To achieve a new round of economic growth at this stage, it is impossible for cities to continue to resource-based and dependent development model. Based on intellectual capital and creativity, creative industries are of particular importance to the road to city sustainable development. This paper analyzes the creative industries in the following roles - changing the model of economic growth, optimizing industrial structure, innovation and economic operation system, upgrading the overall competitiveness of the region. View of this article is that the development of creative industries has gone beyond its significance as a new industry format of the industry level, is the realization of a new round of growth and development by leaps and bounds in an effective way.

The creative industries are playing an increasingly significant role in the sustainable development of various countries, especially large cities all around the world for its low carbon and high efficiency. On the basis of summarizing the research status of creative industries, this paper focuses on analyzing the particularity of its relevance mode. This paper points out that the creative industries are standing at the top of all traditional industries, and its special industries correlativity mode widely exists inside this industry, between this industry and other industries, among industries in different regions as well as between this industry and traditional industries. The relevance of creative industries shall be utilized to give full play to its promoting function on the transformation of economic growth mode, the upgrading of industrial structure and other aspects, so as to serve for the low carbon economy and sustainable development strategy.

Cultural and creative industries interact with the urban economy. Their growth can not only change the mode of economic growth, promote the optimization and upgrading of industrial structure, solve employment problems, directly affect the urban economy, but also indirectly drive economic growth through technological innovation, human capital and cultural values. At present, Media convergence has become the general trend, and technological innovation has weakened the boundaries and barriers of the traditional media market. The media market has been expanded not only in geographical concept but also in product categories. "The integration of technology has blurred the division of different kinds of media, communication products and markets". In this paper, the mechanism model of cultural and creative industries on urban economy is established by constructing structural equations, and then the mechanism of cultural and creative industries is more fully understood.

With the shortage of resources and the increasingly serious environmental pollution in China, green innovation has become a sustainable competition for a region. The Yangtze River Economic Belt (YREB) strategy is one of the most important strategies for the sustainable development of China’s economy under the new normal. Green innovation plays a linking role in the resources exchange and trade flow in YREB, and it is also the foundation and guarantee to implement the YREB strategy. The global environmental pollution and the weak recovery of world economy make the traditional extensive economic growth model unsustainable. Sustainable economic growth should focus on the quality of development and its external costs to the environment. In order to implement the concept of sustainable development, the improvement of logistics ecological efficiency is related to the quality of ecological civilization construction. Therefore, it is of theoretical and practical significance to study the measurement, evolution, and driving factors of coordinated development level of regional green innovation system. This paper proposes a super-slack-based measure (super-SBM) data envelopment analysis (DEA) model to measure the green innovation efficiency of 11 provinces and cities in YREB from 2008 to 2017, mastering its spatial and evolutionary characteristics, and conduct empirical analysis on the influencing factors. The empirical results indicate that economic development, government support, and industrial structure upgrading are the leading forces to directly enhance the green technology innovation ability of cities in the Yangtze River Economic belt and play the core driving role of green innovation. To further enhance the capacity of urban green innovation in the Yangtze River Economic belt, we will increase the government’s support for green innovation, optimize the environmental governance model, promote the green upgrading of industrial structure, and enhance the enthusiasm of enterprises for green innovation.

As one of old northeast industrial base, Liaoning province, whose economic growth depends largely on energy consumption, which is not conducive to sustainable economic development. According to the GDP and energy statistical data of Liaoning in 1988~2012, we use the correlation analysis and regression analysis of statistical methods to research the relationship between energy consumption and economic growth,then getting the correlation coefficient and regression models.Through analyzing results and combining with real situation of Liaoning, we put forward suggestions from the following seven aspects, they are improving energy efficiency, accelerating energy marketization, adjusting energy structure, optimizing industrial structure, developing circular economy, enhancing energy-saving ideas and establishing strategic alliances to promote energy and economic sustainable development.

Sustainable development has become the most important notion of the day and provides a more comprehensive definition of development, linking ecological services and quality of life with economic growth. Such a paradigm shift in less than a century is no less than a revolution. Expectedly, this shift has been marked by cognitive dissonance, bitter debates, and scholastic antagonism. This chapter traces the story of how the road has been traversed and the shift achieved. It highlights the various theories of economic growth and development and focuses on the debates among economists that have helped the discipline traverse this long way. Finally, this chapter talks of markets. While it has often been understood that markets can promote economic growth, this chapter further emphasizes how markets, under enabling conditions, might be the right catalysts to promote sustainable development.

Resumo A Economia Criativa compreende atividades resultantes da imaginação de indivíduos, com valor econômico. A sociedade informacional tem ainda a economia como fonte de grandes transformações, influência que se aplica também de forma inversa. Nesse ponto, a criatividade hoje, ligada à inovação, à tecnologia, à produção e à transmissão do conhecimento, é vista para muito além do simples pensar e do criar, é um elemento indispensável à economia e à sociedade, pois uma sociedade que anseia por informações e pelo desenvolvimento cada vez maior de novas tecnologias para servir consumidores exigentes não pode se imaginar sem criatividade. O presente artigo busca formular os fundamentos para a construção de um Marco Regulatório para a Economia Criativa no Brasil. Isto a partir do entendimento de que a Economia Criativa promove o desenvolvimento sustentável e humano, de forma inclusiva social e tecnologicamente, ou seja, não se trata uma visão de mero crescimento econômico. Isto porque os novos conceitos inerentes à Economia Criativa alcançam o uso das ferramentas tecnológicas (TICs) nas suas interfaces com a educação, a arquitetura, o design, a formação de agentes criativos, os Arranjos Produtivos Locais (APL) e os Setores Criativos (SCs).Palavras-chave direito autoral – economia criativa – desenvolvimento sustentável Abstract The Creative Economy includes activities resulting from the imagination of individuals, with economic value. Informational Society is still the economy as a source of great changes, influence which also applies in reverse. At this point, creativity today, linked to innovation, technology, production and transmission of knowledge, is seen far beyond mere thinking and creating, it is an essential element of the economy and a society that yearns for information and the increasing development of new technologies to serve demanding consumers can not be imagined without creativity. This article seeks to formulate the foundation forthe construction of a Regulatory Framework for the Creative Economy in Brazil. This is based on the understanding that the Creative Economy and Sustainable Development promotes the human, social and technologically inclusive way, i.e. it is not a simple vision of economic growth. This is because the new concepts inherent in the Creative Economy embrace the use of technological tools (ICTs) in its interface with education, architecture, design, training of creative, the Local Productive Arrangement (APL) and the creative industries (CIs). Subject. The article discusses Russia’s economy and analyzes its effectiveness. Objectives. The study attempts to determine to what extent Russia’s economy is effective. Methods. The study is based on the systems approach and the statistical analysis. Results. I discovered significant fluctuations of the structural balance due to changing growth rates of the total gross national debt denominated in the national currency, and the stability of growth rates of governmental revenue. Changes in the RUB exchange rate and an additional growth in GDP are the main stabilizers of the structural balance, as they depend on hydrocarbon export. As a result of the analysis of cash flows, I found that the exports slowed down. Financial resources are strongly centralized, since Moscow and the Moscow Oblast are incrementing their share in the export of mineral resources, oil and refining products and import of electrical machines and equipment. Conclusions and Relevance. The fact that the Russian economy has been effectively organized is proved with the centralization of the economic power and the limits through the cross-regional corporation, such as Moscow and the Moscow Oblast, which is resilient to any regional difficulties ensuring the economic growth and sustainable development. The findings would be valuable for the political and economic community to outline and substantiate actions to keep rates of the economic growth and sustainable development of the Russian economy.
