One of the approaches to development of the tourism industry at the regional level, based of market rules and principles are creation and development of tourism clusters. Clusters span numerous different companies, contribute to more efficient solution of socio–economic problems in the country as a whole, and in certain regions. Clusters centre around different companies, which have not cooperated in the past, to encourage their development. The cluster approach should make radical changes to content of the tourism development policy; it means that there is a need to promote and develop the system of relationships between economic operators and the national authorities rather to support individual companies or industries. Practically it enables creation and implementation of large trans–sectoral and interregional investment and innovation projects.

During the past four decades, the tourism industry has emerged as one of the leading industries worldwide. This article examines its development in the Gulf Cooperation Council (GCC) countries. The article looks at, first, the main factors that led the GCC rulers to select tourism as a major catalyst for enhancing economic development and diversification. Further, it examines the GCC comparative advantages in the global tourism arena and then analyses Dubai's tourism development as an example of both the potential as well as the costs of having a well-established tourism industry in the Arabian Gulf region. Finally, it considers the major barriers to further GCC tourism development. The main conclusion of the article is that, although tourism development may provide a viable economic solution to some of the major socio-economic problems currently facing the GCC oil rental countries, one should not disregard the fundamental barriers and risks to further GCC tourism development, first and foremost in the area of increasing dependence on foreign labour.

Research and practice show that special-purpose programmes designed to promote tourism development at a regional level are generally aimed at improving industry and infrastructure in a targeted region. These tasks, as well as the issues of hotel, public catering and other service quality enhancement, are focal for developers of strategies and targeted programmes of regional tourism development. Besides tourist industry development, policy papers address marketing issues, such as, for example, the development, positioning and promotion of the tourist product. However, the issues concerning the tourist service quality and the hospitable atmosphere in the environment external to a tourism enterprise receive little attention. Experience shows that tourists value not only the service quality as provided by tourist-oriented enterprises but also the friendly and welcoming attitude of the local people, which, combined, serve to create a unique atmosphere of general hospitality. UNWTO regards the ethics of tourism development as important and indispensable. With this in mind, the authors of the article raise the problem of a hospitality standards complex development which, applied at a regional level, should include provisions to be implemented by the tourism industry and infrastructure participants to improve service. The authors hold that a standards complex will ensure a synergetic approach to the creation of a unique atmosphere of hospitality in a region, and assert that the content of the standards be based on the provisions of international legal acts and the legal and regulatory framework in effect in a particular region. A model of the standards is demonstrated in the context of the Yaroslavl region.

The article analyzes the impact of tourism on improving investment climate in the region. The main factors of investment attractiveness of the developing areas of tourism are considered, among which the ability of the tourism industry to develop on almost any site with a variety of conditions and resources of activity that is related to diversity of tourist activities; and the multiplier effect of tourism development which contributes to the development of related sectors of activity. The article presents the results of a study of various aspects of the formation of the national innovation system for the development of tourism. In particular, characterized are the features of the implementation of the cluster approach to the development of tourism in the territories of the Russian Federation, among which the most outstanding are: the lack of experience in the implementation of the cluster approach or unsuccessful attempts to copy foreign experience; priority areas in the development of only one type of clusters — the territorial-production; imperfection of the regulatory framework. These problems, according to the authors, exist along with the typical problems of tourism clusters, which include inadequate specialized infrastructure and services; the poor state of the key tourist sites; failure to comply with quality standards (or their absence) for services offered to tourists. According to the analysis of the legal documentation in the tourism sector of the Russian Federation and monitoring of the development of tourist areas in the article substantiated is the conclusion about the need to tough public policy, defining legal boundaries and strategic guidelines for the development of tourism on the innovative type, as well as the need to adjust the existing practice of tourism territories, which currently does not increase the investment attractiveness of regions.

Topicality. The article covers the issues of implementation of marketing tools for the development of the ecological direction of rural tourism. Tourism development can become a "catalyst" for economic growth in rural areas: tourism activity is attractive to small start-up investments, because for peasants who have very limited funds, this is a practically crucial moment; tourism is a profitable branch of economy with a high level of profitability, with a minimum payback period, which is very important for the quick income generation. Aim and tasks. The only way to solve systemic problems in the field of tourism is a strategically oriented state policy, the main task of which is to define tourism as one of the main priorities of the state, the introduction of economic and legal mechanisms for the successful conduct of tourism business, investment mechanisms for the development of tourism infrastructure, information and marketing activities with formation of tourist image of Ukraine. Research results. Results For the successful development of rural tourism and tourism in general in Ukraine, it is necessary to ensure the integrated development of territories, in particular the creation of favorable conditions for attracting investment in the development of tourism infrastructure by: monitoring investment proposals for the development of tourism infrastructure in the regions; preparation of a cathlass of investment projects in the field of tourism and resorts to represent potential domestic and foreign investors; the involvement of investment projects in the field of tourism and resorts in international fairs of investment projects. wner village (guest) houses can not independently provide a wide range of leisure activities for their guests. Therefore, they need to cooperate with other structures that serve the guests of the village. Usually such partners are: objects of community food (taverns, bars, roadside cafes); owners of means of transport (traditional, retro options); centers of folk crafts and crafts production; artistic and ethno-folk groups; municipal and private museums; the administration of natural parks. Supporting the region in resource support: - cartographic and advertising-cartographic support, as a rule, is necessary at the level of the region (the only tourist area); - Information and advertising resources of the region (TV and other mass media, regional specialized sites, etc.); - training for tourism industry: effective coordination at the regional level; - Information and advisory support: effective organization at the regional level (including, with the involvement of external expertise, including international). Conclusions. In order to achieve the goals within the specified priority areas, it is necessary to ensure effective interaction of legal, organizational, economic and financial mechanisms of state regulation of tourism and resorts development. Prospects for rural tourism development in Ukraine appear to be potentially favorable given the presence of significant natural resources. he flowering of rural recreation should take place under active cooperation with nature conservation institutions of a certain region (according to Article 9 of the Law of Ukraine "On the Nature Reserve Fund of Ukraine", subject to compliance with the environmental protection regime established by this Law and other acts of Ukrainian legislation, provides use them for recreational and other recreational purposes). Ukraine has powerful natural and recreational opportunities, for example, five biosphere reserves, national natural parks: Carpathian, Hutsulshchyna, Vyzhnytsky, Yavorivsky.

The study focuses on the main trends in the tourism industry of the Novosibirsk region. It is shown that the regional industry is developing in line with the national trends and falls with the general development trends of domestic and inbound tourism set forth in the documents of strategic development at the federal and sub-federal levels. The article discusses the aspects of the tourism industry, which determine the specifics of its functioning related to the geographical concentration, heterogeneity, and multiplicity of participants as well as the complex nature of the tourist product. It is concluded that the application of cluster approach to tourism development seems rather appropriate. The work determines priority types of tourism and clusters to be formed and developed in the Novosibirsk region. Besides, the article describes the factors, opportunities and restrictions for tourism development in Novosibirsk region in terms of demand. It has been shown that the expectations regarding the development of domestic tourism against the background of global failure of international passenger traffic are only partially justified since hardly can Russian domestic tourism be an equivalent substitution for the outbound tourism. Under these circumstances, the cluster tourism policy should mainly focus on the following priority directions: domestic and mainly short-term tourism; increase in the activity of tour operators in the formation of regional tourist products; development of tourism and infrastructure facilities.

Jelen tanulmány a korábbi évtizedek gazdasági fejlődésén és a turisztikai ágazatot érintő világméretű gazdasági problémák példáin keresztül mutatja be a rezilienciaalapú megoldásokat a szállodahajóturizmusban. A reziliencia magában foglalja a rugalmas alkalmazkodás, a találékonyság képességét, amely az elmúlt két évtizedben is erőteljesen jellemezte ezt az ágazatot. A 2020-ban megjelent pandémiát követő próbálkozásokra tekintettel, amelyekkel a hajótársaságok a csődhelyzetet igyekeztek elkerülni, a tanulmány a tudományos elméleteket figyelembe véve mutatja be a szállodahajó-turizmus lehetőségeit. This study presents resilience-based solutions in cruise tourism through the economic development of previous decades and examples of global economic problems affecting the tourism industry. Resilience includes the ability to adapt flexibly and the ingenuity that has strongly characterized this sector over the past two decades. The study presents the potential of cruise tourism, taking into account scientific theories and view of the post-pandemic attempts made in 2020 by cruise companies to avoid bankruptcy. It looks for whatever opportunity can help to restart the industry, the means they are trying to use and how to lure passengers back. Will there still be a “golden age” in cruise tourism as before the pandemic?

The article proposes a theoretical approach to regional development based on the idea that each territory has its own unique socio-economic genotype. Socio-economic genotype is understood as a complex of cause-and-effect patterns of regional-level economic relationships, which determine this region’s characteristics and constitute its ‘inherited’ profile. Therefore, it is necessary to take into account the socio-economic genotype of a territory to make the regional development policy more efficient. The study discusses the underlying principles of regional development, in particular those that allow to take into account similarities or differences between territories and the industrial and social features they inherit from the past. These principles can also be used to stimulate regional development by reconciling the priorities of technological progress with socio-economic conditions in this or that region. The case of special economic zones in Ural region in 2010–2018 is used to demonstrate how the approach based on identifying a territory’s socio-economic genotype by formalizing its core can contribute to better detection of this territory’s strengths and weaknesses. The theoretical premises described in this research may be used to develop a mechanism for reconciling the needs of the region’s technological and spatial development on the meso- and macro-levels.

In the past few decades, sustainable nature tourism has become one of the most growing and debatable fields of the tourism industry. This article focuses on analyzing the possibilities and threats regarding sustainable nature tourism of two Finnish national parks: Koli in North Karelia and Urho Kekkonen National Park in Lapland. The main data of the study consists of the interviews of the park managers and planners and of the survey study of the companies and societies cooperating with the parks. The main findings of the study suggest that the entrepreneurs operating in the national parks have adapted to the sustainability thinking and are developing their businesses in that regard. From the park management’s point of view, the concept of sustainable nature tourism and local cooperation by that means has been an effective tool to improve tourism and the positive attitudes towards the parks. Nevertheless, the concept of sustainability is complex, and there are multiple factors setting different expectations for tourism and the parks. This means that reaching a compromise between the park and tourism development and the limits of sustainability is more or less debatable.
