Topicality. The article covers the issues of implementation of marketing tools for the development of the ecological direction of rural tourism. Tourism development can become a "catalyst" for economic growth in rural areas: tourism activity is attractive to small start-up investments, because for peasants who have very limited funds, this is a practically crucial moment; tourism is a profitable branch of economy with a high level of profitability, with a minimum payback period, which is very important for the quick income generation. Aim and tasks. The only way to solve systemic problems in the field of tourism is a strategically oriented state policy, the main task of which is to define tourism as one of the main priorities of the state, the introduction of economic and legal mechanisms for the successful conduct of tourism business, investment mechanisms for the development of tourism infrastructure, information and marketing activities with formation of tourist image of Ukraine. Research results. Results For the successful development of rural tourism and tourism in general in Ukraine, it is necessary to ensure the integrated development of territories, in particular the creation of favorable conditions for attracting investment in the development of tourism infrastructure by: monitoring investment proposals for the development of tourism infrastructure in the regions; preparation of a cathlass of investment projects in the field of tourism and resorts to represent potential domestic and foreign investors; the involvement of investment projects in the field of tourism and resorts in international fairs of investment projects. �wner village (guest) houses can not independently provide a wide range of leisure activities for their guests. Therefore, they need to cooperate with other structures that serve the guests of the village. Usually such partners are: � objects of community food (taverns, bars, roadside cafes); � owners of means of transport (traditional, retro options); � centers of folk crafts and crafts production; � artistic and ethno-folk groups; � municipal and private museums; � the administration of natural parks. Supporting the region in resource support: - cartographic and advertising-cartographic support, as a rule, is necessary at the level of the region (the only tourist area); - Information and advertising resources of the region (TV and other mass media, regional specialized sites, etc.); - training for tourism industry: effective coordination at the regional level; - Information and advisory support: effective organization at the regional level (including, with the involvement of external expertise, including international). Conclusions. In order to achieve the goals within the specified priority areas, it is necessary to ensure effective interaction of legal, organizational, economic and financial mechanisms of state regulation of tourism and resorts development. Prospects for rural tourism development in Ukraine appear to be potentially favorable given the presence of significant natural resources. �he flowering of rural recreation should take place under active cooperation with nature conservation institutions of a certain region (according to Article 9 of the Law of Ukraine "On the Nature Reserve Fund of Ukraine", subject to compliance with the environmental protection regime established by this Law and other acts of Ukrainian legislation, provides use them for recreational and other recreational purposes). Ukraine has powerful natural and recreational opportunities, for example, five biosphere reserves, national natural parks: Carpathian, Hutsulshchyna, Vyzhnytsky, Yavorivsky.

Research and practice show that special-purpose programmes designed to promote tourism development at a regional level are generally aimed at improving industry and infrastructure in a targeted region. These tasks, as well as the issues of hotel, public catering and other service quality enhancement, are focal for developers of strategies and targeted programmes of regional tourism development. Besides tourist industry development, policy papers address marketing issues, such as, for example, the development, positioning and promotion of the tourist product. However, the issues concerning the tourist service quality and the hospitable atmosphere in the environment external to a tourism enterprise receive little attention. Experience shows that tourists value not only the service quality as provided by tourist-oriented enterprises but also the friendly and welcoming attitude of the local people, which, combined, serve to create a unique atmosphere of general hospitality. UNWTO regards the ethics of tourism development as important and indispensable. With this in mind, the authors of the article raise the problem of a hospitality standards complex development which, applied at a regional level, should include provisions to be implemented by the tourism industry and infrastructure participants to improve service. The authors hold that a standards complex will ensure a synergetic approach to the creation of a unique atmosphere of hospitality in a region, and assert that the content of the standards be based on the provisions of international legal acts and the legal and regulatory framework in effect in a particular region. A model of the standards is demonstrated in the context of the Yaroslavl region.

One of the approaches to development of the tourism industry at the regional level, based of market rules and principles are creation and development of tourism clusters. Clusters span numerous different companies, contribute to more efficient solution of socio–economic problems in the country as a whole, and in certain regions. Clusters centre around different companies, which have not cooperated in the past, to encourage their development. The cluster approach should make radical changes to content of the tourism development policy; it means that there is a need to promote and develop the system of relationships between economic operators and the national authorities rather to support individual companies or industries. Practically it enables creation and implementation of large trans–sectoral and interregional investment and innovation projects.

Pariwisata saat ini menjelma menjadi suatu industri yang secara aktif dipromosikan menjadi mesin penggerak ekonomi. Kawasan ekonomi khusus (KEK) merupakan salah satu pengembangan pariwisata yang dilakukan pemerintah untuk menggerakkan ekonomi masyarakat Salah satu kawasan ekonomi khusus yang berkaitan dengan pengembangan pariwisata adalah kawasan ekonomi khusus Mandalika yang berlokasi di kabupaten Lombok Tengah, Nusa Tenggara Barat. Penelitian ini bertujuan untuk mengkaji mengenai institutional setting pengembangan Kawasan Ekonomi Khusus Mandalika untuk melihat cakupannya dan dampaknya untuk kawasan tersebut. Kategori yang akan dibahas pada penelitian ini adalah spasial dan pariwisata. Pendekatan yang dilakukan dalam penelitian ini adalah pendekatan kualitatif dengan teknik pengumpulan data dilakukan melalui wawancara dan observasi. Hasil penelitian menunjukkan bahwa pemerintah kabupaten Lombok Tengah sebagai aktor pengembangan Kawasan Ekonomi Khusus Mandalika yang berperan paling besar dibandingkan level pemerintah yang lainnya. Hal ini bisa terlihat pada institutional setting aspek spasial. Rencana Induk Pengembangan Pariwisata Daerah Kabupaten Lombok Tengah memberikan penjelasan secara detail mengenai pembagian kawasan pariwisata menjadi kawasan pengembangan utara, kawasan pengembangan tengah, dan kawasan pengembangan selatan. Sedangkan peraturan lain yang menyangkut Kawasan Ekonomi Khusus Mandalika hanya membahas mengenai delineasi dan batas-batasnya saja.Abstract: Tourism is currently transformed into an industry that is actively promoted to be an economic engine. Special economic zones (KEK) is one of the tourism development carried out by the government to drive the community's economy. One of the special economic zones related to tourism development is the Mandalika special economic zone located in Central Lombok regency, West Nusa Tenggara. This study aims to examine the institutional setting for developing the Mandalika Special Economic Zone to see its scope and impact on the region. The categories that will be discussed in this study are spatial and tourism. The approach taken in this research is a qualitative approach with data collection techniques carried out through interviews and observations. The results showed that the Central Lombok district government as an actor in the development of the Mandalika Special Economic Zone played the most role compared to other levels of government. This can be seen in the institutional setting of spatial aspects. Central Lombok Regional Tourism Development Master Plan provides a detailed explanation of the division of tourism areas into northern development areas, central development areas, and southern development areas. While other regulations concerning the Mandalika Special Economic Zone only discuss delineation and its boundaries.

The article is devoted to problems of development of ecological tourism in especially protected natural territories and areas of the cultivated landscape. Summarized foreign experience in the organization of ecological tourism. The possibilities of management of ecological tourism in the special economic zones of tourist-recreational type of tourism clusters. The necessity to promote Russian sphere of eco-tourism for domestic and foreign consumers, the increased attention to the promotion of ecotourism product. The study used comparative and cross-cultural analysis, materials sampling, expert assessment. The results can find application in the clarification of strategy of development of ecological tourism in Russia as a whole and in its separate regions, the rationale for targeted programs, special economic zones and clusters.

The article is aimed at characterizing the public-private partnership (PPP) as an efficient form of investment provision for the tourism sector in Ukraine. This type of cooperation between the State and public sectors is common in Europe, but for Ukraine this cooperation is completely new and is used in terms of a rather narrow range. In particular, PPPs are most often used in the activities of purification, distribution of water, extraction and transportation of gas, and only 2% of public-private partnership agreements are related to the tourism industry. This percentage of agreements in the sphere of tourism is very meager compared to European countries, so the PPP is an urgent issue for research and implementation. Thus, the creation of special economic zones of tourism and recreational type is extremely promising, since it allows to form a strong tourism cluster, functioning for the development of tourism on the region and country levels, in order to meet the needs of tourists, make a profit and facilitate the development domestic tourism. The mechanism of formation of special economic zones of tourism and recreational type (SEZ TRT), or tourism cluster, on the terms of PPP for the purpose of investment provision of the tourism sector has its own features and requires both step-by-step control and organization, and these functions should be carried out both by the public and private sectors. In general, this form of cooperation is effective, has a synergistic effect and is beneficial for all participants in public-private partnerships, ensuring high development of infrastructure, services and related branches of the economy.
