The article dealt with the moral and political problem of international food justice in which the deep contradiction between the present situation of malnourishment and starvation in large parts of the global population on the one hand and the biblical notion of the preferential option for the poor on the other hand was described. This ecumenically widely accepted notion was clarified in several aspects. How deeply this is rooted in the history of Christian social thought was shown by Martin Luther�s writings on the economy which have remained relatively unknown in the churches and in the scholarly world. The article then presented three models of Christian economic ethic: the technical economic model, the utopian economic model and the public theological economic model. On the basis of the public theological model seven challenges for international food justice were presented. The basis for these challenges is an understanding of globalisation which guarantees just participation for everyone and deals with nature in an ecologically sustainable way. The interests of small farmers are the basis for judging the activities of big agro-corporations. Public theology is the background for an active involvement of the churches as agents of a global civil society to promote international food justice.

- An important urban transformation was achieved in Paris with the redevelopment of the Bercy quarter. It was characterised by farsightedness and an ability to monitor and manage on the part of the public sector operators who guided the entire operation. While on the one hand the Bercy case presents a series of ‘extraordinary' elements deriving from the particular history of the site, the continuity with which the municipal administration moved forward with its strategic decisions, its capacity to frame those strategies in a broader and more complex context and the ways in which the entire process was implemented certainly constitute important factors on which to reflect in the framework of a more general discussion on the effectiveness and potentials of large urban projects. This paper looks at the main stages of the transformation starting with the framing of the operation within the provisions of the main urban planning instruments and it seeks to highlight the most significant aspects of the intervention with a particular focus on the outcomes of the project implemented.

In this essay I explore the ways in which the internal Albanian politics of memory in Kosovo rely on a longer, lived history of militant self-organisation than the Kosovo Liberation Army (KLA) war period alone. On the basis of recent ethnographic research, I argue that the memory of prewar militant activism is symbolically codified, ritually formalized, and put on the public stage in Kosovo today. Not only has this process effectively rehabilitated and consolidated the personal, social, and political status of specific former activists, it also has produced a hegemonic morality against which the actions of those in power are judged internally. On the one hand, this process reproduces shared cultural references which idealise ethnonational solidarity, unity and pride and which have served militant mobilisation already before the 1990s. On the other, it provides the arguments through which rival representatives of the former militant underground groups (known asIlegalja)compete both socially and politically still today. Although this process demarcates some lines of social and political friction within society, it also suggests that international efforts to introduce an identity which breaks with Kosovo's past and some of its associated values, face a local system of signification that is historically even deeper entrenched than is usually assumed.

Nikolai Konstantinovich Mikhaylovsky (1842–1904) is one of the most well-known and influential Russian publicists of the last third of the 19th and the beginning of 20th century, ideologist of the Narodniki movement, the author of the conception known as “subjective sociology” and the editor of journal Russian wealth at the end of his life. Yet, while his role in the history of Russian social movement or literary-aesthetic views have been quite fully studied, his social theory has rarely become the object of the special analysis during the last century. On the one hand, it was shadowed by the theories which appeared earlier and had more influence even abroad (outside the Russian empire) as, for example, the ideas of Herzen, Bakunin, Chernyshevsky, Lavrov. On the other hand, Mikhaylovsky, who was severely criticized by Russian social democrats in 1894–1901, was perceived as a rather weak theorist. In this article, we demonstrate the essential differences between the early conceptual advances of Mikhaylovsky and P.L. Lavrov and assert that the conception of the former was influenced both by the rethinking of the Darwinism from a viewpoint of understanding of nature and by the conclusions for social theory. Unlike Lavrov, Mikhaylovsky, as well as Herzen, was an advocate of non-teleological understanding of progress and favored the interpretation of history as logical yet free from strict determinism. In conclusion, Mikhaylovsky’s opinion about the society, which was formed at the end of 1860s – first quarter of 1870s, appears as a quite consistent and elaborated system, an answer to the theoretical challenges. Firstly, on the part of the Darwinism and the attempt to apply it to the analysis of the society. Secondly, on the part of the organicism. Lastly, we give an interpretation to the decline of the public interest to the social theory of Mikhaylovsky at the end of the 19th – beginning of 20th century.

Abstract In traditional administrative models the public servant is emotionally conceptualized in a specific way, namely as a rationally acting and emotionally abstinent person. However, these are also models of observation that are strongly guided on the one hand by normative ideas and on the other by historical master narratives that focus on the development of a specifically occidental rationality. In particular, the emotional turn in historical science inspires us to take a critical view of such assumptions. But other approaches developed in other scientific disciplines also stimulate us to sharpen our historical view of the emotional aspects of bureaucracy: in jurisprudence “Law and Emotions” and in sociology “Sociology of Emotions”. This article presents these scientific approaches and tries to sound out their usefulness for the history of administration. In this way, it also serves as an introduction to this volume of the journal Administory.

As a modern, designed, self-consciously experimental national capital, Canberra poses distinct questions, and problems, for public history. Famously derided as lacking community – ‘a city without a soul’; ‘a good sheep station spoiled’ – it has also been shaped by a succession of planning practices, phases of immigration, and service provision, which have fostered their own models and experiences of community. On the one hand, as Ruth Atkins observed in 1978, the concept and function of ‘the public’ in Canberra has been defined essentially by those of ‘the public servant’; on the other, a population characterised by relatively high levels of education and affluence has proved remarkably innovative in working with and around the structures of centralised government with which they are so often closely associated. This paper explores these inter-relationships, assessing the ways in which the history of Canberra – in its official, community and experiential dimensions – reflects processes of actively creating such narratives and identities rather than seeing them in opposition to each other.

The article examines the characteristic features of the one-act plays of the Polish playwright of the twentieth century Slavomir Mrozhek. The creativity of the writer tends toward the Theater of absurd, it is characterized by grotesque, sharp satire, parody, contrasting combination of incompatible things as well as eccentricity. Mrozhek creates the world of his dramas by using various means of comic. He describes numerous social and political problem in his dramas. The main motives of the writer’s works are the motive of freedom, the motive of life and death, the motive of the dispute and the antagonism of nature and culture. Mrozhek’s one-act plays are short and rational, they have features of the classic “small play” of the 19th century and traits of the absurd, grotesque play of the 20th century. The article traces the history of the formation and development of the Polish and European one-act play throughout the 19th and 20th centuries, its features and characteristics, furthermore the embodiment of these features in specific dramas of Slawomir Mrozhek were analyzed. Among such dramas, the most famous ones are ‘At Sea’, ‘Karol’, ‘Strip-tease’, ‘Zabawa’, ‘Dilemmas of a dog breeder’, ‘The magical night’, ‘Fox hunting’, a brief analysis of individual works is presented in the article. Particular attention is paid to the presentation and description of the typical characters of Mrozhek’s plays, which were diligently studied by the Polish book critic Jan Blonsky. Each of the characters have a special stereotypical trait that is actualized in the acts of the dramas and is emphasized by the actions of the characters. A one-act play is a convincing view of the actual problems in a small form, which requires great skill. Mrozhek’s one-act plays are sharp, absurd, intellectual as well as topical. The language of the works is full of idioms, eloquent expressions and dialects. The surprise effect and attempts to astonish the reader and to cause ambiguous emotions are the main target for the author. The article provides a more detailed analysis of one of Mrozhek’s dramas – ‘Fox Hunting’, the main character of which is the stereotypical figure of Fox, which gives allegory, signs of fable, Aesopian language to the drama. This work is a typical example of the embodiment of the characteristic features of Slavomir Mrozhek’s one-act plays. The purpose of the article is review, analysis and research of the works of the outstanding Polish playwright Slavomir Mrozhek through the prism of his one-act plays.

The existence of guardians in the implementation of marriage contract has been explained in Islamic law in a clear and detailed manner. Guardian for a woman becomes one of pillar in the implementation of the marriage contract, and has a systematic sequence that starts from the main one and moves sequentially to the one after, if the one above is considered ‘uzur. But the primacy of the existence of the guardian is not utilized maximally in the perception of the Acehnese people. So that most people tend to represent the implementation of the marriage contract to other people such as pious people or marriage registration officers. The parental guardian prefers to care for his guardian rights to others even though basically there is no obstacle that hinder him. The problem is the practice law of tawkil marriage in the tradition of Aceh people according to Islamic law review. The results of the study shows that the public perception of the implementation of wakalah (tawkil) marriage is based on an understanding about the ability to be brave in the implementation of the marriage contract. But their understanding is based on habits that occur in the traditions of society, not based on the results of scientific studies. Indeed, the practice of tawkil or wakalah marriage that occurs in Acehnese society does not conflict with religious law, but the implication is the erosion of the erosion of the existence of guardians and the parental guardian in a very memorable contract in the history of a human life.

The picture of recent legal developments concerning defamation in Albania is mixed. On the one hand, several criminal defamation and insult statuteshave been abolishedsince 2012, following strong lobbying of human rights organizations. On the other, the application of criminal defamation laws has not stopped, while government officials and other high profile persons have discovered the power of civil defamation claims. Faced with intense criticism, the government has tried to re-introduce the abolished criminal defamation laws and has faced the same strong opposition and international outcry. In the meantime, defamation claims or threats thereof are routinely being used against the media or against the political opponent for the only purposes of creating tension and diffusing the attention of the public. The vagueness of the laws and the inconsistencies of judicial interpretation, helped in no little measure by judicial corruption and the political control of the judiciary, have widened the gap between constitutional and international guarantees of the freedom of speech and the actual enforcement of those guarantees. This article will briefly expose the history of defamation laws in Albania, the difficulties of their application, and the status of affairs concerning defamation laws and claims.

The review notes Olga Kafanova’s great contribution to the study of the history of Russian literature, and especially works by Nikolai Karamzin, and productivity of her research as evidenced by the presented monograph. The book excels in its fundamental nature, novelty and reliability of the source base (more than 500 items of the bibliography of translations by Karamzin (1783-1800) and originals discovered while studying foreign works and periodicals). The review indicates the novelty and prospects of a number of Kafanova’s observations. In 2016, the public celebrated the 250th anniversary of Karamzin’s birth. The jubilee events were held in several countries and brought together dozens of scholars. One of the particular results of these events is an observation on the need for a comprehensive understanding of the work of Karamzin as a translator at a new level. The reviewed monograph promptly fills the noted gap and, using unique material, solves the problem of popularizing and preserving the Russian literary classics. The bibliography presented in the form of an appendix contains names of more than 50 authors of English, German, and French literature, whose texts Karamzin referred to. Based on the compiled corpus, Kafanova chooses an analytical approach that consistently reflects the evolution of Karamzin’s own system of views, on the one hand, and is based on the classic examples of Russian literary criticism and translation studies, on the other. Kafanova’s genre-generic approach easily synthesizes the several dimensions of the literary, editorial and institutional activities of Karamzin as a translator; there is no criticism of the clear definitions that classify Karamzin’s work on mastering the texts of foreign authors to one type or another. Another idea in the book is connected with a fundamental approach in the science of literature, according to which the history of literary processes is considered as a series of successive trends and directions of humanitarian thought. The reviewed book tells about the nuances of the era of pre-Romanticism, about the intricacies of interpreting Stem’s “sentimental stories of a sensitive heroine”, about the “portrait” project associated with “sensitive authors” (Wieland, Gesner, Klopstock, and others), and about the peculiarities of the Enlightenment and European Antiquity in the pantheon of literature by Karamzin and his contemporaries.
