This study gives an overview of geo-economic and socio-economic perspectives of Balochistan. The research methodology of descriptive analysis is used to highlight the objectives of this study on thematic analysis outcomes. The findings of the study show paradoxical themes that Balochistan is the largest and resourceful yet the least developed province of Pakistan. The major portion of population comprises of youth but not skilled enough to find decent works for livelihood earnings. Political awareness is present, but the government is made on the consent of governments formed at federal level. Economic snapshots reveal that resource-rich attributes of the province are associated with the lowest socio-economic indices across all districts of the province. The natural cum geo-economic importance and resources abundance have not contributed for socio-economic development of this backward province of Balochistan. Unemployment, low skills development, zero industrialization and socio-economic backwardness are main economic issues responsible for the lowest development of the province. The policy recommendations include the implementation of comprehensive development policies for natural resource development, human capital formation of its labor force, coastal area development, development of Gwadar sea-port, enhancing capacity building of the provincial government departments, rule of law, investment for socio-economic development and mainstreaming the local population in macro decision making for the development of the least developed province of Balochistan.

The article sheds light on various approaches that seek to determine how widespread poverty and life on a low income are in Ukraine nowadays. As a social phenomenon, poverty has traditionally been associated with destitution and living below the subsistence level set by the government. However, the author holds the view that life on a low income not only means living near or below the poverty line. There is another part of Ukraine’s population that should also be considered needy — those whose income is less than twice as the subsistence level, and most of them are also subject to socio-economic deprivation. Drawing upon the findings of a social survey conducted by the Institute of Sociology of the NAS of Ukraine in 2019, the paper analyses the standard of living among different income groups. Particular attention is given to consumption patterns and social well-being of respondents in the lower income brackets. From the data, it can be inferred that living conditions of many Ukrainians are inadequate to sustain and develop human potential; furthermore, the low-income households have literally to struggle every day to make ends meet. The author brings into focus the main macroeconomic factors contributing to this situation and its adverse effect on the nation’s social potential. Some of the most common social consequences of living on a low income have been identified, such as limited consumption, a person’s dissatisfaction with life and his/her position in society. The above-mentioned survey also provides the estimates of how much the current subsistence level (with regard to Ukraine) should be. Having been made by different socio-demographic and occupational groups of Ukraine’s population, these estimates are a useful source of information — given that subsistence level is considered the basic social standard. According to the survey, all these figures are at variance with the official subsistence level, which is noticeably lower, and this indicates that the current subsistence level needs an upward revision. Today, the overall socio-economic situation in Ukraine is unfavourable for neoliberal economic reforms initiated by the government. Since these policies are primarily designed to reduce the role of state in managing the economy and implementing social welfare programmes, following this path will inevitably result in the entrenchment of mass poverty and in a major loss of Ukraine’s human potential, as well as labour force. The author argues that tackling the country’s chronic low income problem is only possible if a new strategy for socio-economic development is adopted, where social welfare is prioritised.

The article analyzes demographic problems and closely related issues of personnel shortage, which are critically important for the accelerated socio-economic development of the Far East and Transbaikal region in particular. Today, as in the past decades, there is no clear understanding of the solution of these issues in the country, moreover, there is no reliable assessment base that allows to understand the depth of the problems, their localization at the regional and municipal levels and the factors involved in the development of effective management decisions at all levels of government. Therefore, in order to develop a state policy for accelerated socio-economic development of the regions of the Far East, it is necessary to determine priorities that will be appropriately evaluated by the population through its natural movement and migration behaviour. After all, the stabilization of the population of the Far East, and its growth in the future (taking into account the tasks of the Decree of the President of the Russian Federation), is a task that should be solved primarily as a geopolitical one. Current mechanisms in the form of state programs: “Far Eastern hectare”, “Personnel support for the economy of the Far East”, “Development of the education system”, “Promotion of the Far East for work and life”, “Far Eastern mortgage” – do not work as effectively as intended. It is necessary to review the approaches to reformatting the region’s economy as a “new industrialization”, with the experience of the Stolypin reforms of the tsarist government and the Soviet era in the 70s of the twentieth century, but on other innovative principles. China demonstrates this quite well, including the Northern provinces. Their experience of reforms, for example in education, indicates a need to change the control system, expressed in the subordination of the majority of vocational schools at the provincial level, which enabled more productive to go to the formula “school- market and the government” and solve those huge human resource challenges faced by a growing economy

Kharkiv is a modern city in the transition to post-industrial development, with significant migratory attractiveness, high level of urbanization, binational and bilingual population, implementation of a number of socio-economic development projects. Today, the city is not only the localization of many opportunities for the development of society and man, but also an area of increased conflictogenity. The purpose of the study is to identify the main urban conflicts during the post-industrial transition, which arise as a reaction to urban transformations and the action of external national processes and the establishment of the main stakeholders of urban changes and conflicts. The study found that the manifestations and degree of conflictogenity in the city depends on its place in the global urban gradation, and therefore, Kharkiv has a high level of conflictogenity, which is confirmed by the frequency of urban conflicts. The study identified factors of high conflictogenity in Kharkiv, which are due to its historical, cultural and socio-economic development. The following conflicts arise in the city: migration, which are caused by pendulum migrations of the population from peripheral areas to the city, forced migrations from the temporarily occupied territories of Ukraine; ethno-national, due to the competition of the Ukrainian-Russian population, conflicts with national minorities living in the city; urban and property conflicts, which arise mainly between representatives of local authorities, stakeholders and the local population. Urban conflicts affect urban processes, change the urban landscape and reduce the city’s attractiveness. We emphasize the need for further comprehensive socio-geographical studies of urban processes in cities, in particular the emergence of conflicts, identifying factors of conflict, the impact of urban conflicts on the socio-geographical landscape and developing models to find effective solutions to conflicts in the city.

The article analyzes the features of socio-economic development of the province of Papua. The Western part of the island of New Guinea, now the province of Papua and West Papua, has been part of the Republic Indonesia since 1963. During this period, the territory previously populated predominantly by Papuan tribes, have been substantially Malayali, and currently, people from other parts of Indonesia, who is mainly Mongoloids, make up not less than a half of the local population. For more than five decades, the Central authorities of Indonesia have made some efforts for the economic development of Papua, as well as the introduction of the local population to more modern forms of economy.


Formulation of the problem. Kharkiv region has recently been increasingly positioned as a "smart region" and Kharkiv as a "smart city". Moreover, the emergence of "smart economy" and the availability of people with jobs is one of the strategic objectives for the city development by 2020. The formation of Kharkiv region as an "intelligent region" with "smart economy" implies, among other objectives, a comprehensive development of innovation and investment activities in the region, its transformation into a Ukraine's leading innovation and investment center. A mandatory condition of the region’s progressive socio-economic development is the economy of innovation type, which is impossible without investment. The purpose of the article is to analyze the innovation and investment potential of Kharkiv region as a factor of its smart transformation, to identify the features of its formation and use in the aspect of the formation of Kharkiv region as a "smart-region". Results. In this paper positioning of Kharkiv region and the city of Kharkiv as a smart region has been defined. The key goals and objectives of development towards a "smart economy", as well as basic factors of becoming "intelligent (smart) economy" are given. The authors analyze innovation and investment potential of Kharkiv region as a factor of its smart transformation; reveal the features of its formation and use in terms of Kharkiv region’s formation as a "smart-region". The place of Kharkiv region in the national dimension was determined according to individual indicators of innovation and investment activity and, in general, according to the innovation and investment potential with the help of the mathematical and statistical analysis. In particular, it is noted that Kharkiv region occupies the 2nd place in Ukraine in terms of the integral indicator of the formation and use of innovation and investment potential yielding only to Kyiv. According to the results of factor analysis, the factors of formation and use of innovation and investment potential of the Kharkiv region (socio-economic, resettlement, housing and trade and socio-demographic), their content (factor loadings) and intraregional peculiarities of influence (factor scales) were substantiated. Using a cluster analysis (Ward’s method, Euclidean distance), grouping of cities and districts of Kharkiv region was conducted based on the similarity of their innovation and investment activities (4 groups of cities and 5 groups of districts were identified). The results of cluster analysis made it possible to conclude that Kharkiv region is characterized by considerable territorial differentiation of the peculiarities of the formation and use of the innovation and investment potential of its administrative and territorial units, which is primarily due to the specifics of their socio-economic development. The undisputed leaders are the city of Kharkiv and Kharkivsky and Dergachivsky counties, which are characterized by the highest investment attractiveness and innovative activity, and in general, the largest innovation and investment po-tential. Thus, clustering allowed defining the features of innovation and investment potential in territorial distribution of the region, identifing problems and outline prospects for further use of the region’s available resources.
