The article is devoted to the identification of modern factors influencing the development of the cluster of Arctic coastal regions and the development of proposals to reduce the risks of economic security, taking into account the specific features of the development of these territories. A lot of research works have been devoted to aspects of the economic security of the Arctic coastal regions, and there is also an interest on the part of the state to address issues of balanced development of the Arctic territories, which is expressed in a systematic approach implemented through a number of strategic documents, including the Economic Security Strategy of the Russian Federation for the period up to 2030. Despite this, the change in modern realities requires constant adjustments to existing documents and forecasts affecting the regional specifics of economic security and Arctic coastal regions, from the perspective of the influence of various factors, such as, for example, sanctions, the COVID-19 pandemic, instability of world commodity markets, the introduction of green technologies, changing priorities in the development of Arctic regions.

The article discusses some of the features of the analysis and assessment of the level of economic security of the Arctic coastal regions of the Russian Federation, taking into account the specifics and problems characteristic of these territories. The growing attention to the Arctic issues on the part of the state made it necessary to consider a number of issues related to assessing the level of economic security of the Arctic coastal regions of Russia in the face of constantly growing threats associated with the uncertainty of the consequences of the coronavirus pandemic and the sanctions imposed on the country. The analysis showed that a number of generally universal methods for assessing the level of economic security are currently being used, which do not allow taking into account specific regional features. In this paper, we consider certain assessment criteria that take into account the Arctic specifics of Russian coastal regions.

The article is devoted to the study of issues of ensuring the economic security of the Arctic regions of the Russian Federation. It is proved that the most important element of the system of ensuring the economic security of the state and regions is the financial component. At the same time, the financial security of the economy depends not only on the amount of available financial resources, but also on the intensity of financial flows. The concept of “regional finance system” has been clarified. It is concluded that in the current unfavorable macroeconomic conditions, the cost of making management decisions aimed at creating the necessary amount of financial resources sufficient to ensure the economic security of regions and the implementation of national projects is significantly increased. It is revealed that the main instrument of financial regulation of the development of the Arctic regions is the so-called system of inter-budget transfers. At the same time, the current legislation does not distinguish the regions of the Arctic zone of the Russian Federation into a separate category, all regions can apply for subsidies from the federal budget on an equal basis.

The paper examines the interests of Russia, the United States and China in the regions of the world and identifies the priorities of Russia's activities in Europe, Central Asia and the Caucasus, the Asia-Pacific region, the Arctic, Africa, the Middle East and Latin America, their comparative assessment with the interests of the United States and China. An approach to assessing the impact of possible consequences of the activities of the United States and China on the realization of Russia's interests is proposed. This makes it possible to identify the priorities of the policy of the Russian Federation in various regions of the world. The results of the analysis can be used to substantiate recommendations to the military-political leadership of our country. It is concluded that the discrepancy between the interests of the United States and China is important for the implementation of the current economic and military policy of the Russian Federation.

Using the main elements of the institutional analysis methodology, the author considers the impact of geopolitical factors on Russia's economic security. Based on historical and economic analysis, it is concluded that the decisions of the Crimean (Yalta) and Potsdam (1945) conferences that defined the contours of the multipolar model of the modern world should be followed. As a counteraction to the geopolitical challenges to the economic security of the Russian Federation in a multipolar world, it is proposed to consider the issues of spatial development as an institutional basis for the formation of a future model of global security.

The article discusses aspects that determine the economic interests of the Arctic countries and affect the provision of economic growth and economic security of the Russian Federation. The author examines the current trends of economic activity in the Arctic, analyzes state strategies and other documents that determine the policy of states in the Arctic region. The purpose of this work was to study international economic aspects affecting the economic security of the Arctic territories of the Russian Federation. To achieve this goal, the following tasks were formulated: to study the Arctic strategies of the Arctic states; to structure the most important economic aspects affecting the economic security of the Russian Federation; to determine the basis for the development of cooperation and interaction between the Arctic states. The article concludes that despite the emerging problems and distrust between the Arctic states, there is an interest in building relationships based on respect for mutual interests and equal dialogue.

The subject of this research is the rate of recorded crimes of terrorist and extremist nature in their dynamics for the period of implementation of the National Security Strategy of the Russian Federation until 2020. For the purpose of discovering the impact of criminalization and decriminalization processes upon the changes of this index, the author explores s the norms on responsibility for extremist and terrorist crimes, which also comprise the subject of this research. Attention is given to corrections in method of accounting of such crimes in the examined period, as well as their impact upon the changes of the index. In the course of study it was discovered that compared to 2009, the number of recorded crimes of extremist nature during the period of 2014-2018 increased by 2.5-3 times, but in 2019 this index has returned to the initial numbers, which is explained by partial decriminalization of acts stipulated by the Article 28 of the Criminal Code of the Russian Federation. The number of recorded crimes of terrorist nature by 2019 superseded the 2009 index by almost 3 times, caused by criminalization of various accompanying manifestations of terrorist activity. The growth in the indexes of both cases relates to expansion of the list of actions attributable to the aforementioned categories of crimes in formation of statics. In the end, implementation of the Strategy cannot be assessed negatively due to growth in crime rate, since it is caused by the socially justified amendments to the Criminal Code of the Russian Federation and changes in statistical calculation.

The article is devoted to the study of the influence of the development of innovations on the economic security of the regions. Based on the assumption that innovative development plays a key role in the process of ensuring the economic security of the region, the authors proposed a system of indicators for assessing the innovative component of the economic security of the region, including the indicators of economic security reflected in the Decree «On the Strategy of Economic Security of the Russian Federation for the Period up to 2030». The impact of innovations is realized through the achievement of the goals of ensuring the country's security, among which is the dynamic and progressive development of the economy. The authors proposed a methodology for assessing the innovative component of economic security based on the scoring method, developed an assessment scale for interpreting the results of calculations, assessed the innovative security of regional economic systems of the Federal Districts of Russia for the period 2015–2019. As a result of the analysis, factors were identified that hinder innovative development and negatively affect the provision of economic security at the regional level: underdevelopment, low efficiency of the innovation infrastructure, reduction of internal costs for research and development, a decrease in the number of developed advanced production technologies, and others. It has been established that the economic security of a region depends on its ability to perceive innovations, while institutional factors have a significant impact on the pace of development. The work has improved the methodological tools for diagnosing the innovative security of the regions of the Russian Federation by optimizing the system of criteria for its assessment. The results of the empirical studies carried out confirmed the possibility of practical use of the developed methodology for diagnosing the innovative security of the regions of the Russian Federation and identifying priority areas for its improvement.
