The impact of organizational culture on administrative efficiency is a little-studied scientific problem in the field of public administration in Ukraine. Although public administration is being reformed in Ukraine, little attention is being paid to this problem. However, scholars pay attention to the culture of the organization as an economic phenomenon. Various aspects of organizational culture as a transcultural phenomenon are considered. The authors note that organizations in the economic sector quickly took an active position in the use of organizational culture. Organizational culture is studied as an important factor in forming and increasing the competitiveness of enterprises due to the possibility of influencing administrative efficiency. The public sector views administrative efficiency differently: as a social platform for employed citizens. As a result, numerous problems of low administrative efficiency of public sector organizations, unreasonable huge costs, and losses are a burden on the public budget. As a result, inefficient use of public finances delays the socio-economic development of society. This paper discusses the possible causes of this situation. First, cultural management practices in public sector organizations in such societies are deeply rooted in a traditional management culture that has a strong bureaucratic basis. Administrative efficiency is seen not as a result but as a process. Secondly, in the field of science of public administration and administration, the scientific and methodological support of the study of administrative efficiency is insufficiently developed. The authors argue that the study, conceptualization, and operationalization of the impact of organizational culture on administrative efficiency in the context of socio-economic development of a developing country or region is an important scientific problem in public administration (for example, Ukraine, Iraqi Kurdistan). Thus, this study is aimed at developing theoretical and methodological support for the study of assessing the direct and indirect effects of organizational culture on organizational activities and administrative efficiency in the public sector. The example of Ukraine and Iraqi Kurdistan are two different traditions of organizational culture with a common problem of low administrative efficiency. The authors propose research that covers the descriptive design of a methodology for studying the impact of organizational culture on administrative efficiency: first, the analysis of the concept of administrative efficiency, and secondly, the analysis of the concept of organizational culture in relation to administrative efficiency. Methodology: analysis and synthesis when considering strategies, programs, ratings of public sector organizations, in particular, ministries, departments, local governments, which allow analyzing the main directions of reform activities and scientific support of research on the impact of organizational culture on administrative efficiency; methods of systematization and comparison, which were used in determining the nature and features of the impact of organizational culture on administrative efficiency. It is emphasized that such research will provide a deeper understanding of organizational culture and its relationship to administrative efficiency in the public sector. This will have a positive impact on the development of strategies and policies for governance reform and socio-economic development in developing countries and regions.

Attention to the problems of socio-economic development of rural areas by the official authorities, economists and the scientific community was mainly theoretical, sometimes point-practical. At the same time, rural poverty and high unemployment, the deterioration of the demographic situation, the reduction of the network of social infrastructure institutions in rural areas, which in combination has a negative impact on the reproduction of labor resources, a decrease in production, a high level of migration, have always been the problems of rural development in the country. In general, the sustainable development of rural areas is characterized, on the one hand, by external, the most important natural resource constraints that form a long-term perspective, and on the other — determine the possibility of socio-economic development of rural communities, economic entities, diversification of the economy of the territory, the formation of new activities, environmental management. This is a very wide range of problems, which in Russia and in a number of countries around the world is currently being considered from different positions. The article deals with the problems of economic development of rural areas as the main factor of their sustainable development in the agricultural regions of Russia. The main resources of development of rural areas of the region are defined. The characteristic of clusters of agribusiness and tourism industry is given. It shows their points of growth, the channels of products realization of the cluster, the development of tourism and recreation.

Unemployment in indonesia must be resolved immediately because it greatly affects economic growth and development. The impact of unemployment spreads to all sectors of the economy. Unemployment is also an obstacle in the process of economic development. How could we not feel the impact now. The economi is in decline, poverty is everywhere which ultimately results in a lack of social welfare and hinders economic growth. Moreover, Indonesia is a country that isstill developing. Problems like this must be resolved immediately with various policies from the government. In addition, there must also be a willingness from the public to move forward to reduce unemployment in order to create social welfare and improved economic growth.

Aim: to analyze the basic documents that determine the strategic vision and implementation of the mission of the city of Ivano-Frankivsk, the volume of services provided, the impact of tourism on the economic development of the city through the number of subjects of tourism, tourists, the amount of payments to the city budget. Describe the main components that determine the current state of tourism development, in particular: hotel and restaurant facilities, staffing and information support. Methodology – the study of the impact of tourism on the socio-economic development of the city of Ivano-Frankivsk is based on a combination of methods of sectoral and territorial analysis. In particular, a systematic approach was used for the study using the methods of comparison, statistical, analytical, etc. This methodology involves analyzing the volume of tourist services provided, the purpose of arrival and the number of visitors based on statistics and reports from individual institutions and businesses. Results – the article analyzes the state of tourism enterprises, the situation on the market of services, indicators of tourist collection in the city budget, the number and geography of tours sold by tour operators and travel agents. Emphasis is placed on comparison of reports of establishments that took participants of mass events with city statistics, outlines the real situation regarding the number of participants in business tourism and sports tourism. The analysis of quantitative changes in indicators of hotel and restaurant establishments has been carried out and their dynamics has been presented in the context of the last two years. Attention is drawn to the information security of the tourist industry of the city. Scientific novelty – for the first time, the impact of tourism on the socio-economic development of the city of Ivano-Frankivsk through the lens of tourist meetings, the development of hotel and restaurant establishments has been analyzed on the basis of sectoral and territorial analysis. The results of the study may underlie the writing of coursework, diploma papers, preparation of lecture-practical material, monitoring of the domestic tourist market. Practical importance. Publication materials, conclusions can be used and used during the educational process, providing training for the national tourism industry, practical activity of tourist enterprises, for the promotion of the city of Ivano-Frankivsk in foreign and domestic tourist markets.

The article discusses the role of international trade in promoting economic growth and socio-economic development of the poorest countries. The analysis of foreign trade statistics shows that the modality of the relationship between trade and economic development has changed, depending on a large number of factors, including tariff and non-tariff such measures. In the first part of the article the author examines the theoretical concepts that describe the impact of international trade on the socio-economic development of the poorest countries. Having analyzed a wide range of literature, the author identifies two approaches to the understanding the issue, "old" one establishing a direct link between trade, economic growth and long-term development, and the "new" one problematizing this link. The second part of the paper examines the place of protective measures for trade in developing countries. It shows that the removal of the protective measures as a result of trade liberalization does not always go for the benefit of developing countries. The last part of the article evaluates the impact of protective measures on trade and economic development in the poorest countries on the basis of total trade restrictions index. The author comes to the conclusion that international trade and the strengthening of export potential should be a tool, but not the key objective of national economic policy of the poorest countries.

Artikel ini memberi fokus kepada penglibatan pertubuhan sukarela wanita dalam program pembangunan sosioekonomi wanita di Sabah dari tahun 1968 sehingga 1998. Pertubuhan sukarela wanita yang dimaksudkan ialah Perkumpulan Perempuan Sabah (PPS) dan Pertubuhan Wanita Sabah (PEWASA), iaitu dua buah pertubuhan sukarela wanita yang terkenal di Sabah dan keahliannya terbuka kepada kaum wanita pelbagai etnik serta agama. Selepas kemerdekaan Sabah pada 1963, negeri ini telah menyaksikan pelbagai program yang dirancang oleh pihak kerajaan dalam pembangunan sosioekonomi masyarakat termasuklah usaha membangunkan kaum wanitanya. Dalam tempoh 1968–1998, PPS dan PEWASA begitu giat melibatkan kaum wanita dalam program-program pembangunan sosioekonomi wanita. Penglibatan kedua-dua pertubuhan sukarela wanita ini dalam pembangunan sosioekonomi wanita di Sabah dapat dikesan menerusi kegiatan-kegiatan yang dianjurkan oleh pertubuhan-pertubuhan ini dari semasa ke semasa meliputi program-program pembangunan wanita dalam bidang ekonomi, pendidikan dan kesihatan. Maklumat tentang penglibatan PPS dan PEWASA dalam program-program pembangunan sosioekonomi wanita ini diperoleh daripada laporan-laporan kegiatan pertubuhan, fail-fail persendirian, laporan akhbar dan temu bual dengan pemimpin pertubuhan berkenaan. Hasil kajian mendapati bahawa kedua-dua pertubuhan ini menjadi salah satu saluran penting yang memudahkan agenda pembangunan sosioekonomi pihak kerajaan sampai kepada kumpulan sasaran iaitu kaum wanita Sabah. Menerusi kajian ini juga akan dapat mengetengahkan kepada umum tentang penglibatan pertubuhan sukarela wanita dalam program pembangunan sosioekonomi wanita di samping membantu pihak kerajaan dalam melaksanakan agenda pembangunan yang berterusan terhadap golongan wanita di Sabah. This article focuses on the involvement of voluntary women organisations in socio-economic development programmes for women in Sabah from 1963 to 1998. The organisations focused on this article are Perkumpulan Perempuan Sabah (PPS) and Pertubuhan Wanita Sabah (PEWASA), two well-known voluntary women organisations in Sabah with their membership open to women from various ethnicities and religious beliefs. After independence in 1963, Sabah witnessed numerous government programmes to develop the socio-economy of various communities in Sabah including efforts to develop the women community. From 1968 to 1998, PPS and PEWASA actively encouraged women to participate in socioeconomic development programmes targeted for them. The involvement of these two organisations in developing the socio-economy of women are reflected in their activities such as development programmes economy, education, and health. Data related to PPS and PEWASA’s involvement in these programmes were collected from reports on their activities, private files, newspaper reports, and interviews with their leaders or Executive Committee members. The findings reveal that these two organisations have become important channels which facilitate the development of the socioeconomy agenda planned and implemented by the government to reach the women community of Sabah. Through this study, the public is made aware of the involvement of voluntary women organisations in socio-economic development programmes for women and their support to the government in implementing a continuous agenda of developing the women community in Sabah. The menace of corruption in public sector governance has remained an intractable challenge in most African countries. Since the reintroduction of civilian democracy in 1999 in Nigeria, the state has strived to entrench openness and transparency, which are indispensable to the attainment of rapid socio-economic development. The government has pursued the policy of eliminating corruption in the public and private sectors through the enactment or review of statutes aimed at the prevention of financial crimes, especially money laundering. This article assesses the effectiveness of the statutory instruments in realising the desired objectives of curbing money laundering and institutionalising transparency in Nigeria.

This study explores the impact of land tenure systems on the socio-economic development of Kumbo Central Sub-Division. The incompatibility of the Statutory and Customary land tenure and land laws in Kumbo brings about conflict between the land laws and land users at large. Land tenure insecurity and lack of land certificates are the major reasons for the slow growth rate in the socio-economic development of Kumbo. This study seeks to assess the reasons for tenure insecurity and implications on the socio-economic development of Kumbo. Data necessary for the realization of this study were obtained through primary and secondary data collection techniques such as questionnaires, interviews, field observation, focus group discussions, snap shorts and the review of related documented materials. These techniques followed a stratified sampling on an age selective population that was liable to have access to land. The study revealed that land ownership and land use conflicts emanate from poor and incompatible land tenure systems in Kumbo. The study recommended that the problem of incompatibility between the two tenure systems can be resolved by harmonizing the two laws. Also, the Social Tenure Domain System was recommended to solve the problem of land tenure insecurity if well implemented by the Government of Cameroon. This model enhances land tenure security for all, especially the vulnerable groups. If all these recommendations are implemented effectively, socio-economic development in Kumbo will be greatly accelerated.

Urgency of the research. Tourist sector in Ukraine is developing in close relationship with the historical, cultural and natural resources within a particular area (region, city), which should be considered as a specific tourist product with unique properties, different competitive advantages necessary for optimum tourist attraction. Target setting. Ukraine generally and for individual areas (regions and cities) has great potential for development of tourism industry. Its effective operation requires state support and systematic market research. Actual scientific researches and issues analysis. Research trends of the tourism market and the impact of tourism on the socio-economic development of certain areas (regions and cities) were committed by A. Romanova, T. Sergeeva, S. Shkarlet. Uninvestigated parts of general matters defining. Сonsidering the complexity of the political and economic situation in Ukraine, the lack of regulation of tourism experience, changes in the environment there is the necessity of regular monitoring of the tourism industry. The research objective. The purpose of the article is to study the market of entry tourists in Chernihiv, to identify problems and prospects of tourism development that will increase the tourist attractiveness of the city. The statement of basic materials. Through market research entry of tourists of Chernihiv there were identified such problems of development as poor infrastructure; the substance of a clear concept of tourism; deficit financing; lack of coordination of actions between the government, businesses and the public. The development prospects for increasing the tourist attractiveness of Chernihiv on the basis of accounting weaknesses, leveling threats of tourism in the city, efficient use of available resources and potential are proposed. Conclusions. On the way to increase tourist attractiveness of Chernihiv an important thing is an accurate and correct prioritization of tourism development that is subject to systematic market research.

The purpose of this article is to determine the effect of institutional – systemic environment for the development of accommodation facilities and gastronomic establishments and catering points operating in the Lublin region. The research conducted in 11 districts on a sample of 317 operators in the spring of 2013 also enabled the identification of the needs of entrepreneurs in the field of desirable changes in institutional-systemic environment in the future. The greatest difficulty in running a gastronomic and accommodation business is the current policy of the government, which does not sufficiently take into account the interests of the tourism industry. The functioning tax system is perceived by respondents as an unfavorable one. The aid organizations supporting the development of tourism and entrepreneurship, and the availability of EU aid programs are the most conducive growth factors. Businessmen feel the urge to change the existing tax system and to improve the situation regarding the possibility and easiness of raising capital from external financing sources. Local governments while preparing future strategies of socio-economic development should take into priorities for the development of tourism and entrepreneurship.
