Marine Sound Pollution: Does It Merit Concern?

The possible effects on marine mammals and other marine organisms of sound from human (anthropogenic) sources have become subjects of increasing concern and controversy. In the late 1970s and 1980s, the sources of principal concern were seismic profiling, drilling, and related activities associated with offshore oil and gas development. In the last decade, much of the focus has shifted to activities conducted or supported by the U.S. Navy, most notably the Acoustic Thermometry of Ocean Climate Program, ship-shock tests, development and proposed use of low frequency active sonar to detect new classes of quiet submarines, and the stranding of beaked whales and other cetaceans in the Bahamas in March 2000 coincident with antisubmarine exercises involving use of mid-frequency tactical sonars. There has been substantial controversy concerning the possible impacts of these activities, and a number of law suits seeking to stop or restrict them. The Navy believes that the concerns are unwarranted and that the law suits have impeded its ability to meet its national defense responsibilities. Congress agreed and in the National Defense Authorization Act for Fiscal Year 2004 (Public Law 108-87) made two substantial changes to the Marine Mammal Protection Act (MMPA): (1) it authorized the Secretary of Defense to exempt military readiness activities from the provisions of the MMPA governing the incidental taking of marine mammals; and (2) it added to the Act separate definitions of harassment to apply to such activities. These and other proposed changes to the MMPA could undermine the unique, precautionary or risk-averse philosophy of the Act. An alternative, two-step approach, advocated in this paper, would be to (a) revise the definition of harassment to clearly differentiate types and levels of behavioral disturbance likely to have, and not to have, biologically significant effects; and (b) add a general authorization for all incidental taking expected to have biologically insignificant effects, similar to the general authorization for marine mammal research expected to have biologically insignificant effects added to the MMPA in 1994.

<p>Although observations show that anthropogenic phosphorus (P) can reach groundwater supplies, there has been no comprehensive evaluation of P in groundwater at the global scale. Additionally, there have been minimal studies on distributed sources, such as agriculture, and the effects of oil and gas activities on P contamination in groundwater are poorly understood. We compile and analyze 181,653 groundwater P concentrations from 13 government agencies and 8 individual research studies in 11 different countries in order to determine the extent of P pollution at the global scale. We find that every country with data has groundwater P concentrations that pose a significant risk of eutrophication to surface waters. In Canada and the United States, we study the relationship between land use, focusing on crop/pastureland, and increased P concentrations in groundwater. In Ontario and Alberta, two Canadian provinces with different histories of oil and gas development, we find areas with a high concentration of P groundwater pollution to coincide with regions of intense oil and gas activity. Understanding the effects of anthropogenic sources on phosphorus contamination of groundwater and identifying all possible pathways through which contamination can occur will assist regulators in planning and implementing effective strategies to manage groundwater and surface water quality and sustain ecosystem health.</p>

Relatively little is known about the distribution and diversity of marine mammals around offshore anthropogenic structures. We present results obtained from incidental sightings of marine mammals around oil and gas installations located 200 km off the Danish coast. A total of 131 sightings corresponding to about 288 animals were reported between May 2013 and May 2016. A total of seven marine mammal species were identified, five cetaceans: harbour porpoise (Phocoena phocoena), minke whale (Balaenoptera acutorostrata), white-beaked dolphin (Lagenorhynchus albirostris), killer whale (Orcinus orca), pilot whales (Globicephala spp.) and two species of pinnipeds: harbour (Phoca vitulina) and grey seals (Halichoerus grypus). The most sighted species were harbour porpoise (41%) and minke whale (31%). Relative counts and biodiversity of marine mammals observed around installations corresponded well with the expected distribution in the central North Sea. Several taxon-specific correlations were identified between number of sightings and environmental parameters (depth and latitude) or installation characteristics (installation aerial footprint). Furthermore, 85% of sightings were made during spring and summer and it is unclear whether the pattern observed reflected a natural seasonal occurrence of marine mammals in the area or an effect of reduced effort during autumn and winter. Despite the potential caveats, results obtained during this programme provide an insight into the relationship between marine mammals and oil and gas offshore installations in the North Sea.

Marine mammals are important sources of food for indigenous residents of northern Alaska. Changing sea ice patterns affect the animals themselves as well as access to them by hunters. Documenting the traditional knowledge of Iñupiaq and Yupik hunters concerning marine mammals and sea ice makes accessible a wide range of information relevant to understanding the ecosystem to which humans belong. We interviewed hunters in 11 coastal villages from the northern Bering Sea to the Beaufort Sea. Hunters reported extensive changes in sea ice and weather that have affected the timing of marine mammal migrations, their distribution and behaviour and the efficacy of certain hunting methods. Amidst these changes, however, hunters cited offsetting technological benefits, such as more powerful and fuel-efficient outboard engines. Other concerns included potential impacts to subsistence hunting from industrial activity such as shipping and oil and gas development. While hunters have been able to adjust to some changes, continued environmental changes and increased disturbance from human activity may further challenge their ability to acquire food in the future. There are indications, however, that innovation and flexibility provide sources of resilience.

Experienced observers from the community of Rigolet, Newfoundland and Labrador, recorded marine mammal observations at Rigolet on the coast of Labrador from July to September 2012. During this study, a total of nine species of marine mammals were documented. A daily average of 2.6 (range 1–5) marine mammal species were observed, with Harp Seals (Pagophilus groenlandicus) and Common Minke Whales (Balaenoptera acutorostrata) being the most common. The area is thought to be regionally important for Ringed Seal (Pusa hispida) whelping; however, Ringed Seals were not observed in large numbers. Beluga Whales (Delphinapterus leucas) were also reported anecdotally, but were less common than the other species, with the possible exception of the Harbour Porpoise (Phocoena phocoena). Labrador is experiencing significant industrial growth related to hydroelectric development and offshore oil and gas exploration. These data should aid environmental assessment and environmental effects monitoring and assist researchers in understanding regional marine mammal ecology, including species diversity, seasonal occurrence, and relative abundance.

Oil and gas development projects are characterized by numerous contractual agreements. This forms a complex organization, with the challenge to coordinate diverse and interrelated stakeholders at different moments in the project. A critical issue is the communication and coordination between actors on cross-boundaries decisions. This is notably due to the classical definition of organizational boundaries, with several physical packages and, of course, several contractors. The approach consists in, first, modeling interdependencies between project elements such as product components, activities, and organizational entities. Second, some complex phenomena such as propagation chains and loops are identified, in order to anticipate potential undesired consequences if those are not properly managed. Third, an organizational reshuffling is computed, based on the double objective of incorporating at best within clusters the critical interactions and the critical complex phenomena. Results show an improvement on both objectives compared to current organization, meaning that communication and coordination about some crucial cross-boundaries decisions are expected to be facilitated within and between clusters. An industrial application in the oil and gas sector is introduced in order to highlight possible benefits and implementation strategies for such an approach.

The article is devoted to the consideration of geopolitical challenges for the analysis of geoenvironmental risks (GERs) in the hydrocarbon development of the Arctic territory. Geopolitical risks (GPRs), like GERs, can be transformed into opposite external environment factors of oil and gas industry facilities in the form of additional opportunities or threats, which the authors identify in detail for each type of risk. This is necessary for further development of methodological base of expert methods for GER management in the context of the implementational proposed two-stage model of the GER analysis taking to account GPR for the improvement of effectiveness making decisions to ensure optimal operation of the facility oil and gas industry and minimize the impact on the environment in the geopolitical conditions of the Arctic.The authors declare no conflict of interest
