Introduction. The issue of goal-setting in management in general and in public administration, in particular, is one of the most relevant and important for management theory and practice. The purpose hereof is to study and reveal the mechanism of goal-setting in management. Materials and methods. The article is based on Korogodin’s theory of goal-oriented systems. The works on public administration, social construction and management, as well as foreign research on organizational management and business, are used herein. Results. A simple classification of typical management errors from the standpoint of the theory of goal-oriented systems is given: those related to goals, resources, operators, and by-products. Discussion and conclusion. The potential of using the teleonomic systems approach for the analysis of problem situations in management has been demonstrated. A strict and logical classification makes it possible to algorithmize the management decision-making process.

The author's classification of management decision-making methods, including twenty-five classes of methods, is presented for the first time. As part of the general classification of management decision-making methods, the role and place of a group of methods for making managerial decisions based on the optimization of performance indicators was demonstrated. In the group of methods for making managerial decisions based on the optimization of performance indicators, a subgroup of programming methods (linear, nonlinear and dynamic) is considered in detail. The features of use and application are shown when making managerial decisions of a subgroup of programming methods.

Выполнен обзор и сравнительный анализ понятийно-терминологического аппарата и руководящих документов в области управления ИТ-проектами. Рассмотрены особенности применения основных положений теории контрактов и теории стейкхолдеров в практике гибкого управления ИТ-проектами. Предложен подход к гибридизации методов мягких вычислений при создании интеллектуальной системы управления ИТ-проектами. Обоснованы перспективы применения аппарата нечетко-интервальных вычислений и алгоритмов искусственных нейронных сетей для анализа ожиданий заинтересованных сторон, формирования цифрового профиля ИТ-проекта и поддержки принятия управленческих решений в условиях экономической неопределенности и информационной асимметрии. Определены области эффективного применения предложенной гибридной интеллектуальной системы для устранения проблемных ситуаций при управлении ИТ-проектами. A review and comparative analysis of the conceptual and terminological apparatus and guidance documents in the field of IT project management was carried out. The features of applying the main provisions of the theory of contracts and the theory of stakeholders in the practice of agile IT project management are considered. An approach to the hybridization of soft computing methods is proposed when creating an intelligent IT project management system. The prospects for the use of fuzzy-interval computing apparatus and artificial neural network algorithms for analyzing the expectations of stakeholders, forming a digital profile of an IT project and supporting management decision making in the face of economic uncertainty and information asymmetry are substantiated. Areas of effective application of the proposed hybrid intelligent system to eliminate problem situations in the management of IT projects are identified.

Introduction. Management of any systems as a complex social and economic process is carried out within certain structural formations of objects of management, which form their management structure. Modern trends in management processes cause changes in organizational structures of management, causing their evolution and adaptation to the requirements of the time. The study of these processes and the classification of types of organizational structures of management is a necessary condition for the formation of a sample of business entities that will have a common structure that will be reflected in the processes, management methods and the end result. That is why the determination of the evolutionary change of OSM, their classification and structuring is an important prerequisite for optimizing organizational management structures. Methods. During the research the comparative analysis of organizational structures of management, classification signs on which their structuring is carried out was carried out; F. Lalu's theory, which is based on self-organization, integrity, and the evolutionary goal, is the basis for expanding the OSM typology. Results. This study analysed the evolution of organizational management structures: identified the stages and correlated the types of OSM with a certain time interval and proposed to distinguish not only traditional and modern OSM, but also future OSU, which are based on the theory of F. Lalu. The classification of OSV is summarized on the basis of: stationary staff, the degree of adaptability and the option of a group approach to solving problem situations, the nature of the relationships between elements of the structure, which are important in terms of adaptive personnel management. Discussion. Further research involves the analysis of organizational management structures in enterprises in the field of construction in order to form a process of adaptive personnel management.  ABSTRACTThis study focuses on the analysis of management theories of the 19th and early 20th centuries that are commonly referred to as classical organization theories. These ideas are contrasted with the human relations school of thought that achieved great popularity in the 1930s and 1940s. The study asserts that there are valuable lessons that modern public bureaucracies and other public institutions can draw from these early theoretical frameworks. Public organizations molded on the classical organizational management theoretical perspectives have proven remarkably stable in different circumstances around the world. However, they are now increasingly expected to adapt to new and unforeseen circumstances by integrating the foundations inherited from the past and the lessons learnt over the past three decades. Such an approach will enable public institutions to adapt to rapid changing circumstances and in the process be well equipped to meet the demands of their citizens at the levels of theory and practice. Key words: classical organization theory, human relations perspectives, rationality, rule of law, public administration.

The information activity is becoming necessary for a society, one of the most important and influential factors of stability of any state in the modern conditions. The presence of analytical information in information activities makes them a reliable basis for management decision making. The content of the concept of “analytical information” is clarified in the proposed research. The specifics of analytical documents functioning in the field of public administration are characterized. The determining principle for preparing such analytical documents is the need to provide compressed information for its use without additional reference to the processed source materials. The ways to improve the functioning of analytical information in the department of information activity and public communications of the regional administration are suggested.

This research aimed, through a bibliometric analysis, to generate a Bibliographic Portfolio of articles submitted for aligning organizational matters and taking public administration. National and international literature was used in order to contribute and facilitate the investigation of future research on the related theme. For the analysis, the Proknow-C methodology was used, with a publication time limit of 20 years, from 1999 to 2019, using Scopus, Web of Science and Spell as databases. A research resulted in the construction of a portfolio containing 4 research articles that shown alignment with the topic. Two articles aimed to build models to optimize management decision making in the complex environment of applicable technologies and resources, while the other articles analyze the decision making process, one article related to structured ethical decision and the other to public participation in decision making in four different countries. The content of the Bibliographic Portfolio allows a direction for future research, allowing the development of theoretical bases on the articles that stood out in the research.

The features and areas of application of methods of game theory as a group of methods of the class of strategic decisionmaking based on the optimization of performance indicators are considered. The article defines the components and classification of information. It has been researched that strategic information needs depend on the strategic goals of the enterprise. It is revealed that strategic information is characterized by a number of differences due to the nature of the management decision making process. The tasks of organizing the information and analytical support for the formation of the enterprise development strategy, as well as the components and sources of the information and analytical support for strategic management at domestic enterprises, which are necessary for making management decisions, are determined.
