The article deals with the parliamentary representation of ethnic/national interests and demands in the crisis years between 1989 and 1991, culminating in the collapse of the Soviet Union. It focuses primarily on the proliferation of committees dealing with ethnonational questions after the creation of the USSR Congress of People’s Deputies, a parliamentary body that existed from 1989 until 1991. The article shows that the new parliamentary architecture was not only the inevitable consequence of social and national mobilization but also an expression of the Union center’s response to the ongoing national crisis. Building mostly upon unpublished archival material, the article focuses on debates in 1989–1991 within the Committee of Nationalities Affairs and Interethnic Issues of the USSR Supreme Soviet. In so doing, it identifies some of the dilemmas the committee faced and some of the changes in its functioning brought about glasnost and perestroika. The article makes two key contributions. First, it helps to shed much-needed light on Soviet nationalities policy during perestroika. Second, the analysis of debates internal to parliamentary committees in those critical years contributes to the existing literature on Soviet and Russian parliamentarism and institutional transformation during the transition from the USSR to the Russian Federation.

RUSSIAN FOREIGN POLICY IS STILL IN A STATE OF FLUX. LIKE the other former republics of the Soviet Union, the Russian Federation seeks to come to terms with being an independent state needing to define its national interests and foreign and security policy objectives.The principal element in the new frame of reference for Moscow is the disintegration of the Warsaw Pact and the Soviet Union itself. For forty years, most of the territories controlled by Moscow were adjacent to territories protected by the United States, or else to China. The Russian Federation is now virtually surrounded by former Soviet republics, all with deep political, social and economic problems, and some of which are highly unstable and subject to violent civil conflicts. The territory of the Russian Federation itself, about 75 per cent of the territory of the former USSR with about 60 per cent of its population, is still not properly defined, given that significant sections of the borders are purely notional, and the degree of control that Moscow can exercise over the entire Federation is uncertain.

When Germany attacked the Soviet Union in the summer of 1941, it also conquered the territory of Estonia by the end of the year. The German occupation administration of the new territories ruled by the Germans needed the help of local residents everywhere. For this purpose, a semi-autonomous (or quasi-autonomous) Estonian Self-Administration was established. Similar administrative bodies were established in Latvia, Lithuania and Belarus as well. Based on previous studies, it is known that the Estonian Self-Administration worked closely with the German occupation administration. Thus, it is partially responsible for crimes committed in the name of the national socialist ideology in Estonia. It is clear that the Estonian members of the organization were German-minded and at least accepted the German rule for the time being. Otherwise, they would not have been able to join the Self-Administration. However, in previous studies, little attention has been paid to how Estonians tried to balance the interests of Germany and Estonia. Based on the preserved archival material, it seems that the Estonian actors also tried to promote the national interests of the Estonians while cooperating with the Germans and working for them. The article is mainly based on the materials of the German Security Police and other German and Estonian archival material. In addition, the presentation analyzes how the Estonians who worked in the organization later described their wartime activities in their memoirs.

The relevance of this research is defined by the need for analyzing the historical experience of adaptation of foreign economic activity of the Soviet State to the challenges of Western policy deterrence, the imperatives of which are being applied to Russia in the current context. The subject of this research is the Soviet grain procurement crisis and foreign policy ways for its overcoming. The object of this research is trade and diplomatic relations between the Soviet Union and the United States. The scientific novelty lies in elaboration of the concept of “commercial diplomacy” – the foreign economic activity of the USSR government aimed at solution of the domestic problems and tasks of modernization. Leaning on the newly introduced sources, the conclusion is made that the policy of commercial diplomacy implemented by the Soviet Union suggested the use of international dialogue within the framework of cooperation between the governments and public-private business circles on achieving the economic goals associated with the national interests of the Soviet Union. The critical need for grain procurement, discovery of the oil resources potential, and détente in the international relations between the two superpowers led to a new round in the Soviet Union – United States relations. It is underlined that grain and oil manifested as the factor of maintaining domestic political stability and the object of foreign policy exchange. The article answers the question: how the grain procurement problem has transformed from the economic into social issue, and the grain import has become the vulnerable spot of the Soviet Union in the ideological confrontation with the United States, and the object of international relations.

Raising awareness on the political-historical background of the popular movements of the 20th century is very important because behind the stories there were often ill-considered political decisions. It is interesting to see how the last century leaders of the great powers represented their self-interests, and what political games they had developed to achieve their political goals. The interests of nations living in countries were often not interesting to take into consideration. The Soviet Union was not a nation-state, but neither was the United States of America, while at that time most of the European states were nationstates, and along this were nations that sought to assert their national interests, by force when necessary. However, the post-World War II political settlements did not serve the interests of the German nation, but divided its population and turned them against one other. This is why the movement of German citizens within Germany has occurred.

The mechanism of causality between the breakdown of political regime and the disintegration of a state is an important topic in political science. The dissolution of the Soviet Union is a typical example. The aim of perestroika was the transformation of the political regime by renewing the top elite and inclusion of mass groups in the system of government. The initiators of the reform planned to achieve their goals through the general reconstruction of relations between the CPSU and the Soviet state, the redistribution of power from the party elite to the Soviet one concentrated in the Councils of People’s Deputies at various levels. In practice, the implementation of two reforms at once (distancing the party from the authorities and optimizing governance) led to the split of the entire political elite. The struggle of opposing elite groups for dominance led to the paralysis of state power, the loss of control over what was happening in the country. As a result, the interests of elite groups began to prevail over the national interests and ultimately led to the destruction of the state. Thus the authorsubstantiates the thesis that the destabilization of a regime as a result of the inter-elite struggle leads to the destruction of a state. The problem of elite renewal and consolidation and the transfer powers from the party elite to the state one becomes important.

This study examines reporting on protests in Iran between late December 2017 and early January 2018 by global news agencies located in the United States (Associated Press [AP]), United Kingdom (Reuters), France (Agence France-Presse [AFP]), China (Xinhua), and Russia (Telegraph Agency of the Soviet Union [TASS]). A census of reporting on the protests ( N = 369) was content analyzed. Results demonstrate that news agencies varied considerably in their portrayal of issues defined as problems, diagnosis of causes, moral evaluations, and treatment recommendations. Reporting by Xinhua differed considerably from Western news agencies and featured a greater proportion of stories recommending maintenance of the status quo in Iran. Calls for political change received more attention in privately owned news agencies based in democratic nations. While the use of sources in news stories was generally similar across agencies, protesters were absent in reporting by state-owned agencies. Results conclude that differences in national interests and/or ownership of global news agencies may explain findings and provide insight into news reporting on foreign protest.

In Russia, two decades after the collapse of the Soviet Union, Stalin?s popularity soared in nationwide polls, as many recalled the country?s former prestige and their previous sense of security. Likewise, many Serbs, who formed the largest group in former Yugoslavia, look back with nostalgia to a time of greater national pride and material comfort. By contrast the dominated ethnic populations in that same nation at that same time were frustrated in their striving for national pride. Each polity has a story fashioned by selected and connected events that promote its national interests. Although the physical battle in former Yugoslavia has ended, the divisiveness remains, and is perpetuated by competing narratives of what happened and why. And in Russia, an increasingly emergent ?invisible Stalinism? has once again given victims of the repression little validation of their experience. This article offers preliminary observations on the disjunction of narratives in Russia and Serbia, and seeks to explain one of the key impediments to coming to terms with the past.

The article examines the main directions of activity and forms of interaction between the USSR, the Ukrainian SSR and the Belarusian SSR in the UN and its specialized institutions during the years of perestroika (1985 - 1991). To disclose the topic, materials from the journal “International Affair” were used (reviews of the USSR Ministry of Foreign Affairs on the foreign policy of the USSR, articles by the foreign ministers of the Union republics, primarily Ukraine and Belarus), book and journal publications of Union / Russian, Ukrainian and Belarusian scientists, documents of the United Nations and foreign policy of the USSR, the Ukrainian SSR and the Belarusian SSR. The author’s conscious emphasis on the union level reflects the real situation in relations between the Union Center and the republics in the Soviet federation during the perestroika period, when these relations rapidly evolved from the foreign policy dictate of the Center to greater autonomy of the republics in the international arena, which ultimately has led to the collapse of the USSR and the proclamation of independence all union republics. The article analyzes such issues as the new approach of the Soviet Union to the UN in the years of perestroika, the formation of new relations between the Union republics and the Center, diplomatic cooperation of Soviet delegations and representatives of socialist countries in the UN, Belarusian initiatives at the 45th session of the UN General Assembly (1990). During the years of perestroika, the Soviet leadership and the union Foreign Ministry did a tremendous job of clearing the rubble of the Cold War, developing broad international cooperation and integration the USSR into the world economy. The Belarusian and Ukrainian diplomatic services have made a significant contribution to this activity within the framework of the UN and its specialized agencies and have received much broader opportunities for realizing the national interests and needs of their peoples within the framework of radically renewed relations between the Union Center and the republics. The article is one of the first attempts in post-Soviet historiography to investigate the activities of the USSR, the Ukrainian SSR and the BSSR in the UN and its specialized institutions during the period of perestroika
