The phenomenon of corruption has no doubt become monstrous and pervasive in the Nigerian state, such that it has threatened the very foundation for her rapid development in socio-economic and political trajectory. Given its innumerable manifestations, corruption has permeated all spheres of life and institutions of governance. More worrisome is the fact that successive governments continue to battle with this endemic scourge, all to no avail as it keeps increasing by leaps and bounds. This paper, therefore, argues that corruption is responsible for the state of underdevelopment in Nigeria and Africa by extension because there exists, a clear nexus between corruption and underdevelopment. The paper further imports the basic tenets of prebendalism as a theoretical construct to understanding corruption and the reasons why it is prevalent. Complementing this theoretical analysis is the utilization of the documentary and desktop analytical approach and/or information cum personal experiences in the articulation of the causes and effects of corruption on the society. The paper therefore concludes that though corruption is pervasive and global, it is antithetical to development in all facets. Hence, it requires a holistic and an unsentimental approach to conquer it, the paper recommends institutionalization of legal frameworks, stringent punishment like capital punishment as well as improvement in salary and wage structures of bureaucratic officials as probable and workable solutions to minimize corruption to its barest minimum. <p> </p><p><strong> Article visualizations:</strong></p><p><img src="/-counters-/edu_01/0770/a.php" alt="Hit counter" /></p>

This article considers the direct connection of the state of living of the population with the structures of the economy. In this regard, it is noted that the territorial aspects of the structure of the economy are also factors in shaping the structure of people 's needs, despite the fact that the latter are poorly structured. The study showed that the extent of structural changes in the economy, apart from the needs of the population, is affected by such critical proportions as the ratio of production to consumption, the savings fund to consumption fund, industry and agriculture, growth of production and transport development, growth of cash incomes of the population and their commodity coverage. In total production theoretical analysis has also shown that structural changes in the economy depend on the level of change in the share of each sector of the economy At the same time, changes also affect economic growth and human well-being in different ways.

The article emphasizes that modern governments, working in unique socio-economic, historical and cultural conditions, must take into account global trends, as well as the growth of citizens’ expectations associated with the rapid development of information technologies and other factors. In such circumstances, special attention is paid to the effectiveness of public administration. The article discusses some of the significant factors impacting the effectiveness of public administration, such as the professionalization of the state apparatus, the legibility of the institutional framework, the optimization of information flows and corporate culture. In accordance with this, on the basis of work experience in the public administration system and analysis of civil service reforms in the countries of the region, the main challenges and possible solutions are shown. In the professionalization of the state apparatus, the importance of the merit principles in the selection and promotion stages of personnel through the empowerment of human resource (HR) management services, the integrity of tools and approaches at all stages of selection process, and the responsibility of the selection board are noted. The author focuses on the need to ensure a balance of powers, responsibility and resources, delimitation of powers between political and administrative civil servants, optimization of information flows. Particular importance is paid to corporate culture, which is one of the main factors affecting the efficiency of the state apparatus. It is noted that central values of corporate culture and leadership in state bodies of the countries of our region, along with generally accepted in the modern leadership theory, should be respect for the dignity, work and time of employees.

This study aims the death penalty in Indonesia. We know where the death penalty is contrary or not in terms of the constitution and Islamic law, then we can conclude that if the legal implementation of the death penalty in Indonesia continue to be done or should be abolished. Based on research and the analysis conducted, conclude that Indonesia According to the Indonesian Constitution that the death penalty in Indonesia is constitutional. Constitutional Court Decision No. 2-3 / PUU-V / 2007 states that the imposition of the death penalty was constitutional. Any law governing capital punishment is not contrary to the Constitution of the State of Indonesia. However the legislation in Indonesia death penalty is still recognized in some legislation. There are three groups of rules, namely: Criminal Dead in the Criminal Code, Criminal die outside the Criminal Code, Criminal die in the Draft Bill. According to Islamic law that the death penalty could be applied to some criminal act or jinazah, either hudud qishahs, diyat or ta'zir among others to: Apostate, Rebel, Zina, Qadzaf (Allegations Zina), Steal (Corruption), Rob (Corruption), Murder.

This paper explores the issues of representativeness and participation in the collective processes involved in the elaboration of the geographical indications (GI) specifications and the governance of the GI initiatives. The objective is to understand the relationship among collective dynamics, representativeness of relevant stakeholders, and the legal frameworks for the protection of GIs. Using a qualitative methodology based on an analysis of six case studies in France and Vietnam, we show the role of the law in shaping the different ways of understanding and implementing the concept of representativeness in the French producer-led and the Vietnamese state-driven approaches to GI protection. In France, the GI specifications result from negotiations among all legitimate stakeholders, which may prove long, complex, and lead to standards that can continue to be challenged after the GI registration. We also argue that the rules for the representation of all GI users in the decision-making processes do not necessarily lead to fairness. In Vietnam, local stakeholders usually have a consultative role under the authority of the State, resulting in their little understanding and low use of the GI. Their empowerment is further hindered by the involvement of state authorities in the management of the producers’ associations. We conclude by discussing in-between solutions to promote the producers’ representation and participation.

<p>Food is the fundamental right of every human being. Communities or nations that are not satisfied with food sufficiency will have the potential to cause economic instability and even to bring down a government. Dependence on rice as a staple food can threaten economic and political stability when food is not adequately covered. One alternative that can be made to avoid the threat is to switch to other carbohydrates-based foods that grow in Indonesia, including sweet potato, cassava, arrowroot, and ganyong. However, those local food variety is still considered as second-class food, due to the persistence to rice-eating culture. Therefore, there is a necessity to create a local food campaign on internet media. The Internet is now growing into a medium capable to reach all kinds of people in a quick and precise manner. This descriptive study uses secondary data such as books and journals related to state defense and food security. The study finds that the use of internet as a medium for local food campaign to the community has not been implemented optimally, both by the government and non-government. In line with the rapid development of the internet and the importance of defending the country in all aspects, local food campaigns through internet media require the participation of all stakeholders.</p><p align="left"> </p><strong>Keywords</strong>: defending of the state, local food campaign, internet

Regulated market occupies a place of foremost importance in the contemporary agricultural marketing scenario of Tripura. It is very much helpful for economic growth of a state and as well as for a country. At present, there are 21 regulated markets in the state of Tripura. In this state, the first regulated market was establisl1ed in the year 1964 at Bishalgarh, west Tripura. Afterward, 3 markets were regulated in 1981 and 17 markets were regulated in 1986. Since 1986, no market of Tripura has been regulated. The Government of Tripura has taken several steps to streamline the regulated market system. But, the improper functioning of most of the regulated markets and other handicaps has not changed the conditions noticeably. Still a major part of rural markets are working outside the frame of regulated market. As a matter of fact, in Tripura the structure and system of marketing and consumer distribution is mostly dominated by private traders causing a hassle in the overall development of the regulated markets. To improve the prevailing conditions of these markets, at that instant, market regulation becomes further essential. The paper overviewed the regulated markets of Tripura focusing on its present status, market practices, problems and performances. In this regard, the study basically has analyzed the physical and financial performance of regulated markets in Tripura. It provides few guidelines for the primary producers to get the best possible returns from the agricultural regulated markets. At last, some valuable suggestions have also been offered for rapid development of regulated markets in the state.

В статье проведен анализ цифрового обучения, его сущности, особенностей, преимуществ и потенциала в контексте образования, реализуемого в условиях цифровой экономики и информационного общества. Создание и развитие оптимальной системы сбора и обработки информации о качестве образования является на сегодняшний день одной из самых актуальных задач образовательной сферы. Обучение, построенное на основе применения средств цифровой педагогики, определяется как фактор модернизации образования и повышения качества образовательных услуг. Обращение к методам и формам цифровой педагогики, наряду с общепедагогическими подходами к обучению, позволяет оптимизировать учебно-воспитательный процесс и повысить качество предоставляемых образовательных услуг. The rapid development of the modern market of educational services necessitates a detailed study of trends and patterns of learning based on digital pedagogy. The system of creation and provision of educational services provides for the need to implement a systematic assessment of the quality of services provided by educational institutions. The relevance of this problem is justified by the fact that the quality of services determines the level of intellectual potential of the state, becomes one of the most important prerequisites for its economic and political stability, and guarantees competitiveness in the world market of educational services. The article analyzes digital learning, its essence, features, advantages and potential in the context of education implemented in the digital economy and information society. Creating and developing an optimal system for collecting and processing information about the state of the quality of education is one of the most urgent tasks of the educational sphere today. Training based on the use of digital pedagogy is justified as a factor in modernizing education and improving the quality of educational services. Using the methods and forms of digital pedagogy, along with general pedagogical approaches to learning, allows one to optimize the educational process and improve the quality of educational services provided.
