This paper offers direction and guidance to help departments develop fair and equitable search, evaluation, and retention strategies for their faculty. Included is how to attract a diverse candidate pool and successfully recruit diverse candidates. In addition, the paper provides guidelines about evaluating faculty members, emphasizing the need for formative evaluation that offers faculty ample opportunities, resources, and support systems for improving their performance before any summative evaluations administered by a department or college. Finally, the paper presents retention stratagems as guidelines to help departments support and retain their high-quality faculty members. Achieving the goals of recruitment, retention, and advancement requires the involvement and leadership of university officers, school deans, department chairs/heads, and faculty.


In the fast pacing technological era, the key to a successful software industry is quick delivery of high quality software to the clients. This high quality is achieved by performing software testing on the product. The high quality product ensures stakeholder’s satisfaction which in turn spreads good word about the software industry making it a success. In this paper, we will focus on the problems faced during regression testing and how the same can be handled. Regression testing is a critical activity done during the software maintenance phase of the software development cycle. However, it has countless underlying issues like effective test case generation and prioritization, etc which need to be dealt with. These issues demand effort, time and cost of the testing. Different techniques and methodologies have been proposed for taking care of these issues. Use of Ant Colony Optimization (ACO) for test suite minimization has been an area of interest for many researchers. This paper presents an implementation of ACO for test suite minimization, showcasing how arbitrary nature of ACO helps choose an optimal solution to the problem.

The article provides a comparative legal analysis of the administrative proceedings in Russia and foreign countries: France, Germany, Great Britain, USA, Italy, Spain, Switzerland. The relevance of the topic of the article is due to the need to identify the existing shortcomings of administrative court proceedings in Russia and possible ways to eliminate them, as well as the ongoing reforms of administrative court proceedings in the country. The advantages and disadvantages of the administrative proceedings of these countries and Russia are indicated, changes in the system of bodies carrying out administrative proceedings are proposed. The result of the study is the formulation of conclusions on improving administrative legislation using the experience of foreign countries, as well as on the need to create specialized courts in Russia, which will contribute to a narrower qualification of judges, high-quality dispute resolution, as reduce the burden on courts of general jurisdiction

With the unique dataset from the State Intellectual Property Office (SIPO) of the People’s Republic of China, this study aims to provide a patent citation-based analysis of technological innovation in China. This study provides an overall description of Chinese invention patent citations, including citations added by both inventors and examiners. Specifically, our work analyses the inventor citations and examiner citations of both international- and domestic-granted patents in SIPO from four different aspects: citations per patent, foreign citation dependence, highly cited patents and current impact index. Our research results indicate the following: (a) the quantity of citations per patent added by foreign applicants was much larger than that of the Chinese applicants in SIPO, and both decreased year after year. (b) Chinese applicants cited many technological references from seven major foreign countries and drew greatly from external technology and science, but Chinese applicants tended to refer more to domestic technology. (c) The overall impact of Chinese patents became stronger, but invention patents in some developed regions had only relatively weak technological impact. (d) The number of high-quality invention patents surged in every province, but high-quality patents remain mainly distributed in four developed areas. Finally, we propose several suggestions from a policy perspective.

Formal methods (FM) are mathematics-based software development methods aimed at producing ``code for a nuclear power reactor''. That is, due application of FM can produce bug-free, zero-defect, correct-by-construction, guaranteed, certified software. However, the software industry seldom use FM. One of the main reasons for such a situation is that there exists the perception (which might well be a fact) that FM increase software costs. On the other hand, FM can be partially applied thus producing high-quality software, although not necessarily bug-free. In this paper we outline some FM related techniques whose application the cryptocurrency community should take into consideration because they could bridge the gap between ``loose web code'' and ``code for a nuclear power reactor''. We include relevant case studies in the area of cryptocurrency.

The authors investigate the economic and institutional foundations of the functioning of state corporations. The study revealed the problem of diffusion of innovations from the military sectors to the civilian sectors, which significantly reduces the competitiveness of the latter. The experience of foreign countries, especially the United States, shows that dual technologies, the diffusion of innovations from the military sector into the civilian sector, can give an impetus to the development of civilian industries with obtaining high-quality, unique, competitive products on the world market. It is important to note that state corporations have the potential for the development of dual technologies, but the problem of coordinating the activities of controlled enterprises significantly reduces the possibilities for diversifying production.


The IT sector in India is at times having a lot of trouble in providing technical services to the organizations spread across the country. The task is more challenging due to the scarcity of competent engineers in comparison to the number of organizations. A lot of the professionals prefer to serve overseas instead of serving in India. There are a lot of factors that affect the employee retention in the IT sector. The objective of this paper is to study the factors such as Promotion, compensation, conditions of works of the employees, and the type of work that has an effect on the job satisfaction of the employees and that are the causes of reduced employee retention in the IT companies in India. The sample size consists of 200 IT professionals working in different IT companies in Delhi NCR. Out of total 240 Questionnaires distributed to the employees 200 questionnaires were received and were further they have been used for the purpose analysis. For doing the data analysis/results the SPSS 20.0 and SPSS AMOS 23 has been used.

In Lithuania dolomite is the third most excavated by the amount mineral resource, which is mostly used in subbase layer and hot asphalt mixtures for asphalt binder and base courses. Although, for asphalt wearing layer are often used granite aggregates, but this magmatic rock is imported from foreign countries. In one of the quarries of JSC “Dolomitas” higher quality dolomite is produced, which has similar mechanical properties to granite. To determine changes in mechanical properties of the different type of aggregates while using in the road, high-quality dolomite and two types of granite were chosen for laboratory testing. In this study, for evaluation of physical and mechanical properties of aggregates by laboratory tests for determining resistance to freezing-thawing, resistance to fragmentation, and polished stone value were carried out. Also, according to the results of laboratory testing, high-quality dolomite aggregate showed equal performance comparing to granite aggregates.

The automobile industry is the single largest industry in Germany. Demand for German car brands in foreign countries, including China, is strong as German car manufacturers enjoy reputation of high quality products. In recent years, several factors showed an effect on Germany's external trade development through a shift in the automobile sector. Globalization had an effect on external trade as developing countries try to push many exporting countries, including Germany, to manufacture locally. This is an ongoing trend that is supported by lower labor costs in developing countries. Boosting other sectors is one strategy to be less dependent on these developments and the focus on electric vehicles could ensure further exports. Economic growth in foreign countries remains one of the big opportunities for Germany's external trade development. However, it is important to take potential challenges and barriers into consideration, including environmentalism, strong competition, and new trends and business models that lead to less car ownership.
