The incompatibility of the function at the state and local levels is defined to prevent exercising a dual mandate and other forms of conflict of interest to secure self-government in local communities. The discussed positions of dual- or even triple-mandate officials are neither unconstitutional nor unlawful in themselves, yet they relate to the incompatibility of interest roles these dual-mandate or triple-mandate officials simultaneously play. The inability of the National Assembly to regulate the issue of the incompatibility of the function in accordance with the basic principles in the state (balance of powers, local self-government autonomy, representative democracy) leads us to the conviction that, for the time being, the parliamentary lobby power is too great, whereas the political culture of the public is too weak to prevent the further steps of the legislator. An important aspect of the incompatibility of the function lies in the fact that individuals should be aware that performing the multiple functions, obtained in elections, is not a privilege, but it is a commitment and duty to perform the functions well and with dedication. The paradox is that an individual who is aware of this does not need any rules on the incompatibility of the function at all. Aims: Programs to notify the public about water quality at beaches are developed at the state and local levels. We sought to characterize the messages and message delivery options in use, and information about the effectiveness of these beach notification programs. Methods: A telephone survey of 37 US state, tribal and territorial and 18 county, city or local beach programs was conducted to characterize current public notification practices and any evaluations of those practices. Results: Beach notification practices vary substantially at the state and local levels. Color-coded signs or flags are commonly used, but not universally, and the color schemes and their meanings vary. New communication approaches utilizing text messaging and the internet are in use or under development for local use. Few communication methods had undergone systematic evaluations of their content, delivery methods or effectiveness in promoting behavior change. Conclusion: The prevention of waterborne illness requires communications that effectively promote the avoidance of swimming when water quality is impaired. Current communication practices are variable and generally have not undergone formal evaluations for their effectiveness. It is not known whether or how they impact health risk.

The article deals with one of the most important issues in the Soviet political and legal history. The choice of the political form that was established almost immediately after the victory of the Bolsheviks in the Revolution of 1917, meant a change in the direction of development of the state. Councils became an alternative to the parliamentary republic. The article analyzes the basic principles of both political systems and the reasons for such a choice. The author emphasizes transnational political direction of the so-called “direct action” which took place not only in Russia, but also in several European countries.

Contestation over war memorialization can help democratic theory respond to the current attenuation of citizenship in war in liberal democratic states, especially the United States. As war involves more advanced technologies and fewer soldiers, the relation of citizenship to war changes. In this context war memorialization plays a particular role in refiguring the relation. Current practices of remembering and memorializing war in contemporary neoliberal states respond to a dilemma: the state needs to justify and garner support for continual wars while distancing citizenship from participation. The result is a consumer culture of memorialization that seeks to effect a unity of the political community while it fights wars with few citizens and devalues the public. Neoliberal wars fought with few soldiers and an economic logic reveals the vulnerability to otherness that leads to more active and critical democratic citizenship.

Abstract This article reconstructs the controversies following the release of the figures from Nigeria's 1963 population census. As the basis for the allocation of seats in the federal parliament and for the distribution of resources, the census is a valuable entry point into postcolonial Nigeria's political culture. After presenting an overview of how the Africanist literature has conceptualized the politics of population counting, the article analyses the role of the press in constructing the meaning and implications of the 1963 count. In contrast with the literature's emphasis on identification, categorization, and enumeration, our focus is on how the census results informed a broader range of visual and textual narratives. It is argued that analysing the multiple ways in which demographic sources shape debates about trust, identity, and the state in the public sphere results in a richer understanding of the politics of counting people and narrows the gap between demographic and cultural history.

Deepening globalisation and worldwide availability of free information and ideas raise concerns of the communist China’s political leadership about the stability of the regime and the sustainability of the state ideological orthodoxy. Therefore, the state’s tightening control of the public communication to curtail the domestic criticism and occasional public discontent is becoming framed and legitimised in terms of cultural security as a non-traditional security concern. This study argues that the restrictive impacts of the politicisation of culture in the centralised agenda of President Xi Jinping reinvigorate China’s anti-Western narratives and attitudes. The research focuses on the state’s cultural security-related and applicable strategy in the political and institutional agenda and media. Moreover, the study also traces the state cultural security policy in the field of the civic and non-governmental sector, religious and ethnic minorities policy, literature, film and audiovisual sectors. The findings assess the concern that the intellectually anachronistic, self-restraining and internationally hostile policy devaluates China’s cultural potential and complexity.

Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.

Historians have long recognized the unprecedented expansion of federal power during the Civil War. Moreover most scholars agree that the expansion of federal power manifested itself most immediately and profoundly in the abolition of slavery. In a sense, through the Emancipation Proclamation, the Republican administration injected the national government into the domain of civil rights, and by doing so imbued federal power with a distinct moral purpose. The passage of the Thirteenth, Fourteenth, and Fifteenth Amendments codified this expression of federal authority, rejecting the bedrock tenet in American republican thought that centralized power constituted the primary threat to individual liberty.

The level of social harmony in society and the development of democracy depends to a large extent on the level of development of parties, their ideological and political orientation, methods and means of action. The purpose of the article is to study the party system of Ukraine and directions of its development, which is extremely complex and controversial. The methods. The research has led to the use of such scientific search methods as a system that allowed the party system of Ukraine to be considered as a holistic organism, and the historical and political method proved to be very effective in analyzing the historical preconditions and peculiarities of the formation of the party system. The results. The incompetent, colonial past and the associated cruel national oppression, terror, famine, and violent Russification caused the contradictory and dramatic nature of modernization, the actual absence of social groups and their leaders interested in it, and the relatively passive reaction of society to the challenges of history. Officials have been nominated by mafia clans, who were supposed to protect their interests and pursue their policies. Political struggle in the state took place not between influential political parties, but between territorial-regional clans. The party system of Ukraine after the Maidan and the beginning of the war on the Donbass were undergoing significant changes. On the political scene, new parties emerged in the course of the protests and after their completion — «Petro Poroshenko Bloc», «People’s Front», «Self-help»), which to some extent became spokespeople for not regional, but national interests. Pro-European direction is the main feature of the leading political parties that have formed a coalition in the Verkhovna Rada of Ukraine. Conclusion. The party system of Ukraine as a result of social processes is at the beginning of a new stage in its development, an important feature of which is the increase in the influence of society (direct and indirect) on the political life of the state. Obviously, there is a demand from the public for the emergence of new politicians, new leaders and new political forces that citizens would like to see first and foremost speakers and defenders of their interests.
