The current problems arising in the implementation of the educational process in institutions of secondary vocational education are considered: self-determination of applicants, their interest in obtaining a specific specialty; the qualifications of the teaching staff, their professionalism and dedication; material and technical equipment of classrooms, laboratories and workshops. These indicators are reflected in the quality of the provision of educational services, the qualifications of graduates, the rating of the educational institution.The purpose of the study, based on many years of pedagogical experience of working with students and in the teaching and methodological department of secondary vocational education, is to draw attention to the accumulated issues in the secondary vocational education system, which are largely due not only to financial difficulties, but also from inconsistency of actions within the teaching staff.Analyzing the downward trend in the quality of education, possible ways of changing the situation that require a professional approach have been identified.Effective functioning of the psychological and pedagogical service of educational institutions; motivation of applicants to obtain a specialty; competent work of curators with students' parents; mentoring activities of experienced teachers with young teachers; attentive attitude to the organization of the lesson — as the main activity of the teacher; correct analysis of regulatory documents; competent development of educational documentation; modern equipment of classrooms, laboratories, workshops — this is only a partial solution to many problems.The results of the research can be useful for teaching staff of secondary vocational schools when organizing a system for training qualified workers and mid-level specialists.

One of the most important problems of modern education is the use of information and communication technologies in educational activities and the educational process for all types and at all levels of education. Special requirements are currently imposed on the electronic information and educational environment of an educational institution. The Krasnoyarsk Institute of Railway Transport has created an electronic educational resource for secondary vocational education programs, operating on the basis of LMS Moodle. This electronic educational resource is based on general didactic principles: scientific nature, accessibility, visibility, systematicity and consistency of training, strength of knowledge assimilation, intellectual potential. It was accepted that each electronic course within the resource should have the following qualities: a developed hypertext structure in the conceptual part, as well as in a logical structure of presentation, a user-friendly navigation system, the ability to use multimedia technologies, accessibility, links to literary sources, electronic libraries and sources of information on the Internet, effective feedback.The organizational measures for building the structure of an electronic educational resource and the stages of its implementation in the educational process for secondary vocational education programs are considered: sequential training of the teaching staff in the development of courses in the Moodle system, the development and adoption of the structure of an electronic educational resource, the development of requirements for electronic courses placed in the resource.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

The article is devoted to the actual problem of formation of information -pedagogical competence for teachers of secondary vocational education (SVO). The educational organization is assessed as a basis for advanced training in the field of new information technologies. The author of the article offers a program of additional professional education (advanced training) for implementation in an educational institution, focusing on the conditions for its implementation. On the example of the introduction of the proposed model in the work of the SVO institution, conclusions are drawn about the feasibility and effectiveness of using the additional education program to increase the level of information-pedagogical competence for college and technical teachers.

Statement of the problem. The purpose of professional education is to provide managers with professional qualities which form the competence of an individual. In this context, much attention is paid to the formation of reflexive skills of future managers that contribute to understanding, awareness, analysis, and evaluation of large amount of information. The lack of universal understanding in Pedagogy of the features of the process of forming reflexive skills among future managers proves the relevance of this study. The purpose of the article is to identify the features of the process of formation of reflexive skills among future managers in the system of secondary vocational education and to analyze the results of experimental work on the implementation of the developed organizational and pedagogical conditions in the educational process. Review of the scientific literature on the problem. The analysis and synthesis of professional and educational standards, normative legal documents of secondary vocational education is carried out. The analysis of scientific works of philosophers who have studied human reflection and thinking is carried out. The works on psychology devoted to the problem of understanding the essence of the process of reflection and the formation of reflexive competence of the individual’s personality in modern society are considered. In the field of pedagogical science and practice, the analysis of scientific works devoted to the competence approach and the study of the essence of the process of forming reflexive skills is carried out. The elements of the methodology of pedagogy and the theory of pedagogical research are systematized, in particular, the concept of humanization of the educational process, the methodology of personality-oriented learning, the competence approach, the theory of reflexive activity, on the basis of which systematization of an educational process is carried out within the framework of modern tendencies and trends. Methodology (materials and methods). Based on the research of scientific works of Russian and foreign authors devoted to the development of pedagogical theory and practice in the field of vocational education and arrangement of an educational process in vocational education institutions. The analysis and synthesis of practical methods and techniques that contribute to systematization of the process of formation of reflexive skills among future managers in the Secondary Professional Education (SPE) system is carried out. The analysis of scientific literature, a survey among teachers and heads of institutions in the SPE system, allowed us to identify and justify the features of the formation of reflexive skills among future managers in the SPE system and to develop organizational conditions for the process of developing these skills. The article shows the content, features, and results of the implementation of these conditions. Research results. The article deals with current methods and techniques that provide effective professional training of management students in the system of secondary vocational education, who are able to detect and formulate professional tasks and find ways to solve them. On the basis of the philosophical understanding of reflection, the content of reflexive skills aimed at discovering meanings in their own activities and in the “teacher – student” interaction is determined. The conditions for the formation of reflexive skills in the pedagogical process are revealed: creation and implementation of the typology of reflexive tasks; creation of a dialogic context in educational activities based on construction of the process of solving educational tasks; ensuring personal acceptance of the subject of a reflexive task; filling an educational process with a reflexive component; creation and implementation of the mechanism for development of reflexive skills among future managers in the SPE system. The results of the formation of reflexive skills in the system of secondary vocational education are presented. Conclusion. As a result of the conducted research, the organizational and pedagogical conditions for the formation of reflexive skills among future managers in the SPE system were developed providing a qualitative increase in the level of formation of reflexive skills among students. Consequently, the reconstruction of the educational process in the SPE system, based on the implementation of the presented organizational and pedagogical conditions, significantly optimizes the process of forming the reflexive skills among future managers.

The article highlights the results of the research on information and communication technologies potential possibilities for preschool education quality improvement. During conceptual-diagnostical, organization-preparational, formational and test-generalizing stages of pedagogical experiment in educational establishments there were created necessary material-technical conditions for effective use of ICT in different spheres of preschool education. The research of pedagogical software required for qualified preschool education and other digital educational resources was carried out. It was provided teachers training to use ICT in organization of preschool education and in personal professional development, as well as created methodological support for the implementation of ICT in sphere of preschool education. It has been proved that the quality of preschool education characterizes both the educational process and its results, reflects the level of achieving the aim and tasks of education, upbringing and development of preschool age children and also the level of fulfillment of teachers’, children’s and their parents’ expectations from the use of ICT in the educational process at preschool educational establishments. This article ascertains a significant potential of ICT in the development of preschool teachers IC-competency, organization of education, upbringing and development of children of the upper preschool age, testifies to the importance of cooperation with parents of preschoolers. It presents the experience of using ICT as a didactic tool, which contributed to a more effective realization of the tasks of the main lines of education, which are defined as a basic component of preschool education: “Child’s personality”, “Child in the society”, “Child in the environment”, “Child in the world of culture”, “Child’s game”, “Child in sensory-cognitive space” and “Child’s speech”. The article reveals the significant potential of the use of information and communication technologies for raising the parental awareness about the quality of educational services in the preschool educational institution, as well as for establishing a partnership between the teaching staff and the parent community on all issues of preschool education.

The article analyses the production and technological readiness of bachelors of vocational education in food technology, reveals the essence and outlines the main characteristics of the criteria, indicators and levels of production and technological readiness of bachelors of food technology. The purpose of the article is to substantiate the criteria, indicators and characteristics of the levels for diagnosing the initial level of production and technological readiness and further research and experimental work. The content of education embodies the desired result, a list of requirements for a graduate of an educational institution and provides for the receipt of educational information that, in aggregate, provides the potential for assimilating the knowledge system, mastering the system of skills and abilities, and forming worldview, civic and professionally significant personal qualities. Deep socio-economic, industrial and technological transformations taking place in Ukraine require new approaches to the system of training specialists in various industries and the search for new effective forms of organizing the educational process. To analyze the state of production and technological training of bachelors in the field of food technologies in pedagogical institutions of higher education, the general theoretical provisions of vocational education are considered, which form the basis for the selection of the content and organization of production and technological training. Achieving the goal involved the use of the following methods: analysis, comparison, systematization and generalization of normative documents, philosophical, psychological, pedagogical and methodological sources on the research topic, analysis of the structure of students in specialty 015.21 Vocational education (Food Technology) criteria, indicators and levels of production and technological readiness of bachelors of professional education in food technology. The use of a set of methods allowed to characterize the production and technological readiness of bachelors of food technology by the formation of indicators of relevant criteria (motivational-value, cognitive, activity, reflexive) at the following levels: high, medium, low. Substantiated criteria, indicators and characterized levels were used for research and experimental work, in particular, diagnosing the initial level of production and technological readiness.

For the first time, the activity of the weaving vocational school in the village Digtyari (modern Chernihiv region) is analyzed. It was the leading educational institution of the middle level of vocational education of the Ukrainian SSR in the second half of the 1920s, in which the creators of traditional textiles studied. The students learned the skills of making carpets, embroidered shirts, and kerchiefs. On the basis of archival sources, the histories, educational process, composition of the teaching and student groups of the school during 1926-1929 are covered. Established in the fall of 1926, the institution was to train qualified master practitioners for the factory and handicraft arts industry, who had formed an artistic taste. The teaching staff initially consisted of local general education teachers and visiting instructors and teachers of special subjects (O. Reisfeld and M. Dyachenko). The institution was headed by uneducated communists Yu. Kozelev and S. Lutayenko. The students of the first set were mostly non-locals, orphans. But the second set already consisted mostly of children of local peasants and artisans. The school had a significant material base, which remained from the textile educational institutions that operated in Digtyary during the first quarter of the twentieth century. The main rooms were located on the right-wing of the main building of the palace complex of the Galagan estate. As a result of the study of the materials of the minutes of the meetings of the school council, the conflict situations that constantly arose between the managers and their supporters and visiting specialists and led to the departure of the latter from Digtyary were analyzed. The initial stage of the existence of the Digtyari weaving professional school, problems in relations between staff, and the originality of the contingent of the first set of students influenced the quality of their training. As it is clear from the available sources, during the first and the beginning of the second school year students worked both theoretically and practically, but due to lack of raw materials they could not produce a significant amount of full-fledged products. The school’s workshop worked on “factory” and, in part, “peasant” raw materials. At the end of the second year of study, students were already making work suitable for sale. The school operated in two directions. The visiting instructor, an experienced artist M. Dyachenko brought a new vision of teaching graphic literacy into the educational process. Weaving and embroidery instructors who either graduated from the textile schools previously existing in Digtyary (A. Reisfeld, V. Nikolskaya) or worked there for a long time (G. Tsybuleva) broadcast local traditions. During the years under study, about 100 students studying at the institution, and one graduation took place. Troubles in the personal relationship between teachers and school management and insufficient funding have affected the quality of education. But even in such conditions, students not only mastered special and general education subjects but also participated in exhibitions, made marketable products, engaged in research work. Curricula developed by M. Dyachenko and O. Reisfeld became a model for other craft educational institutions. And the textbook was written by O. The article discusses the possibilities of the formation of system design and organization of educational activities in educational institutions of the system of secondary vocational education. The substantiation of a systematic approach to the design activity of a pedagogical worker is proposed, a procedural scheme for the system design of the educational process in the context of modern changes in production requirements is proposed. The conducted studies allow us to conclude that it is necessary to divide the design process into three stages, which differ in priority determining goals. The structure of the system design of educational and methodological activities in the system of secondary vocational education is given. The purpose of the article is to identification and formation of the theory of system design, which is the need for the formation of teachers’ understanding of the essence of system design educational and methodological activities, its features, development prospects in the context of the renewing system of secondary vocational education. Methodology. The research is carried out on the basis of practical methodology, focuses on solving practical problems and purposefully solving the issues of organizing educational activities in professional educational institutions of the region. The article discusses the issue of the formation of the theory of system design and the organization of educational and methodological activities, in the conditions of timely, advanced updating and changes in curricula, which guarantee the training of a specialist with the necessary set of competencies. Results The results are in the significance of theoretical research: identifying the links between the educational activities of students with the stages of educational and methodological activities of pedagogical workers; the introduction of an educationally developed system of principles for system design of educational and methodological activities; formation of the system design structure; determining the level of readiness of open source software for the implementation of system design of educational and methodological activities to achieve goals to improve the quality of education. The drawbacks of the existing theory and practice of systemic pedagogical design are revealed in relation to the developed theory of systemic design of educational and methodological activities in the system of secondary vocational education, the elimination of which will ensure an increase in the effectiveness of the educational process. In conclusion, the demand for system design is noted as a necessary element of the activity of a pedagogical worker, who, within the framework of this project, should act as a creator of everything necessary to ensure the educational process aimed at achieving a predictable and predictable result. The work is an analysis of the potential for improving the quality of training students of secondary vocational education, as a priority task of modern society.

The importance and role of the non-profit organization "Association of colleges and technical schools of transport", which has become a collegial body representing and defending the interests of a single educational community of railway colleges and technical schools working in the interests of the country's strategic industry, are considered. Today, the Association of colleges and technical schools of transport unites more than 50 educational organizations in the system of transport secondary vocational education. The main mission of the Association of colleges and technical schools of transport has been determined — coordination and organization of the activities of educational organizations, meeting the growing requirements of the industry for the quality of training qualified specialists of secondary vocational education, promoting the interests of transport education, including in matters of legal regulation of the implementation of tasks in the field of training specialists middle management. The factors providing the relevance and viability of the system of secondary vocational education of transport education are given. The prospects of the system of sectoral secondary vocational education are noted: the ability to quickly and disciplined rebuild, to effectively respond to the challenges of the time; the cohesion of the secondary vocational education system, manifested in the work of the Association of colleges and technical schools of transport — the coordinator and leading center of railway colleges and technical schools. A separate direction in the work of industry education is shown — participation in the WorldSkills movement in the context of the associated partnership of universities with the “Agency for the Development of Professional Communities and Workers Young Professionals (WorldSkills Russia)”. The growing role of industry education in the WorldSkills Russia movement, which today is becoming a locomotive for professional education, is indicated.

Among the key goals of the National Project "Healthcare" is provision of State (municipal) medical organizations with qualified medical personnel. Achievement of this goal largely depends on the quality of medical personnel training. At the same time, noticeable changes have been taking place in the medical education system in recent years: they concern regulatory and legal framework of medical and educational activities, technical equipment and conditions of economic activity of universities, etc. The changing socio-economic context has an impact on both university applicants, their motivation, and those who train future doctors. The article presents an analysis of the results of the study "Development of the human resources potential of the Moscow healthcare" carried out in 2019 under the auspices of the Moscow Healthcare Department, which addressed both the quantitative aspects of the staffing of medical organizations subordinated to the city, and the quality of medical personnel issues concerning professional training. Information on the quality of graduates from medical universities and the factors determining it was obtained through a series of in-depth structured interviews with experts, who were representatives of the capital's medical universities and chief doctors of medical institutions. In the course of the survey, experts expressed their opinion about all factors affecting the quality of medical education: the level of training and motivation of applicants; characteristics of the teaching staff; organization of the educational process, etc. Analysis of the expert opinions testifies to ambiguity of the situation in medical education. The positive aspects include the growing interest in obtaining the profession of a doctor and the demand for knowledge, as well as some improvement in the remuneration of university workers, which has a positive effect on the filling of pedagogical vacancies and the social well-being of teachers. At the same time, practically in each of the components of the quality of medical specialists training — in methodological support, technical equipment, the possibility of obtaining practical skills by future doctors — there have been found problems that require solution.
