Over the years instructors and administrators have worked together to provide education to students in academic institutions. The role of the participants in this educational system were well-defined. Instructors and administrators were responsible for the dissemination of knowledge and the methodology used was simple: the instructor transferred the knowledge to the students. The merging of computers and communications technology is transforming the way we teach and learn. Physical classrooms are being replaced by electronic classrooms. The roles of the participants are being redefined where the instructor is becoming a facilitator in the electronic classroom and students are participating in these classes from anywhere and at anytime. Questions that arise for universities include: Is this the future of higher education? Will electronic classrooms replace traditional classrooms? In this study we explore and discuss the perceptions of students in a mid-western rural university regarding virtual education. Implications for the participants in the educational system are also discussed.

Looking back over the steps undertaken before the Ghana Library Services were established, it seems very important that so much preliminary work was embarked on. First a country-wide survey was made, and a detailed plan worked out of the future development, taking into account the educational system, the general standard of literacy and the rate of its increase, the languages in common use, population distribution, the transport and communication systems, the demand - as opposed to the need - for books, the pattern of local authorities and their view on the principles of library provision and - very importantly - who would ultimately be responsible for the financial needs of the library system, the purpose of the library provision and what it hoped to achieve, the resources needed for the Services and draft estimates for the first five years.

The future of schools is largely determined by managerial factors one aspect is planning. Small schools will develop significantly when professionally managed. With the same easy management, large schools will grow. Conversely, advanced schools will experience a setback when management is not well managed. If schools neglect management, small schools will close down in the face of multimensional dimensions. Planning patterns in schools that have not been conducive to face the challenges of modernization even need to be changed into planning patterns that are more responsive to the needs of society and the demands of the times. The pattern must lead to activities that involve more and more people in the leadership ranks, to jointly run the wheels of the school organization towards conditions that are advanced and established, both in terms of institutional, educational system, learning process, and quality of students so that they can realize effective school. Keywords: Planning, Effective Schools and Islamic Education Institutions

The formation of character is a discourse that continues propagated by the government of Indonesia today. This is done because the condition of the nation's degraded in many areas of life. Various types of crimes such as rape, violence, theft, fights between students, corruption, and others allegedly happened as a result of the moral degradation of the Nation. Character education is the only hope which is able to restore the values of goodness and glory of the nation. So therefore, children as the future generation should be provided with character education from the beginning.

Format of character education which is given to children, therefore, must be clear and precise objectives. Ancient Hindu educational system places great emphasis on character formation in the curriculum, so that when they are finished, besides exellence in science also grew into a wise person. Gurukula system applied that has lasted for thousands of years and is considered capable of being the foundation of both the State and society to educate and transform knowledge to the younger generation as well as capable of being a great place to shape their character.

Sprouted in the late 1970s, with the direction and support of the Chinese government and the participation of private institutions, blended learning in China has developed quickly and massively. By reviewing the origin, evolution, and current practices of blended learning in the contexts of elementary and secondary schools, colleges, and universities in China, the authors examine the problems, controversies, and issues raised. While the Chinese government still may play an important role in blended learning in the future, private institutions' involvement, learners' motivation, and learning ideology could become more important in promoting and implementing blended learning. How best to use the current educational system and resources to further promote blended learning in China is a challenge to educational practitioners and policy makers. Blended education in china is at the crossroads.

The article analyzes the activity of university lecturer and researcher and the need for special mechanisms providing its efficiency. The authors consider academic freedom as a parameter of the university’s environment and discuss the convention regulating the relationship between lecturers and university management. The factors of the destruction of this convention are analyzed. The dynamic model of the lecturers’ behavior is proposed and two scenarios for the future development ("teaching ratchet" and "academic ratchet") as well as the factors of choice between them are discussed. The empirical data on the development and current state of the Russian educational system is also taken into account.
