Since the 1990s, the renewal of council housing estates in London has involved widespread ‘decanting’ of resident populations to allow for demolition and redevelopment, primarily by private developers who sell the majority of new housing at market rate. This process of decanting has displaced long-term council tenants and shorter-term ‘temporary’ tenants, with many not able to return to the estate. In contrast, those leaseholders who bought under the ‘right-to-buy’ legislation introduced in the 1980s have a ‘right to remain’ by virtue of the property rights they have. Nonetheless, given the threat that their property will ultimately be subject to compulsory purchase because the redevelopment of the estate is in the ‘public interest’, these leaseholders experience similar displacement pressures to other residents. Describing these pressures, this article argues that the right-to-buy legislation offered these residents the illusion of entering a property-owning middle-class, but that they were never able to escape the labelling of council estates as stigmatised spaces which have ultimately been seized by the state and capital in a moment of ‘accumulation by dispossession’.

Israel’s vaccination percentage was among the highest recorded worldwide. The Israeli government opted for a model using a proof-of-vaccine document (“Green Pass”). However, the “Green Pass” policy raises practical, legal and ethical concerns. While immunisation passports could be utilised to protect one’s health, significant legal difficulties arise from their usage as a vaccination encouragement scheme. Protecting health is a proper purpose, particularly as minimising the pandemic ameliorates the human rights violations that stem from the COVID-19 response, enables individuals to return to their daily lives and enhances economic activity. However, any privileges or restrictions guided by one’s COVID-19 immunisation status must be designed with the utmost attention to prevent a disproportionate violation of the human rights of the non-vaccinated and the public at large. Furthermore, as “Green Pass” policies might entrench existing discriminatory structures, ensuring equality is vital in moving forward. By exploring two case studies – labour rights and the right to privacy – we demonstrate the legal and public implications of the “Green Pass” regime. Despite the removal of the “Green Pass” in Israel, discussions continue regarding its modified reimplementation. The wider implications of the model might extend beyond its specific legal arrangements and limited temporal phase, requiring us to bring long-term public health into consideration.

In this article the author provides a brief overview of the immigrant population in Belgium as well as an in-depth analysis of political developments in that country. This background forms the context for interpreting the electoral successes of the xenophobic far-right, as well as the public policies and mainstream social science research relating to the ‘integration’ of minorities. Based on an analysis of both Dutch and French sources, examples of everyday racism are provided and critical questions are raised regarding the different policies in the northern and southern parts of the country.

В 2020 г. Therefore, in the work of all penal institutions of the world, there have been serious changes in their activities related to ensuring the safety of the life and health of prison officers, as well as convicts (accused and suspects). All penitentiary institutions were forced to restrict the exercise of certain rights and legitimate interests of their prisoners, in order to comply with sanitary and anti-epidemic (preventive) measures aimed at preventing the emergence and spread of a new coronavirus infection (COVID-19). One of the most resonant restrictions is the suspension of the implementation of the right of convicts to short-term and long-term visits, the ban on the departure of convicts outside of penitentiary institutions, restrictions on movement within the penitentiary institution. In the article, the author analyzes the activities of penitentiary institutions in Russia and the United Kingdom, in the context of the spread of a new coronavirus infection (COVID-19), as well as the positive experience that they were able to gain in these conditions. The article examines the specifics of the work of representatives of the public monitoring commission in Russia and the HM Chief Inspector of Prisons in the UK, whose main purpose was to assess the work of penitentiary institutions in terms of their compliance with the implementation of the basic rights and legitimate interests of convicted persons (suspects and accused) in the context of the pandemic. The author reviewed the work of specific penitentiary institutions in the UK, gave examples of positive experience in the implementation of the rights of convicts aimed at maintaining family ties in the complete absence of both short-term and long-term visits. He showed the real problematic issues faced by the UK prisons, and how they tried to solve these issues. Analyzing the work of the territorial bodies of the Federal Penitentiary Service of Russia, examples were given of the work of the Federal Penitentiary Service of Russia in the Samara region and the GUFSIN of Russia in the Krasnoyarsk Territory, which, for example, quickly and effectively managed to implement in their correctional institutions the provision of convicts, in the absence of short and long visits, the right to video calls with family and friends. Based on the generalization of the positive experience of the penitentiary institutions of Great Britain and Russia, conclusions were drawn about the need to continue the work aimed at digitalization of all penitentiary institutions, and of course actively use the right to video communication with their relatives and friends to encourage convicts. And the work of the courts, representatives of the public monitoring commission and other law enforcement and regulatory bodies in the VKS mode and after the pandemic should remain as one of the opportunities for implementing their activities.

Copyright transformation in the digital world is going ahead. The paper describes new European initiatives in copyright regulation, particularly those that exert influence on information market and the work of libraries and other cultural heritage institutions as well as educational establishments. New European directive on copyright officially called The Directive on Copyright in the Digital Single Market allows for broader use of in -copyright material online and across borders within the European Union for the purpose of education, research and cultural heritage preservation. The Directive simplifies digitization and distribution of out-of-commerce works and gives legal certainty to online use of copies of works of art that are in the public domain. One of the Directive articles gives libraries, archives and museums the right to make digital copies of copyright-protected works in their collections but exclusively for preservation purpose and to the extent necessary for preservation. These important reforms incorporate copyright limitations and exceptions in European legislation and open the way to mass digitization projects in European libraries. The paper also briefly describes LIBER (The Association of European Research Libraries) activities to promote short-term and long-term provisions in international and national copyright legislation to take into account public interests during healthcare, environmental and economic crises.

Unlike the traditional method in which the private investor realizes and sells the result of the work, a public-private partnership implies from the private sector quality assurance and long-term maintenance of the good / service. The projects resulting from these partnerships can provide Romania with a healthy and rapid economic development, taking into account the supplementation of the state's financial resources with the private sector, but great attention must be paid to the risks that may arise due to the long term realization and the complexity of such projects. From the public-private partner viewpoint, Romania is at an early stage because at a local level there are no clearly allocated responsibilities and the level of decision making is not known, there is no unitary institutional approach to such projects, in general, most of the risks need to be assumed by the private sector, which also faces a relatively low financial power given that the business environment is not very favorable to investment.
