The objective of this paper is to establish and manage the study group of Thailand and conduct the research activities and create the possible scenario stories of Thailand under the global trend of carbon reduction. The goal of "Balance of Economic, Environment, Energy and Social development (3E&1S) for Low Carbon Societies (LCS)” has been set to be the key decision focus of this study. The tool to handle this future issue is the scenario planning method. This approach is widely applied for exploring the different possible future prospective. Outcome of scenario creation is derived by the brainstorming process from key stakeholders. With the obtained information, the possible scenarios will be determined and can be used as a guideline for policy planning and long-term preparation for economic, environmental, energy and social development of Thailand.

Why did I choose to end this book with the Gila River Indian Community’s effort to win back its water? Because it is a parable about how democracy and its courts can not only serve but also be served by the quest for sustainability. The GRIC water settlement brought a long struggle for environmental justice to a triumphant conclusion. Delivering justice meant that a large portion of the region’s available resources would be sequestered from the growth machine. Instead of supplying a new generation of low-density tract housing, the water could now be used to produce healthy, local food for the area population, and, if nonindustrial agriculture prevailed, the result would be a double win for carbon reduction. Surely, this is how a green polity ought to act, redressing the claims of those who have been aggrieved, and doing it in a way that extends long-term benefits for all. If all responses to environmental injustice were able to follow suit, it would be a welcome model for moving forward. Even if the Gila River example is unlikely to be replicated in other places, its guiding spirit is a sound one. What if the key to sustainability lies in innovating healthy pathways out of poverty for populations at risk, rather than marketing green gizmos to those who already have many options to choose from? These are not mutually exclusive options, of course, but the lessons I took away from my research convinced me of the pressing need for clear alternatives to the eco-apartheid syndrome that afflicts Phoenix and so many other cities. Building a low-carbon economy by targeting only the LOHAS demographic (Lifestyles of Health and Sustainability, the upmarket segment of 40 million, or 20 percent of consumers, nationally) will end up doing little more than adding a green gloss to patterns of chronic inequality. Likewise, placing all of our faith in clean-tech fixes will cede too much decision making to a closed circle of experts who, regardless of their technical prowess, will have no power to prevent the uneven application of their solutions.

The air cargo industry is hugely important to national economies, trade, and development. Thus far, there has been limited research on the landside freight industry. Therefore, the purpose of this paper is to extend the understanding of how alterations in the air cargo industry impact on its landside freight counterpart. It also seeks to explore the potential opportunities and challenges this presents, as well as the measures that can be taken to mitigate unsustainable development for the landside freight industry. Semi-structured interviews were used to collect the views of key stakeholders, freight industry experts, and other professionals. Our findings show that, if the airport expansion went ahead, the opportunities would generally outweigh the challenges. Increased freight activities and other positive spinoffs would result in the long-term. Increased freight activities and employment were the prime positive implications. Conversely, increased delays due to congestion was the main negative implication. Measures suggested to mitigate the adverse effects of the London Heathrow Airport (LHR) expansion entailed strengthening of consolidation centre efforts, freight collaboration, intelligent booking systems, use of low-carbon technologies, smart scheduling for revising the timetabling of deliveries, and greater use of rail transport for air cargo. The research highlights novel insights regarding existing freight-related issues from industry and academic experts, and further thoughts in relation to increased cargo activities stemming from the LHR expansion.

As China is the largest greenhouse gas emitter and has the characteristics of significant regional disparity, the issue of regional low-carbon development strategy is of vital importance for the achievement of the country’s long-term emission targets. This work focused on China’s long-term carbon emission abatement from the perspective of regional disparity. We firstly analyzed the national emission trajectories consistent with the current Intended Nationally Determined Contributions (INDCs), 2 °C, and 1.5 °C goals in two economic growth pathways by 2050 using a linear programming model, then classified the provinces into three categories, and compared results of different scenarios of regional disparity patterns, economic growth rates, and emission targets. Results showed that different regional patterns led to different required carbon reduction targets for all categories, and the regional emission reduction measures had to be stronger in a higher growth rate or a more stringent emission target, especially for the developed areas. A scheme of regionally coordinated low-carbon development was then recommended for the formulation of long-term regional emission targets, and carbon reduction strategies for categories were proposed in terms of energy mix optimization, industrial transformation, and technology innovation, which is of great policy implication for China in regional development and national emission targets enhancement.

In as world advocating carbon reduction, China still takes the leading position in regional production in Asia with its sustainable export-oriented industries characterized by labor-intensiveness, and its manufacturing industries have kept their competitiveness, despite the fact that there are several challenges caused by technological dependence and trade convergence. As the regional production in Asia enters a new stage, and the issue relating to over-dependence on foreign technologies during the course of international fragmentation of production for a long term in China is not solved, the traditional thought of transformation cannot be used as guidance to upgrade Chinas export-oriented industries characterized by labor-intensiveness. In order to consolidate and promote the position of Chinas manufacturing industries in the regional production within Asia, it is necessary to probe into the sources of those problems and conduct relevant comparison.

Establishing a recognition system for sustainable freight transport is a process of change that requires the commitment of those involved and application of good practices. The pressures from consumers and competitors do not allow greater engagement with economic, social, and environmental aspects, and the maintenance stages require a long-term effort to obtain credibility, because the participation of external members of society in the evaluation contributes to reduce the influences and uncertainties of the recognition criterion. In light of the difficulties of establishing a green supply chain, we propose a method with multiple approaches with an emphasis on fuzzy logic. The purpose is to reduce the indecision of judgment, to debug the qualitative variables and to reduce interference from competitors. The procedure was applied to six companies that have carbon reduction programs, but we found that firms with a core business in transport had greater success in the transition to low carbon operations than contractors or shippers. The certification levels allowed visual contact between consumers and the company, making it possible to monitor sustainability actions in freight transportation operations and the competitiveness to achieve higher labeling levels.

The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.

On the eve of the worldwide negotiations of a new climate agreement in December 2009 in Copenhagen it is important to clearly understand what Russia can do to mitigate energy-related greenhouse gas emissions in the medium (until 2020) and in the long term (until 2050). The paper investigates this issue using modeling tools and scenario approach. It concludes that transition to the "Low-Carbon Russia" scenarios must be accomplished in 2020—2030 or sooner, not only to mitigate emissions, but to block potential energy shortages and its costliness which can hinder economic growth.

Education is one of the key goals of sustainable development (SD), which establishes the basis for the improvement of the people’s living conditions. In this logic a special role is played by universities that create an institutional framework for educating citizens on sustainable development, offering a new understanding of social problems. On the one hand, universities can create and promote knowledge about SD by their educational, expert and research activities, hence developing relevant values among people. On the other hand, universities can become an active agent in implementing the concept of SD by introducing it into its own academic activities. The article considers stakeholder approach as one of the approaches to the implementation of the concept of education for sustainable development (ESD). Therefore based on this approach, the article explores the benefits of the key stakeholders of the sustainable university. Low awareness among key stakeholders is one of the significant factors that hindering the implementation of the SD concept. Due to the lack of a sufficient research focused on studying the interests of the main stakeholders in the framework of ESD, this article is an attempt to narrow this gap.

The evolution of the engineered barrier system (EBS) of geological repositories for radioactive waste has been the subject of many research programmes during the last decade. The emphasis of the research activities was on the elaboration of a detailed understanding of the complex thermo-hydro-mechanical-chemical processes, which are expected to evolve in the early post closure period in the near field. It is important to understand the coupled THM-C processes and their evolution occurring in the EBS during the early post-closure phase so it can be confirmed that the safety functions will be fulfilled. Especially, it needs to be ensured that interactions during the resaturation phase (heat pulse, gas generation, non-uniform water uptake from the host rock) do not affect the performance of the EBS in terms of its safety-relevant parameters (e.g. swelling pressure, hydraulic conductivity, diffusivity). The 7th Framework PEBS project (Long Term Performance of Engineered Barrier Systems) aims at providing in depth process understanding for constraining the conceptual and parametric uncertainties in the context of long-term safety assessment. As part of the PEBS project a series of laboratory and URL experiments are envisaged to describe the EBS behaviour after repository closure when resaturation is taking place. In this paper the very early post-closure period is targeted when the EBS is subjected to high temperatures and unsaturated conditions with a low but increasing moisture content. So far the detailed thermo-hydraulic behaviour of a bentonite EBS in a clay host rock has not been evaluated at a large scale in response to temperatures of up to 140°C at the canister surface, produced by HLW (and spent fuel), as anticipated in some of the designs considered. Furthermore, earlier THM experiments have shown that upscaling of thermal conductivity and its dependency on water content and/or humidity from the laboratory scale to a field scale needs further attention. This early post-closure thermal behaviour will be elucidated by the HE-E experiment, a 1:2 scale heating experiment setup at the Mont Terri rock laboratory, that started in June 2011. It will characterise in detail the thermal conductivity at a large scale in both pure bentonite as well as a bentonite-sand mixture, and in the Opalinus Clay host rock. The HE-E experiment is especially designed as a model validation experiment at the large scale and a modelling programme was launched in parallel to the different experimental steps. Scoping calculations were run to help the experimental design and prediction exercises taking the final design into account are foreseen. Calibration and prediction/validation will follow making use of the obtained THM dataset. This benchmarking of THM process models and codes should enhance confidence in the predictive capability of the recently developed numerical tools. It is the ultimate aim to be able to extrapolate the key parameters that might influence the fulfilment of the safety functions defined for the long term steady state.

Graduate medical education (GME) is funded by the Centers for Medicare and Medicaid Services through both direct and indirect payments. In recent years, stakeholders have raised concerns about the growth of spending on GME and distribution of payment among hospitals. Key stakeholders have proposed reforms to reduce GME funding such as adjustments to statutory payment formulas and absolute caps on annual payments per resident. Otolaryngology departmental leadership should understand the potential effects of proposed reforms, which could have significant implications for the short-term financial performance and the long-term specialty workforce. Although some hospitals and departments may elect to reduce resident salaries or eliminate positions in the face of GME funding cuts, this approach overlooks the substantial Medicare revenue contributed by resident care and high cost of alternative labor sources. Commitment to resident training is necessary to align both the margin and mission of otolaryngology departments and their sponsoring hospitals.
