The article presents the results of the analysis of existing approaches to the regula-tion of microclimatic conditions in mines with a heating microclimate in accordance with the regulatory documents in the Russian Federation. The systems for the regulation of microcli-matic conditions in countries with the most developed mining industry are presented. The as-sessment of working conditions by the microclimate factor was carried out and further direc-tions of work to ensure safe working conditions in mines with a heating microclimate were proposed.

The subject. The article deals with topical issues of ensuring the realization of the employee's right to healthy and safe working conditions.The purpose of the study is to identify the main directions of improvement of the Labor Code of the Russian Federation in the field of labor protection.The methodology includes formal-legal method, the analysis of the components of the right to healthy and safe working conditions, as well as the right to information and related rights.The main results. The author formulates proposals for amending a number of articles of the Labor Code, including those containing the most important branch principles, as well as those on termination of the employment contract and ensuring the right of an employee to a workplace that meets the requirements of labor protection.Examples from judicial practice show a low level of legal awareness of Russian employers and their disdainful attitude to labor legislation. This is expressed not only in violation of labor protection rules, but also in the absence of proper registration of an employee, when a written labor contract is not concluded with him. Thus, the relationship between the norms of different labor law institutions is expressed, expressed in their protective potential. The existing approach to understanding labor protection in a broad sense to a certain extent may be in demand even now. For example, by improving the norms on the conclu-sion, modification and termination of an employment contract, it is possible to achieve in parallel a certain improvement in working conditions for workers. This is due to the fact that legal registration of employment in most cases is associated with a higher level of security, since an employee without clearance does not actually exist for the state control and supervisory bodies.Conclusions. Understanding of labor protection as all-round protection of labor capacity of the person, being so widespread in Soviet time, looks quite justified nowadays too. The Labor Code of the Russian Federation, as the central regulatory legal act, should be considered as an instrument not only of legal regulation, but also of a powerful ideological impact on domestic employers, and changes and additions to labor legislation concerning labor protection should be made according to above-mentioned conclusion.

The article considers the current problems of assessing the technic and organiza-tional level of worksites of mining enterprises, necessary for the organizer of mining produc-tion to create safe working conditions when conducting underground mining. It is proposed to carry out such assessment by means of multiscaling and verbal-point ranking of evaluation factors by several gradations according to a set of workplace safety criteria, as well as identified hazards and the degree of risk of their impact on the worker's body. The proposed methods of this new procedure required by the Labor Code of the Russian Federation and the main methods of matrix assessment of occupational risks are shown.

Special assessment of working conditions (SAWС) is a set of measures to identify harmful and (or) dangerous factors of the production environment and the labor process and assess the level of their impact on the employee. SAWС is regulated by the law of the Russian Federation and is mandatory for employers organizations. The current rules have been applied in practice relatively recently, since 2014. Despite a lot of comments on the legal aspects of SAWС, there is little research on the subjective perception of customers and performers of problems related to special assessment. The article presents some of the results of a survey of experts who conduct SAWС and representatives of customer organizations. The difficulties and reasons for dissatisfaction arising during the SAWС are identified, which relate to the choice of the contractor, the interest and involvement of customers, and compliance with procedures and deadlines by both parties. Based on the results of the survey and regulatory documents, step-by-step recommendations were developed and presented to help customer organizations. Recommendations contain a list of common errors that should be avoided. They will allow you to properly prepare and conduct all the stages of the SAWС, starting from the formation of the Commission to the application of the results.

The article presents the results of the analysis of health, working conditions and prevalence of adverse production factors, the structure of the detected occupational pathology in the working population of the Russian Federation. The article presents Statistical data on the dynamics of the share of workplaces of industrial enterprises that do not meet hygienic standards, occupational morbidity in 2015-2018 for the main groups of adverse factors of the production environment and the labor process. The indicators of occupational morbidity over the past 6 years in the context of the main types of economic activity, individual subjects of the Russian Federation, classes of working conditions, levels of specialized occupational health care. The role of the research Institute of occupational pathology and occupational pathology centers in solving organizational, methodological and practical tasks for the detection, treatment, rehabilitation and prevention of occupational diseases is shown. The basic directions of activity in the field of preservation and strengthening of health of workers, and also safety at a workplace are defined.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

Objective. To analyze legislation regulating medical care for children with rheumatic diseases in the Russian Federation. Materials and methods. We analyzed regulatory documents of the Ministry of Health of Russia, including the rules of medical care for children with rheumatic diseases, the resolution regulating the distribution of medicines at a discount or for free, and regional legal acts regulating routing of children with rheumatic diseases. Results. The legislation regulating medical care for children with rheumatic diseases is imperfect and needs to be updated. We identified shortcomings in the system regulating preferential provision of certain groups of patients with medicines. The results of our analysis can be used as a rationale for changes and amendments to existing regulatory legal acts and for the development of new regulatory documents. Conclusion. This analysis of legal documents allows us to suggest amendments to the existing legal framework in order to reduce tensions (including legal tensions) associated with distribution of preferential medicines, reconsider establishment of disability in patients with juvenile idiopathic arthritis, expand opportunities to prescribe biologicals for non-disabled patients with systemic scleroderma, juvenile dermatomyositis, and systemic vasculitis in regions. We justified detailed description of regional legal documents regulating distribution of preferential medicines among patients with rheumatic diseases. The features of the effect of wind on a prismatic-type building with different methods of determining the coefficient of wind pressure along the height are considered. The study was carried out on the basis of studying the main provisions of regulatory documents governing design and development activities in the Russian Federation, as well as current publications of domestic and foreign scientists, corresponding to research in this area. The research method is structural and analytical analysis using the correlation dependences of the factors under study. Analytical dependencies for determining the wind forces for various methods of assigning the wind load coefficient along the height of the building and their graphic interpretation are given. The work is based on the provisions of domestic building codes and relevant information contained in other domestic and foreign sources. For prismatic buildings with a height of up to 80 meters, there are areas where the forces from the main wind load significantly depend on the method of its determination. The conducted research indicates the ambiguity used in the practice of designing the parameters of the wind load, allowing the possibility of excess or underloading of structures or individual elements.


In the framework of this work, the main regulatory documents on this topic are analyzed. It is noted that the qualification requirements are not identical to the presence of a document confirming the right to drive a vehicle. Qualification requirements are the requirements for the knowledge, skills, and professional skills of the driver. A legal conflict was established for drivers who received a driver’s license earlier than 12/12/2014: the presence of a Russian national driver’s license of the corresponding category makes it possible to speak of non-compliance with professional requirements, and in turn, the lack of knowledge, skills and professional skills in working with various types of tachographs clearly indicates a mismatch with qualifications requirements. It is noted that to confirm the availability of skills, professional skills in working with various types of tachographs to persons who have received a driver’s license before 08/12/2014, only a document confirming training in the training program that meets the requirements of Order of the Ministry of Transport of the Russian Federation of January 17, 2012 No. 7 can be confirmed.
