Xiluodu arch dam of Xiluodu hydro-junction standing on Jinshajiang River is one of international super-hydropower-projects. Furthermore, this super arch dam lies in peculiarly complicated geographical location where the most dangerous geologies of Southern-western China live. So, the dam foundation condition must meet rigorous requirements on geological stability, mechanical-physical characters and permeability etc. Thereby, the key scientific objects include attitude of foundation surfaces, geological defects of main strata, blasting-excavation-substitution systematic construction for soft geo-layers. Based on practical survey on strata’s lithologic characters and geological structural traits from bank slopes as well as valley bed, researched comprehensively were the dam foundation weathering and unloading condition, the distribution of intra- and inter-formational disturbed belts, compressive belts and parental fissures. Particularly, discussed attentively was their quality assessment. The analyses results showed that the globally initial quality of dam foundation was super one and the local geological defects can be reinforced reliably by substitutive excavation in addition to intense consolidation grouting so as to meet constructive requirements of Xiluodu arch dam. The conclusion is the sophisticated process for blasting construction and comprehensively constructive management system is applicable. The blasting excavation produced smooth and completely split surfaces. The exposed strata’s blasting damage was controlled effectively. The geo-strata’s treatment met generally constructive safety requirements.

As an essential load of the concrete dam, the abnormal change of uplift pressure directly threatens the safety and stability of the concrete dam. Therefore, it is of great significance to accurately and efficiently excavate the hidden information of the uplift pressure monitoring data to clarify the safety state of the concrete dam. Therefore, in this paper, density-based spatial clustering of applications with noise (DBSCAN) method is used to intelligently identify the abnormal occurrence point and abnormal stable stage in the monitoring data. Then, an application method of measured uplift pressure is put forward to accurately reflect the spatial distribution and abnormal position of uplift pressure in the dam foundation. It is easy to calculate and connect with the finite element method through self-written software. Finally, the measured uplift pressure is applied to the finite element model of the concrete dam. By comparing the structural behavior of the concrete dam under the design and measured uplift pressure, the influence of abnormal uplift pressure on the safety state of the concrete dam is clarified, which can guide the project operation. Taking a 98.5 m concrete arch dam in western China as an example, the above analysis ideas and calculation methods have been verified. The abnormal identification method and uplift pressure applying method can provide ideas and tools for the structural diagnosis of a concrete dam.

The article presents a model for assessing the quality of the strategic cost management system of an enterprise, which by its characteristics is descriptive and evaluative, aimed at forming a set of qualitative characteristics of the strategic cost management system based on the results of its functioning. The model is built on the basis of the development of a set of indicators (effectiveness, efficiency, standard reliability, adequacy), for each of which their content is disclosed, the calculation procedure is provided, and boundary values are determined. Combining the gradations of such indicators in tabular form made it possible to form an overall assessment of the quality of the strategic cost management system.

Problem setting. Building a quality management system requires considerable effort from the staff of the executive branch. It will be easier to make these efforts if their purpose is clear. The purpose of the introduction of quality assessment of administrative services is to improve their quality and, as a consequence, to improve the mechanism of relations between citizens and the government.Recent research and publications analysis. Researches of such scientists as O. Babinova, S. Dubenko, A. Kirmach, V. Melnychenko, N. Plakhotniuk, V. Soroko, V. Tymoschuk, and others are devoted to the problem of forming of quality assessing system of administrative services. However, despite the focused attention of scientists to the process of forming a quality assessing system of administrative services, some unresolved aspects remains. One of them is systematization and generalization of the approach to the formation of a quality assessing system of their provision.Highlighting previously unsettled parts of the general problem. The current practice of providing administrative services in Ukraine has a number of significant shortcomings. Among them: process of responsibility transfer of administrative authorities for collecting certificates, process of document approval, unreasonable collection of fees or its excessive amounts for usual services, setting of an inconvenient reception schedule, improper legal regulation of procedural issues services, etc.Paper main body. Administrative services are a very important element in the relationship between administrative authorities and individuals and legal entities. We face this phenomenon almost every day, so it is very important that administrative services are provided in a quality and timely manner. Administrative services are public authorities aimed to provide conditions for the exercise of the rights of citizens.Relations between administrative institutions and individuals should be based on such principles as the rule of law, legality, proportionality, responsibility, openness, procedural justice, accountability. With this in mind, an assessment of the quality of administrative services is necessary to check the performance of administrative institutions, how well and quickly they perform their duties.In modern practice, we understand that comprehensive quality indicator should be presented as a set of indicators of service quality and service quality. The quality assessment system forms a set of criteria that covers all possible aspects. These criteria are indicators that are the basis for standards setting for the provision of administrative services and which can determine how well the needs and interests of the citizen are met in the provision of a particular service and how professional is the activity of the administrative authority. The latest models of public administration are focused primarily on creating a flexible and effective system, strategically aimed at the client – the citizen. The purpose of assessing the quality of administrative services is to improve the quality of the services themselves. Administration should be replaced by management with its ideology, methodology, best practices and techniques. General approaches to the formation of the quality management system in the authorities include definition of all services provided by this authority. The quality of administrative services should be assessed on the basis of established criteria to be able to evaluate and standardize the processes of providing these services.Conclusions of the research and prospects for further studies. Today, the administrative services provision in Ukraine should become a pilot process, the effectiveness of which would finally be recognized by the whole society. The prestige of administrative services would significantly increase confidence in the authorities. International experience shows that an important prerequisite for improving the services quality, provided by state executive authorities and executive authorities of local self-government, should be the formation of an assessing system and maintaining the level of quality of services provided to citizens. Such an approach leads to the analysis and identification of bottlenecks in the existing methodology for forming a system for assessing the quality of administrative services.European standards for quality assessing of administrative services includes a set of principles, norms of formation and implementation, requirements for civil servants. This set creates the basis for approaching certain, recognized by the world, standard for the implementation of modern level of quality assessing of administrative services. Adherence to the standards will bring Ukraine to a new level of interaction between the state and citizens, as well as the provision of quality administrative services.

Обсуждаются наиболее частые причины неудовлетворительных результатов экспертизы и возможные пути улучшения качества цитогенетических исследований. We report the results of quality assessment for preparation of cytogenetic slides and chromosomal analysis in the laboratories of Russian Federation in the system of the interlaboratory comparative examinations “FSVOK” in 2018-2019. Common causes of poor results of assessment and the ways for improvement of quality for cytogenetic investigations are discussed.

In science, safety can seem unfashionable. Satisfying safety requirements can slow the pace of research, make it cumbersome, or cost significant amounts of money. The logic of rules can seem unclear. Compliance can feel like a negative incentive. So besides the obvious benefit that safety keeps one safe, why do some scientists preach "safe science is good science"? Understanding the principles that underlie this maxim might help to create a strong positive incentive to incorporate safety into the pursuit of groundbreaking science.<div><br></div><div>This essay explains how safety can enhance the quality of an experiment and promote innovation in one's research. Being safe induces a researcher to have <b>greater control</b> over an experiment, which reduces the <b>uncertainty</b> that characterizes the experiment. Less uncertainty increases both <b>safety</b> and the <b>quality</b> of the experiment, the latter including <b>statistical quality</b> (reproducibility, sensitivity, etc.) and <b>countless other properties</b> (yield, purity, cost, etc.). Like prototyping in design thinking and working under the constraint of creative limitation in the arts, <b>considering safety issues</b> is a hands-on activity that involves <b>decision-making</b>. Making decisions leads to new ideas, which spawns <b>innovation</b>.</div>

The pirarucu counting method is a simplified stock assessment that has been used as the main parameter for establishing the annual fishing quotas in the management system of the Mamirauá and Amanã Reserves. In spite of the method’s directness, considering the recent expansion of managed fisheries, we cannot confirm that the counters thoroughly obey the original methodology. There is a concern of a technical nature, as the results of the counts directly influence the fishing quotas, and the lack of technical supervision or the inadequate application of the method are factors that can compromise the management system as a whole. This study aims to assess the counts that took place in six fishing environments of the Jarauá Sector, Mamirauá Reserve, and in four fishing environments of the area of the Pantaleão Fishing Agreement Complex, Amanã Reserve. We verified the consistency of the information resulting from the count, presented to the technical staff. To do this, we conducted recounts of juvenile and adult pirarucus in the same environments. In the Jarauá Sector we found significant differences in the counting results from Samaumerinha do Tucuxi and Curuçá do Centro. In Comprido do Maciel we found differences regarding the number of counted areas. In the sampled environments from the Pantaleão region we did not find significant differences between the counts. The results highlight the importance of creating assessment mechanisms for the counts, for the purpose of preventing possible alterations in the results that might influence the fishing quotas without a biological reason for justifying such quotas.

The main problems that arise in construction organizations are indicated. The analysis of the choice of the perfect methodology of mathematical modeling of the investigated business process for improving the activity of budget calculations, conducting quality assessment of estimates and criteria for automation of design estimates is performed.
