De arbeidsparticipatie van Vlaamse scholieren De arbeidsparticipatie van Vlaamse scholieren Student work is a relevant aspect of the functioning of the labour market and students’ lives. This study estimates the amount and functioning of student labour in Flanders with data from the Student Employment Survey, a data set containing data about 4,018 students from 36 secondary schools. The data set is representative for students in grades 3 to 6 (14-18 years) in Flemish secondary schools.This contribution estimates a participation rate of 60%. Probit and tobit regressions show that participation is positively related to type of education (higher for students in vocational schooling), school performance and age. Students in vocational training are more likely to have technical jobs, which is in line with their educational orientation. Adolescents from a Turkish or Moroccan background participate less and are more likely to have jobs in the lower levels. This is consistent with the suggestion that student work contributes to the lack of intergenerational mobility.

In this article, based on the statistical data analysis, we consider the labour market in the contemporary Russia in face of global economic crises. In our opinion, two kinds of programs should be in Russia interest: coordination of unemployment benefits with vocational training, retraining or additional education; using the compelled holidays for additional education and retraining. The target programs directed on strengthening employees’ positions with a high educational level on the labour market are extremely necessary in the Russian conditions. In order to decide on specific problems special departments should be created in the Ministry of Work and Social Development of the Russian Federation.

This discussion paper by a group of scholars across the fields of health, economics and labour relations argues that COVID-19 is an unprecedented humanitarian crisis from which there can be no return to the ‘old normal’. The pandemic’s disastrous worldwide health impacts have been exacerbated by, and have compounded, the unsustainability of economic globalisation based on the neoliberal dismantling of state capabilities in favour of markets. Flow-on economic impacts have simultaneously created major supply and demand disruptions, and highlighted the growing within-country inequalities and precarity generated by neoliberal regimes of labour market regulation. Taking an Australian and international perspective, we examine these economic and labour market impacts, paying particular attention to differential impacts on First Nations people, developing countries, women, immigrants and young people. Evaluating policy responses in a political climate of national and international leadership very different from those in which major twentieth century crises were addressed, we argue the need for a national and international conversation to develop a new pathway out of crisis. Dual Vocational Training was introduced in Spain in 2012 with the purpose to reinforce training based on employment requirements and to promote youth employment within the labour market. Since its implementation, there has been continuous growth of the presence of this modality across every Autonomous Community, with Andalusia being one of the latest regions to dualize the Vocational Educational Training (hereinafter VET) educational scheme. From the outset however, this modality has faced a number of obstacles that question its sustainability. Without losing sight of these obstacles, and with the purpose of providing arguments that justify the suitability of this model in Andalusia, this study aims to identify—from the unique perspective of three Andalusian educational institutions—the strengths of this modality and the opportunities that the Andalusian context offers. To this end, we have used the SWOT technique to analyse the opinion of a group of teachers regarding their thoughts on the Andalusian Dual VET system, from both an internal and external perspective. Workforce insertion and the quality of skills gained through training are some of the strengths that characterize this model, with the greatest opportunities derived from the needs of the Andalusian business and productive sectors. Based on the scenarios drawn, we have suggested a number of guidelines to capitalize on some of the identified strengths and take advantage of the opportunities observed.

Introduction. According to the concept of lifelong learning, vocational education system should cover all age categories of working population, including people of the so-called “silver age” (people of the third age). However, in reality, the proportion of citizens over 45 years involved in continuing vocational training is very small, as the current system does not meet their specific needs. Meanwhile, for many representatives of this social community, the continuation of education, the renewal of knowledge, the acquisition of new qualifications or specialties are now becoming a chance to promote an individual’s employability over a lifetime in a rapidly changing labour market and an unstable “life market”. The aim of the article is to identify the opportunities and barriers to the inclusion of “silver age” people in the practice of vocational education, taking into account the positions of all key actors – the senior generation of Russians, the state, employers and educational organisations.Methodology and research methods. The work was based on the methodological framework of three theories: continuous education, third age, social community. The empirical material was collected through the following methods: the analysis of educational and demographic statistics (2015–2018); the analysis of the content of recruitment agencies’ websites and media publications devoted to the problems of the “silver” labour market; the secondary analysis of sociological data; the survey ofSverdlovsk region residents aged over 45 years old in February – March 2019.Results and scientific novelty. The structure and a number of qualitative characteristics of Russians of the elder generation are clarified. The authors give the definition of the concept of social community of “silver age” people (“third age” people), including the group of pre-pensioners. A new interpretation of this category of citizens allowed the authors to reevaluate the old options and to identify the new options for vocational training for “silver age” people. The problems and trends revealed in the course of the survey in this professional training niche of a particular Russian region were focused on the all-Russian situation. Critical differences between the requests for “silver” vocational education from older people, state, educational organisations and employers are identified. The contradictions and necessity of purposeful formation of educational needs and strategies of people of the “third age” are demonstrated. The state and prospects of development of various types and forms of “silver” professional education are described; the conditions of its transformation into a resource of active ageing are formulated.Practical significance. The urgency and relevance of adjusting the content and specific tasks of educational policy of the state aimed at the older generation of citizens have been scientifically proved. It is planned to create and improve training programmes for older people, implemented by various educational structures. Such programmes and research findings can serve as a basis for developing human resources strategies for older people both in government and commercial organisations.

Рассматриваются вопросы подготовки будущих специалистов дошкольного образования к управленческой деятельности. Целью исследования является установление взаимосвязи между требованиями стандарта высшего образования, рынка труда и работодателя как основание отбора профессиональных компетенций при проектировании содержания образовательной программы магистратуры. Авторами использованы метод теоретического анализа, сопоставление реальных запросов практики в целом и задач подготовки будущих руководителей. В результате обозначены профессиональные компетенции и индикаторы их достижения, востребованные работодателем. Выводы и предложения авторов интересны в теоретическом и прикладном плане, могут быть применены при разработке и реализации программ подготовки высококвалифицированных социально активных кадров дошкольного образования. Discusses the preparation of future pre-school education specialists for management activities. The aim of the study is to establish a relationship between the requirements of the higher education standard, the labour market and the employer as a basis for selecting professional competencies in the design of the content of the master's education program. The authors used a method of theoretical analysis, comparing the actual requests of practice in general and the tasks of training future managers. As a result, the professional competences and indicators of their achievements, demanded by the employer, are marked. The authors' conclusions and proposals are interesting in theory and application, and can be applied in the development and implementation of training programs for highly qualified, socially active pre-school education.
