762). Most orders were received by the architect from several magnate families: Branicki, Potocki, Mniszeck, and others. The first mention of Pierre Rico de Tirregail's stay in the Polish-Lithuanian Commonwealth dates back to 1752, when he received the rank of lieutenant in the infantry regiment of the Grand Crown Hetman Jan Kliment Branicki (1689–1771). In the architect's portfolio were included: the project and management of installation works on the water supply of the garden and menagerie in the city of Bialystok, the project of the palace with a garden in the city of Krystynopol, the palace in the village Pespa, a project of the Palace Chatsky-Felinsky in Lviv, a project for the modernization of the palace for Anthony Bielsky. Probably, the palace garden for the Greek Catholic Metropolitans in Lviv and the palace with a garden in Krakovets are his work as well. Pierre Ricaud de Tirregaille also made a detailed plan of the city of Warsaw on a scale of 1:1000 between 1762–1763. After an eleven-year stay in Poland, Pierre Rico de Tirregail moved to Berlin. In Berlin, he received a position in the military engineering corps and a position as a teacher at the court of King Frederick II of Prussia. In 1772, in Potsdam, he published a numismatic treatise devoted to Rossian medals of the eighteenth century.

In many respects, the least important part of the 1999 elections were the elections themselves. From the beginning of General Abdusalam Abubakar’s transition program in mid-1998, most Nigerians who were not part of the wealthy “political class” of elites—which is to say, most Nigerians— adopted their usual politically savvy perspective of siddon look (sit and look). They waited with cautious optimism to see what sort of new arrangement the military would allow the civilian politicians to struggle over, and what in turn the civilians would offer the public. No one had any illusions that anything but high-stakes bargaining within the military and the political class would determine the structures of power in the civilian government. Elections would influence this process to the extent that the crowd influences a soccer match.

AbstractNational defense is one of the key sectors responsible for maintaining national security, being considered at the same time an element of great importance and strict necessity of the public sector. The performance of defense functions and missions are closely linked to the military capabilities of this sector, which in turn depend on the budget for defense spending. This paper deals with some theoretical issues in the economic field of defense, regarding the size of defense spending in GDP and their social effects. It is also trying to carry out an analysis on the efficiency versus inefficiency in the use of defense resources, to finance the two types of recruitment systems, namely: by conscription or voluntary will. In order to be able to achieve the above, graphical analysis methods and calculation dermination method were used. The efficiency of spending public funds depends on both objective factors such as: distribution of a certain share of GDP to a certain area; attracting internal and external funding, as well as subjective factors, like: allocating resources to certain categories of expenses; allocating resources to certain defense programs; effective management of these resources by the competent structures. Therefore, for a program to be considered effective, it must meet the requirements of the collective needs of society, be rationally implemented and be sustainable.

The article highlights the author’s approach to improving coopera- tion mechanisms of the State Border Service of Ukraine with public organiza- tions and population. There has been analyzed public control as a means their cooperation and priorities of improving the cooperation, particularly, forms and methods of organizing citizens’ feedback, introduction of the assessment pro- cedure of the efficiency of the SBSU and population and public organization. There have been stated conceptual pillars of the public control development in the SBSU, developed by the author, including public control forms and resource provision. There has been considered a mechanism algorithm of the public par- ticipation in the development of the border administration through submitting petitions or proposals concerning a legally enforceable enactment draft (or the legally enforceable enactment currently in force). There has been represented a mechanism model of discussing legally enforceable enactments and public peti- tions, developed by the author. It is noted that one of the mechanisms of interac- tion of the SBSU with the public is effective public control, which becomes an in- tegral part of ensuring national security and political stability. The conditions of permanence of Ukraine's threats in the border area, and in certain areas and their exacerbation, along with further reforms of the institutes of Ukrainian statehood, cause the problem of establishing and implementing public control in the border area as an important and urgent one.It is proved that public control is intended to determine the correctness of the military-force policy in the border area, the validity of the scale and optimality of the forms of activity of the border guards. In accordance with all this, in the subject area of public control should be: political decisions on issues of border security, including international agreements; the expediency and validity of government programs for the provision and reform of the border authorities of Ukraine, assess- ment of the effectiveness of these programs and the procedure for making changes to them.

The article is dedicated to the history of the Military Historical Museum of Artillery, Engineering and Signal Corps. The author examines the main stages of the museums formation, starting with the foundation of the Arsenal, established in St. Petersburg at the orders of Peter the Great on August 29th 1703 for the safekeeping and preservation of memory, for eternal glory of unique arms and military trophies. In 1756, on the base of the Arsenals collection, the General Inspector of Artillery Count P.I. created the Memorial Hall, set up at the Arsenal, on St. Petersburgs Liteyny Avenue. By the end of the 18th century the collection included over 6,000 exhibits. In 1868 the Memorial Hall was transferred to the New Arsenal, at the Crownwork of the Petropavlovsky Fortress, and renamed the Artillery Museum (since 1903 the Artillery Historical Museum). A large part of the credit for the development and popularization of the collection must be given to the historian N.E. Brandenburg, the man rightly considered the founder of Russias military museums, who was the chief curator from 1872 to 1903. During the Civil and Great Patriotic Wars a significant part of the museums holdings were evacuated to Yaroslavl and Novosibirsk. Thanks to the undying devotion of the museums staff, it not only survived, but increased its collection. In the 1960s over 100,000 exhibits were transferred from the holdings of the Central Historical Museum of Military Engineering and the Military Signal Corps Museum. In 1991 the collection also received the entire Museum of General Field Marshal M.I. Kutuzov, transferred from the Polish town of Bolesawjec. The Military Historical Museum of Artillery, Engineering and Signal Coprs is now one of the largest museums of military history in the world. It holds an invaluable collection of artillery and ammunition, of firearms and cold steel arms, military engineering and signal technology, military banners, uniforms, a rich collection of paintings and graphic works, orders and medals, as well as extensive archives, all dedicated to the history of Russian artillery and the feats of our nations defenders.Статья посвящена истории создания ВоенноИсторического музея артиллерии, инженерных войск и войск связи. Автор рассматривает основные этапы становления музея, начиная с основания Арсенала, созданного в СанктПетербурге по приказу Петра I 29 августа 1703 года для хранения и сохранения памяти, во имя вечной славы уникального оружия и военных трофеев. В 1756 году на базе коллекции Арсенала генеральный инспектор артиллерии граф П. И. создал мемориальный зал, установленный при Арсенале, на Литейном проспекте СанктПетербурга. К концу 18 века коллекция насчитывала более 6000 экспонатов. В 1868 году Мемориальный зал был перенесен в Новый Арсенал, на венец Петропавловской крепости, и переименован в Артиллерийский музей (с 1903 года Артиллерийский Исторический музей). Большая заслуга в развитии и популяризации коллекции принадлежит историку Н.Е. Бранденбургу, человеку, по праву считавшемуся основателем российских военных музеев, который был главным хранителем с 1872 по 1903 год. В годы Гражданской и Великой Отечественной войн значительная часть фондов музея была эвакуирована в Ярославль и Новосибирск. Благодаря неусыпной преданности сотрудников музея, он не только сохранился, но и пополнил свою коллекцию. В 1960х годах более 100 000 экспонатов были переданы из фондов Центрального исторического военноинженерного музея и Музея войск связи. В 1991 году коллекцию также получил весь музей генералфельдмаршала М. И. Кутузова, переданный из польского города Болеславец. Военноисторический музей артиллерии, инженерных войск и войск связи в настоящее время является одним из крупнейших музеев военной истории в мире. Здесь хранится бесценная коллекция артиллерии и боеприпасов, огнестрельного и холодного оружия, военной техники и сигнальной техники, военных знамен, обмундирования, богатая коллекция живописных и графических работ, орденов и медалей, а также обширные архивы, посвященные истории русской артиллерии и подвигам защитников нашего народа.
