Introduction. The ongoing transformations of institutes for assessing the qualifications of medical specialists lead to ambiguous consequences, including the phenomena of their dysfunction. The aim of the study is to systematize the factors influencing the formation of the dysfunctions on the examples of the institute for accreditation of medical specialists and their certification for a qualification category. Material and methods. The concepts of continuing education and continuing professional development, formulated under the auspices of the United Nations, served as the theoretical basis of the study. They were the basis for the analysis of the factors causing deviations from these processes, that is, the dysfunction of the institutes for assessing the qualifications of medical professionals. The information of two sociological surveys of medical specialists employed in the system of the Moscow Healthcare Department was used, namely, a sample questionnaire survey and a survey by the method of expert interviews. Results. The factors of dysfunction of the institute of accreditation of medical specialists were identified on the basis of an analysis of the practice of continuing medical education (CME), introduced as an integral element of the transition from the institute of certification to the institute of accreditation. The main attention is paid to the shortcomings of the CME, which cause the dysfunctions of this institute. It is revealed that they are caused by an insufficiently debugged organization of the CME. The study of the work of the institute of certification for a qualification category showed that its main function, namely, ensuring permanent professional development above the accreditation level, has significantly weakened. This is confirmed by the statistics of a decrease in specialists undergoing both primary and secondary certification. One of the main factors is a violation of the incentives for professional growth. Discussion. The problems of dysfunction of qualification assessment institutes are mainly because the coordination of their elements is not sufficiently observed in the work of these institutes. Within the framework of the accreditation institute, this is reflected in the fact that the distribution of responsibilities between all the subjects of the CME is poorly coordinated. And in the work of the institute of certification for a qualification category, its fundamental differences from the institute of accreditation are erased, mainly due to symbolic surcharges for the type and attempts to replace them with incentive payments common to both institutes. Conclusion. The factors of dysfunction of the institutes for assessing the qualifications of medical specialists are systematized into main and concretized (as forms of manifestation of the main factors). The necessity of joint responsibility of the subjects of the CME for its quality, adequate to ensure the basic level of qualification, and strengthening the financial and career incentives for professional growth above the basic level, is substantiated.

Abstract Introduction: The COVID-19 pandemic has forever changed the way to evaluate and teach residents, fellows, and medical students by means of new demanding learning modalities and alternatives to leverage from this new lifestyle without affecting our training as medical specialists. As of January, 24 2021, the number of confirmed cases and deaths by COVID-19 both in Mexico and around the world have been continuously growing (1,752,347 and 149,084 vs. 99,596,451 and 2,135,068, respectively). Mexico registers the world’s highest number of deaths from coronavirus among health workers, with 1,320 deaths confirmed. Methods: Four residents of different specialties analyzed and described how the pandemic affected and benefited the ongoing residency program and exposed some recommendations for each specialty. Results/Discussion: In Mexico, residents from all specialties are rotating in the COVID-designated area working as general practitioners exclusively for hospitalized COVID-19 patients. Our residency program has had to put a stop to routine activities such as academic sessions, specialty consultations, practices, and surgeries. Conclusion: Nothing will replace the insights of the training from real surgical practices, but new and forgotten resources can be used to help assess surgical proficiency.

The article is devoted to the results of the academic stuff of Ukrainian universities employees regarding to the types and forms of their professional development. Professional development forms are ordered according to their reducing degree in meaning for respondents by a ranking method. It was determined that the first three ranked places among the named types and forms of university lecturers professional development took such activities as studying at trainings, courses, coaching sessions outside the native educational institution; using online forms and self-analysing of own professional experience accordingly. Nationwide advanced training courses and a system of professional development within native higher education institutions are highly demanded among lecturers, although are clearly underdeveloped forms. According to the results of the study, it is suggested to cultivate types of professional growth of the academic stuff of higher education institutions at the expense of accredited educational programs in educational or scientific institutions; expanding of educational online resources of a Ukrainian Internet segment, as well as involvement of European and worldwide relevant resources. It is also perspective to develop the lecturers training system in the context of institutional autonomy as this is an all-European trend.

The Continuing Medical Education (CME) is one of the forms of post-diploma medical specialists’ education, is gradually becoming a standard in Russia. The article focuses on CME practices in various countries, as much as ways of its development or alternatives. The article observes the established CME systems and emphases the complex Continuing Professional Development (CPD) as far as successful examples of CME absence. Some changes in traditional CME/CPD formats are described. The most actual problems of the nowadays CME are pointed out. The examples of Japan, Iran, and Germany are illustrating how the effectiveness issue has stated and solved. The main directions of CME development are as following: competency-based approach, feedback wide usage, non-standard learning formats, unified system of accreditation.

Continuing medical education (CME) or continuing professional development (CPD), which is currently being implemented in Ukraine, is an education throughout a professional career, which allows medical healthcare providers effectively perform their professional duties with the best results. This is achieved thanks to the coherent cooperation of accreditation bodies, providers or organizers of CPD and medical specialists, as well as by introducing an effective model of accreditation, which ensures that providers are provided medical workers with the proper education. Purpose — to describe the basic principles of educational activity within the framework of CPD, based on the provider accreditation model which is currently generally recognized and most effective in the world. Recommendations provided in the article can be used by the CME/CPD participants or stakeholders who are aimed at active participation in the implementation of a new accreditation system. Key words: continuing professional development, continuing medical education, accreditation, provider, medical specialists, education activities.

AbstractThe article analyzes foreign experience in continuing professional development of teachers. It has been found that the system of continuing professional development of teachers in foreign countries has its own conceptual peculiarities determined by relevant contextual factors. It has been specified that all systems are characterized by personality-oriented approach to professional development of teachers, available organizational and pedagogical conditions for development, flexibility, diversity of forms and training content. Such an approach can enhance professionalism of teachers, their ability to provide students with high-quality and effective teaching in accordance with the needs of a market economy. It has been outlined that professional development of teachers is the most effective at the level of an educational institution in the course of daily teaching activities, provided the forms of this process organization are diverse. The key factor, which influences effectiveness of continuing professional development is the teacher’s ability to reflect, motivation, responsibility and academic mobility within professional development. It has been clarified that a number of countries apply national mechanisms for recognizing the results of teachers’ professional development, their certification. We believe it necessary to creatively use foreign innovative experience to enhance continuing professional development of teachers in Ukraine, namely, to create a multi-level system of continuing professional development of vocational education teachers and introduce motivational mechanisms for stimulating their professional growth.

AIM: To examine the contribution of the Virtual International Day of the Midwife (VIDM) conference to midwives’ continuing professional development (CPD).BACKGROUND: Knowledge and understanding of CPD for midwives as synchronous online learning is limited. Studies of e-learning programs for CPD have underlined the need for interaction with others. The VIDM is a synchronous online 24-hour conference freely available for midwives designed to provide a unique CPD opportunity.METHOD: An online survey with a mix of fixed-response, multiple-response, and open-ended free-text questions was available to participants for 1 month after the conference via the wiki page in 2012 and 2013.FINDINGS: The survey was completed by 239 conference participants. Midwifery students and clinical midwives were the largest groups of attendees. The most common countries of residence were Australia, United Kingdom, and United States. Respondents believed that the conference contributed to their professional development by enabling professional growth, facilitating shared learning, and raising awareness of global issues.CONCLUSION: Offering synchronous events is important to facilitate deeper learning for those engaging in online activities. As an annual synchronous 24-hour, open online conference, the VIDM has become a valuable CPD opportunity for midwives.

The article deals with the new opportunities for teachers’ creative self-realization and self-improvement in the context of educational reform with the application of the Framework for Continuous Professional Development of Teachers. The relevance of this topic is caused by the search for mechanisms of self-reflection, self-actualization, and self-development of the teacher. This is encouraged by the Teacher Framework for Continuing Professional Development, which is a guideline for creating innovative models of professional development of teachers. The purpose of the article is to reveal new opportunities for teachers’ creative self-realization and self-improvement in terms of educational reform with the application of the Framework for Continuous Professional Development of Teachers. We have used the analysis of scientific developments and the sources on the problem of continuous professional development of a teacher, psychological and pedagogical, educational and methodological literature, information sources on the problem of research. As a result of the study we have found out that supporting the continuous professional development of teachers using the Framework for Continuing Professional Development of Teachers is an effective tool for reflective analysis and reconstruction of their professional path, and therefore − a necessary condition for professional growth. So, an important component of the roadmap of professional development of the teacher is awareness of the teachers of his\her professional role as a facilitator of learning. A motivated teacher, who uses the Framework for Continuing Professional Development, can anticipate and design the trajectory of their growth, success in teaching, opportunities and obstacles to achieving goals The analysis of scientific literature, information sources on the research problem shows that self-reference acquires special significance for teachers of all levels from a novice teacher who has just chosen this profession to a creative professional.

This article aims to explore how occupational therapists might demonstrate their continuing competence to practise in the light of new regulatory requirements. The capacity of therapists to fulfil their obligations depends on a number of factors, including their ability to reflect on practice in a critical way, their commitment to learning and their desire for personal and professional growth. Portfolio development is likely to be the means by which therapists demonstrate their efforts to remain competent. Portfolios will become the canvas on which personal, professional and career initiatives are displayed as evidence of continuing professional development. A review of the literature supports an exploration of these various themes.

The art of learning, unlearning and relearning is the need of the hour, and these are indispensable in any field for professional growth. Especially in the educational sector, change leads to development initiatives and raising standards in teaching and learning. Interestingly, the existing opportunities provide more options for Continuing Professional Development (CPD) activities and programmes for teachers and professors. The present study analyses teachers and professors’ responses to CPD activities and offers a wide range of information and opinions on CPD programmes and activities. A phenomenological approach was employed to study 257 participants’ perspectives from 48 countries through a questionnaire. This research will also be a resource for teachers and professors seeking professional development in the field. The responses revealed that teachers and professors were eager to take responsibility for participating in CPD activities with mutual support and guidance from the management. The institutions are responsible for ensuring faculty opportunities, particularly for young teachers in their early stages of teaching, and they must be assisted in acquiring the necessary knowledge and exposure. This research paper presents the state of CPD activities, programmes, challenges and awareness across the world.
