Conduction. The recognition diagnosis of helminths and protozoa invasion is one of the current and almost unresolved problems in modern parasitology. For the present, the lack of a standardized museum of parasitic pathogens in Russia and abroad complicates a parasitologist’s already hard work. The population urbanization, increased anthropogenic pressure, climate change, and natural disasters lead to the occurrence of favorable conditions for the development, long-term survival, and spread of pathogens of parasitic diseases in various environmental objects. The deterioration of the population socio-economic conditions, the emergence of interethnic conflicts in the world led to large-scale migration flows from countries near and far abroad to Russia, which led to an increase in pathogens circulating in the territory of the Russian Federation. The aim of our research was to improve the methodological support and create virtual slides with the image of larvae and eggs of helminths, as well as cysts and oocysts of pathogenic protozoa recorded on the territory of the Russian Federation based on digital scanner microscopes. Material and methods. The authors used scanner microscopes with the software module “Parasitology.” Results. An up-to-date register of photo images of more than 40 species of parasitic pathogens of medical significance and 53 species of pathogens of parasitic diseases of animals that pose a danger to human life has been delivered. Discussion. The authors are always working on improving the technical characteristics of digital analyzers. Conclusion. Updating the atlas, creating a new advanced gallery of helminth eggs, larvae, cysts, and oocysts of pathogenic protozoa will significantly increase parasitological studies’ effectiveness in sanitation and the analysis of intestinal microbiota.

The main and the most significant issues of the management of disinfection measures taking into account modern trends and factors affecting the quality of these measures in relation to parasitic infections in the territory of the Russian Federation are considered. The professional community of physicians, epidemiologists, hygienists, disinfectants was almost powerless in the fight against slow or latent infections of a parasitic nature, which are still ca lled “neglected diseases” (“unnoticed diseases”), partly because they occur without pronounced symptoms, and there are a number of unresolved problems in the prevention and diagnosis. Despite the fact that modern medicine in the field of prevention and diagnosis of some infectious diseases has achieved good results, the problems with the disinfection of parasitic pathogens remain relevant. Environmental degradation, various natural disasters, urbanization, increased anthropogenic pressure, as well as climate change do not contribute to improving the difficult situation with regard to the spread, reproduction and formation of new stable foci of parasites. The measures for the improving the system of non-specific prevention of parasitic diseases are determined. Material and methods. In the course of the work, there were analyzed statistical reports of the Federal Reserve and the literature data. Results. The analysis of statistical data showed that during 2014-2018, the incidence of parasites in the Russian population remained at a high level and did not have a pronounced tendency to decrease, and the proposed anti-parasitic disinfectants cannot meet modern anti-epidemiological and hygienic requirements. Conclusion. A number of recommendations and initiatives on disinfection measures for the prevention and spread of parasitic infections in the territory of the Russian Federation were proposed to solve the tasks. There are determined main ways of improving the system of nonspecific prevention of parasitic diseases.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

BACKGROUND: Waterborne diseases kill 3.4 million people worldwide each year. Cholera is one such disease. Up to 4 million cases of this infection occur in the world every year, leading to more than 100,000 deaths. The plasticity of the genome of the causative agent of cholera, the mobility of genetic elements carrying factors of pathogenicity and antibiotic resistance, contribute to the variability and unpredictability of the spectrum of resistance, the formation of new pheno- and genotypes. A single Vibrio cholerae isolate can contain up to 40 different genes that can confer resistance to 22 antibiotics, representing nine different classes of antimicrobial drugs. The ability of Vibrio cholerae to long-term survival in aquatic ecosystems in which there is an active exchange of genetic information and new ecological lines may arise that have potential advantages in the adaptation of microorganisms to adverse conditions, emphasizes the complexity of the ways of transmission of this infection and the need for studies at the environmental level. Periodic deliveries of cholera to the territory of the Russian Federation with (without) the spread of the infectious agent, V. cholerae contamination of surface water bodies used as sources of water supply and for recreational water use, the possibility of implementing the main route for cholera (water) the pathway for the spread of the pathogen of the infection indicate the need for conducting annual monitoring of antimicrobial resistance as part of the epidemiological surveillance of cholera in order to obtain information on the distribution, nature and dynamics of resistance in a specific period of time in a given territory. AIM: Analysis of the spectrum of antibiotic resistance of Vibrio cholerae O1 serogroup strains isolated from environmental objects in various territories of the Russian Federation in 2020. MATERIALS AND METHODS: 25 strains V. cholerae О1 El Tor, isolated from environmental objects in the Russian Federation in 2020. The sensitivity / resistance of the studied strains to 13 antibacterial drugs was determined by the method of serial dilutions on a solid nutrient medium in accordance with guidelines. PCR-genotyping of strains V. cholerae El Tor was performed for 14 target genes, followed by cluster analysis. RESULTS: The strains showed resistance markers to furazolidone, trimethoprim/sulfamethoxazole, ampicillin, nalidixic acid, ceftriaxone, which formed 5 phenotypes. PCR-genotyping genotyping of 14 target genes divided the strains into five genotypes (A1A5), corresponding to certain territories. The antibiotic resistance profiles within the same genotype in V. cholerae О1 El Tor belonging to different territories were both the same and different. CONCLUSION: The genotypic diversity of isolated strains was revealed, the variability of resistance markers even in one region, which indicates both changes in the V. cholerae population and the possibility of circulation of various geno- and phenotypes, which emphasizes the importance of constant monitoring of these pathogens.

Cancer is increasing worldwide. Th e Russian Federation is no exception in this regard with an increase of the total number of new cases predicted to rise from 529,062 in 2018 to 587,622 in 2040. Th e present high burden and increase in incident cases at the same time increases the pressure on healthcare infrastructure and related costs. Th us, primary and secondary prevention of cancer becomes essential. Occupational cancers related to exposure at the workplace are among the preventable cancer burden, due to the modifi ability of the risk through minimisation of occupational exposures and adequate worker protection. For the Russian Federation, some 20,000 cancers each year may be att ributable to occupation, but systematic recording is currently lacking. As information is also lacking on the absolute eff ect of various occupational carcinogens in the Russian workforce due to lack of large-scale epidemiological studies and because for many suspected occupational carcinogens the evidence may become stronger, the true burden may in fact be higher. Th e Russian Federation appears particularly suitable for research into occupational cancer given the sizable workforce, the heavy industr ialisation as well as the good documentation and workplace surveillance over time, so that results are both informative for the situation in the Russian Federation and on a global scale. Five challenging but not unfeasible steps of nationwide population-based cancer registration, development of a legal framework for record linkage of registries and data collections, recording of occupational cancers, large scale epidemiological occupational cancer research and rigorous implementation of worker protection on known carcinogens, lead the way to a continuously updated cancer control plan that includes the elimination of occupational cancer in the Russian Federation.

Организации водопроводно-канализационного хозяйства в рамках технологических процессов водоотведения должны обеспечивать дезинвазию очищенных сточных вод и осадков, образующихся в результате их очистки. В соответствии с пунктом 1.2 СанПиН 3.2.3215-14 Профилактика паразитарных болезней на территории РФ , санитарные правила устанавливают требования к комплексу организационных, санитарно-противоэпидемических (профилактических) мероприятий, проведение которых направлено на предупреждение возникновения и распространения паразитарных заболеваний. Проведена оценка нормативных документов по дезинвазии объектов окружающей среды, а также решений по судебным делам в части ее проведения. Выявлены разногласия в документах по проведению дезинвазии, в связи с чем направлены обращения в различные организации с предложением гармонизировать правила с целью исключения разночтений. Изучены индустриальные методы дезинвазии осадка сточных вод. Показано, что происходит необоснованное навязывание препарата Бингсти .Within the frames of the wastewater disposal processes water and wastewater utilities shall provide for the disinvasion of effluents and wastewater sludge generated in the process of wastewater treatment. In accordance with paragraph 1.2 of SanPiN 3.2.3215-14 Prevention of parasitic diseases in the territory of the Russian Federation , the sanitary rules set out the requirements for a comprehensive set of organizational, sanitary and anti-epidemic (preventive) measures, that are aimed at preventing the occurrence and spread of parasitic diseases. The assessment of regulatory documents on the disinvasion of environmental objects, as well as judicial decisions regarding its implementation, was carried out. Controversies were revealed in the regulatory documents, and appeals were sent to various organizations with a proposal to harmonize the rules in order to exclude discrepancies. Industrial methods for disinvasion of wastewater sludge were studied. It is shown that there is an unreasonable aggressive selling of Bingsti ineffective product.

The article presents a methodology for a comprehensive assessment of the environmental situation in Russian Federation regions based on the pollution index and the index of the ecological tension. The evaluation was carried out in two stages. At the first stage, the degree of pollution of the atmosphere, hydrosphere and lithosphere of the regions was estimated on the basis of the emission of pollutants into the atmosphere, departing from stationary sources, the formation of solid domestic wastes (SDW) and the discharge of contaminated wastewater. Based on these three indicators, a pollution index was constructed that estimates aggregate pollution level. In the second stage, the authors made the estimation of loads generated by atmospheric emissions, solid waste and waste water discharged into the territory of each region, per capita and in relation to the environmental capacity of the economy. This allows us to take into account the area of pollution, anthropogenic pressure and environmental responsibility of the population, as well as the environmental friendliness of production. On the basis of relative indicators, the index of ecological tension was created.

Public-private partnership (PPP) in the conditions of the set strategic tasks by the President of the Russian Federation until 2030 can become one of the sources of attracting financial resources for implementation of the large-scale projects. In this regard, it is relevant to systematize the forms of PPPs and the scope of their application. Based on a study of different views on the essence of PPP, as well as taking into account the development of public administration in Russia, the author proposed the use of public-public-private partnership as a form of development of cooperation between the state, private business and society. The polyformism of PPPs is reflected in the presented classification. Based on the analysis of PPP development in the regional context, hypothesis on the correlation between the level of PPP and the socio-economic development of the subject of the Russian Federation was confirmed.

The article examines the issue of exercising the freedom of association in political parties in Russia in a comparative analysis with the leading democratic countries of the world. Modern democracies cannot be imagined without political parties, which are the representors of the interests of their voters in legislative bodies and local government bodies. The development of civil society and the entire political system in the country depends on how the freedom of association in political parties and the access of parties to participate in elections is realized. The development of legislation on political parties in the Russian Federation proceeded unevenly. In the first years after the adoption of the Constitution the legislative body did not introduce strict requirements for parties. The adoption of a special federal law on political parties in 2001 became a turning point in the development of the party system. The author identifies two large blocks of restrictions on the creation of parties. The first is legislative restrictions, the second is the restrictions that arise from the unfair activities of legislative and law enforcement agencies. In this work, legislative restrictions are compared with restrictions in other democracies, as well as based on legal positions developed by the European Court of Human Rights. The author comes to the opinion that some restrictions on the creation of parties are not necessary now, in the meantime they significantly narrow the possibilities of party creation and political competition. First, we are talking about a ban on the creation of regional parties. The Constitutional Court in its legal positions indicated that this restriction is temporary and will be lifted over time. Within the framework of this work, the author will give suggestions on changing the approach to the creation of political parties in Russia, which should affect the emergence of new strong parties at different levels of public authority. The author believes that a system of “controlled multiparty system” has developed in Russia, which is implemented both in changing the legislation on political parties based on the interests of the “party in power” and the practice of the registration body, which prevents the formation of new parties claiming to redistribute the existing distribution of forces. Based on the analysis of the legislation on political parties, law enforcement practice, decisions of the Constitutional Court of the Russian Federation, the ECHR and the legislation of foreign countries, the author proposes approaches to reforming the existing party system, which include small cosmetic changes and large-scale changes in approaches to the creation of parties.
