In as world advocating carbon reduction, China still takes the leading position in regional production in Asia with its sustainable export-oriented industries characterized by labor-intensiveness, and its manufacturing industries have kept their competitiveness, despite the fact that there are several challenges caused by technological dependence and trade convergence. As the regional production in Asia enters a new stage, and the issue relating to over-dependence on foreign technologies during the course of international fragmentation of production for a long term in China is not solved, the traditional thought of transformation cannot be used as guidance to upgrade Chinas export-oriented industries characterized by labor-intensiveness. In order to consolidate and promote the position of Chinas manufacturing industries in the regional production within Asia, it is necessary to probe into the sources of those problems and conduct relevant comparison.

<p>The long-term forecasting of the energy demand is an important issue of an area’s sustainable development, especially for mega cities such as Beijing. Beijing is changing its energy supply strategy to depend on energy imports from other provinces due to the city’s long-term low carbon sustainable development plan. Beijing has promised that it will reach the peak value of energy consumption by 2050 and the peak value of the carbon emissions by 2030. To understand whether this can be achieved, this study built an energy demand simulation model using the LEAP with different development scenarios. The results show that, the peak value of Beijing’s energy demand is between 108.25 and 131.74 Mtce during the period of 2044 to 2048, while the peak value of carbon emissions is between 134 and 139.38 million tons in 2025. We also find that adjusting the industry structure and improving the tertiary industry’s energy usage efficiency can be efficient ways to reduce energy consumption. These approaches not only reduce the negative influence of the economic development, but also achieve the energy saving and carbon emission reducing requirements. This study provides an interpretation of the implications for the future energy and climate policies of Beijing.</p>

Global warming, climate change is now affecting the world. The effort of the leaders to achieving the sustainable development is from New Urban Agenda (NUA), Sustainable Development Goals (SDG’s) and local level is local authorities.  SDG’s goal number 13 takes urgent action to combat climate change and its impact also SDG’s number 11 to sustainable cities and communities. The gap of this paper  Different cities face different challenges and issues. Local authorities will play a significant role in undertaking policy initiatives to combat carbon emissions of the city. Low Carbon Cities (LCC) is to reduce carbon emissions in all human activities in cities.  The objective of this paper is by applying the LCCF Checklist in planning permission for sustainable development. The methodology of this research is a mixed-method, namely quantitative and qualitative approach. The survey methods are by interview, questionnaire, and observation. Town planners are the subject matter expert in managing the planning permission submission for the development control of their areas. Descriptive statistical analysis will be used to show the willingness of the stakeholders, namely the developers and planning consultants in implementing of the LCCF. The contribution of this research will gauge readiness at the local authorities level. The findings of the LCCF checklist are identified as important in planning permission into the development control process. Surprisingly, that challenges and issues exist in multifaceted policy implementation the LCCF Checklist in a local authority. Finally based on Subang Jaya Municipal Councils, the existing approach in the application of the LCCF Checklist in the development control process will be useful for development control in a local authority towards sustainable development.

Why did I choose to end this book with the Gila River Indian Community’s effort to win back its water? Because it is a parable about how democracy and its courts can not only serve but also be served by the quest for sustainability. The GRIC water settlement brought a long struggle for environmental justice to a triumphant conclusion. Delivering justice meant that a large portion of the region’s available resources would be sequestered from the growth machine. Instead of supplying a new generation of low-density tract housing, the water could now be used to produce healthy, local food for the area population, and, if nonindustrial agriculture prevailed, the result would be a double win for carbon reduction. Surely, this is how a green polity ought to act, redressing the claims of those who have been aggrieved, and doing it in a way that extends long-term benefits for all. If all responses to environmental injustice were able to follow suit, it would be a welcome model for moving forward. Even if the Gila River example is unlikely to be replicated in other places, its guiding spirit is a sound one. What if the key to sustainability lies in innovating healthy pathways out of poverty for populations at risk, rather than marketing green gizmos to those who already have many options to choose from? These are not mutually exclusive options, of course, but the lessons I took away from my research convinced me of the pressing need for clear alternatives to the eco-apartheid syndrome that afflicts Phoenix and so many other cities. Building a low-carbon economy by targeting only the LOHAS demographic (Lifestyles of Health and Sustainability, the upmarket segment of 40 million, or 20 percent of consumers, nationally) will end up doing little more than adding a green gloss to patterns of chronic inequality. Likewise, placing all of our faith in clean-tech fixes will cede too much decision making to a closed circle of experts who, regardless of their technical prowess, will have no power to prevent the uneven application of their solutions.

The sustainable development of mankind is a matter of concern to the whole world. Environmental pollution and haze diffusion have greatly affected the sustainable development of mankind. According to previous research, vehicle exhaust emissions are an important source of environmental pollution and haze diffusion. The sharp increase in the number of cars has also made the supply of energy increasingly tight. In this paper, we have explored the use of intelligent navigation technology based on data analysis to reduce the overall carbon emissions of vehicles on road networks. We have implemented a traffic flow prediction method using a genetic algorithm and particle-swarm-optimization-enhanced support vector regression, constructed a model for predicting vehicle exhaust emissions based on predicted road conditions and vehicle fuel consumption, and built our low-carbon-emission-oriented navigation algorithm based on a spatially optimized dynamic path planning algorithm. The results show that our method could help to significantly reduce the overall carbon emissions of vehicles on the road network, which means that our method could contribute to the construction of low-carbon-emission intelligent transportation systems and smart cities.

Regional land use is an important source of carbon emissions .To some extent , the optimization land use will change the pattern and structure of human energy consumption .In this paper, we try to put forward a new approach to optimize the land use structure of the low carbon target in Zhangye .Three schemes for land use low-carbon optimization were proposed and analyzed, and the policy suggestions were put forward finally . Compare with the original plan, Optimization program in the year of 2020, the amount of carbon accumulation increase 124.1648 million tons, and carbon emissions reduce 1,152,100 tons. This indicates that the scheme for land use planning to achieve carbon reduction and carbon accumulation has important guiding significance.

To meet long-term climate change targets, the way that heating and cooling are generated and distributed has to be changed to achieve a supply of affordable, secure and low-carbon energy for all buildings and infrastructures. Among the possible renewable sources of energy, ground source heat pump (GSHP) systems can be an effective low-carbon solution that is compatible with district heating and cooling in urban areas. There are no location restrictions for this technology, and underground energy sources are stable for long-term use. According to a previous study, buildings in urban areas have demonstrated significant spatial heterogeneity in terms of their capacity to demand (C/D) ratio under the application of GSHP due to variations in heating demand and available space. If a spatial sharing strategy can be developed to allow the surplus geothermal capacity to be shared with neighbors, the heating and cooling demands of a greater number of buildings in an area can be satisfied, thus achieving a city with lower carbon emissions. In this study, a GSHP district system model was developed with a specific embedding sharing strategy for the application of GSHP. Two sharing strategies were proposed in this study: (i) Strategy 1 involved individual systems with borehole sharing, and (ii) Strategy 2 was a central district system. Three districts in London were selected to compare the performance of the developed models on the C/D ratio, required borehole number and carbon emissions. According to the comparison analysis, both strategies were able to enhance the GSHP application capacity and increase the savings of carbon emissions. However, the improvement levels were shown to be different. A greater number of building types and a higher variety in building types with larger differentiation in heating and cooling demands can contribute to a better district sharing performance. In addition, it was found that these two sharing strategies were applicable to different kinds of districts.

Low carbon tourism is necessary and feasible by analyzing the advantages and disadvantages of low-carbon tourism in Qinhuangdao city. Tourism traffic and building energy consumption should be the key point of carbon emissions in the future tourism. Some suggestions have been raised up such as optimize the tourism energy utilization, construct and promote low-carbon tourism demonstration areas, make environmental education to the tourists through various means and low carbon tourism professional knowledge training to the employees, arouse the enthusiasm of residents to participate in low carbon travel, improve the system of norms and strengthen management, and so on.

In order to achieve the carbon reduction targets committed by China, Liaoning Province must take the way of low-carbon economy. Based on the related Statistical Yearbook data, applying the IPCC carbon emissions equation and Kaya model, this paper analyses the influencing factors of the carbon dioxide emissions produced from the power consumption of Liaoning Province. and then put forward some suggestion on reducing carbon emissions. The results show that Liaoning Province can achieve the goal, but unit GDP CO2 emissions reduction is mainly due tothe investment expansion of the second industry and construction industry investment expansion. As a result, it puts forward some suggestions.

This paper analyzed the background of developing low economy in China, included restricts and advantages. China is the world’s largest carbon emitter and its emissions continue to rise with rapid growth. The most important is that coal will continue to dominate China's energy mix for decades to come. The measures to reduce carbon emissions mainly include laws and regulations, carbon taxes or carbon trading, subsidies or tax cuts on clean production, technological innovation. Low carbon economy is an important growth point sustainable development.
