LABURPENA: COVID-19k eragindako osasun publikoko larrialdi-egoera pandemiara igotzeak markatutako egoera batean, Espainiako Estatuak alarma-egoera deklaratzea erabaki zuen. Lehenik eta behin, alarma-egoera salbuespen-maila egokia den aztertuko dugu, Espainiako sistemak hautatu duen konfigurazioaren arabera –bereizlea, gradualista izan beharrean–. Jarraian aipatzen den osasun publikoko larrialdi-egoera pandemiara igotzearen ondorioz, berariaz aipatuko ditugu ezarritako zirkulazio-muga urratzean gerta daitezkeen administrazio-arloko arau-hausteak. Horrela, aztertu nahi dugu zein den zigor-gaitzespena kokatzeko araudi sektorial egokiena, eta zein den espedientea hasteko, izapidetzeko eta ebazteko agintaritza eskuduna. Azkenik, labur-labur aipatuko dugu terminoak eteteak eta epeak geldiarazteak zer eragin duen dagokion zehapen-espediente administratiboaren izapidetzean. ABSTRACT: In a scenario where the public health emergency situation caused by COVID-19 was considered to be pandemic, Spain decided to declare a state of alarm. First, we are going to study whether the state of alarm is the appropriate level of exceptionality, in the light of the configuration adopted by the Spanish system – a differentiating, rather than staggered one. Next, we will make specific reference to the illicit acts of an administrative nature that may occur by violating the movement limitation imposed. Thus, we intend to analyze which the most appropriate sector-specific regulation to frame the punitive reproach and who the competent authority for the initiation, processing and resolution of the file should be. Lastly, we will make a brief reference to the impact of the suspension of terms and the interruption of limitation periods regarding the corresponding sanctioning administrative proceedings. RESUMEN: En un escenario marcado por la elevación a pandemia de la situación de emergencia de salud pública ocasionada por el COVID-19, el Estado español decidió declarar el estado de alarma. De modo preliminar vamos a estudiar si el estado de alarma es el nivel de excepcionalidad adecuado, a la luz de la configuración por la que ha optado el sistema español –diferenciadora, en lugar de gradualista–. A continuación, haremos específica referencia a los ilícitos de naturaleza administrativa en que se puede incurrir al vulnerar la limitación de circulación impuesta. Así, pretendemos analizar cuál es la normativa sectorial más adecuada para encuadrar el reproche punitivo, y cuál es la autoridad competente para la incoación, tramitación y resolución del expediente. Por último, haremos una breve referencia a la incidencia que tiene la suspensión de términos e interrupción de plazos sobre la tramitación del expediente administrativo sancionador correspondiente.

This study aims to determine the impact of smartphone users among the community. Smartphones also have the ability in each of its features that can help or meet the needs of its users. Smartphones have become a part of everyone's lifestyle, ranging from children, adolescents, and adults. Many people do not realize that using a smartphone has an impact on users both internally and externally. The possession, use, transport, and disposal of radioactive materials are controlled through regulation to limit exposure of the public and workers. This chapter describes the methodologies employed. Regulation is enacted through a system of notification and licensing, based upon recommendations from the IAEA and ICRP. A competent authority is empowered to permit an organization to hold, use, or dispose of any radionuclide, provided certain conditions are met. These take the form of limits on the quantities of different radioactive materials held, and requirements for security and protection. They require an evaluation of the impact of waste disposal. Methodologies for estimating doses received by critical groups from release of radioactive material into the environment are explained. Minimization of the waste produced and regulation of its disposal are essential components in the overall strategy to protect the environment. Controls over the transport of radioactive materials and medical administrations to patients are considered.

The COVID-19 pandemic has precipitated an acute blood shortage for medical transfusions, exacerbating an already tenuous blood supply system in the United States, contributing to the public health crisis, and raising deeper questions regarding emergency preparedness planning for ensuring blood availability. However, these issues around blood availability during the pandemic are related primarily to the decline in supply caused by reduced donations during the pandemic rather than increased demand for transfusion of patients with COVID-19. The challenges to ensure a safe blood supply during the pandemic will continue until a vaccine is developed, effective treatments are available, or the virus goes away. If this virus or a similar virus were capable of transmission through blood, it would have a catastrophic impact on the health care system, causing a future public health emergency that would jeopardize the national blood supply. In this article, we identify the impact of the COVID-19 pandemic on blood supply adequacy, discuss the public health implications, propose recovery strategies, and present recommendations for preparing for the next disruption in blood supply driven by a public health emergency. Purpose Stigler (1971) first presented a theory of regulation in which the regulator eventually serves the interests of the regulated rather than in the interest of the public good. In such an institutional environment, one should expect to observe outcomes associated with reduced competitive pressures on existing firms. The paper aims to discuss this issue. Design/methodology/approach In this paper, the authors use RegData, which quantifies regulatory restrictions by industry, to determine whether and to what degree regulation reduces establishment entry and the associated job creation and how regulation impacts existing establishment exit and job creation and destruction. Findings The results, while not definitive, are supportive of Stigler’s theory of regulatory capture. Originality/value This paper adds to the small but growing empirical literature examining the effects of cronyism more broadly. Prior studies of regulation have generally been either narrowly focused on a specific regulation or employ less precise measures of the extent of regulation. By employing RegData as a measure of regulatory restrictions by industry, this paper offers new insights on the impact of regulation on business dynamics.

Today, large-scale programs for the construction of general education facilities are being implement-ed in the country. The Russian architecture of general educational buildings is gradually moving away from the standard architectural solutions approved by practice. This is influenced by the condi-tions of the current stage in the development of the state and society, and the tasks for the formation of an individual and a new generation of citizens. An analysis of the works of modern Russian architects suggests that the country has begun and is steadily gaining momentum in the process of forming the architecture of a new generation of school buildings. According to the author, the process is under the influence of a number of objective conditions. They are: the need to provide cost-effective architectur-al solutions of the design documentation for the mass construction of an object of General education in Russia; the continuation of the traditions of the author's architectural design for the public sector in education and the growing influence of the architecture of the non-public (private) sector to create innovative school buildings of the new generation; the impact of the reform processes in the field of pedagogical technologies in the system of General education and in solving complex issues of security and anti-terrorist protection of the object of General education on the formation of architecture of the school building; the operation of the object of General education in Emergency situation ( pandemic) and transition to the information society in the era of digitalization,; the enforcement of Federal laws of the Russian Federation in the field of safety of object of General education. Based on the identified conditions, a new systematization of the components of the architectural concept is proposed and the principles necessary for the creation of a general education building that marks the end of time are formulated.

RESUMEN: Objetivo: Definir un modelo de promoción de la cultura en el bienestar mental como parte importante de la salud integral, identificando el impacto de las patologías y de las comorbilidades que generan incidencia en patologías crónico degenerativas y oncológicas. Prevenir y planear para no incurrir en costos innecesarios. Material y método: Los métodos que se utilizaron fueron analítico, crítico y prospectivo. El enfoque fue de finanzas públicas en el sistema de salud mental. Los hallazgos se sustentan en la rigurosidad propia de la información estadística conocida, en el contrastar de la realidad y en el ejercicio creativo de la interpretación que proporciona la revisión documental seria. Resultados: Vincular las acciones de promoción, la creación de una cultura de salud mental y la importancia de las finanzas públicas para el desarrollo del modelo. La planeación y la prevención como herramientas de ahorro y de cuidar la inversión público- privada. Conclusiones: El modelo contiene cinco acciones: Relacionarse con las personas de tu alrededor, salir de paseo, ser curioso, continuar aprendiendo y dar con generosidad; lo que se obtendrá es: presupuestar financieramente y con mejor estrategia, el sistema de salud mental en nuestro entorno. ABSTRACT: Objective: Define a model of culture in promoting mental well-being as an important part of overall health, identifying the impact of diseases and comorbidities that generate impact on chronic degenerative diseases and cancer. Material and method: The methods used were analytical, critical and prospective. The focus was on public finances in the mental health system. The findings are based on the very rigor of statistical information known, in contrast reality and the creative exercise of interpretation that provides serious documentary review. Results: Link promotion actions , creating a culture of mental health and the importance of public finance for the development of the model. Planning tools and prevention as savings and care for the public- private investment. Conclusions: The model contains five parts: Interacting with people around you, go for a walk, be curious, keep learning and give generously; what you get is: financially and better budgeting strategy, the mental health system in our environment.

Resumo: Câncer de mama é considerado uma causa de alta morbimortalidade, tanto que o Ministério da Saúde preconiza seu rastreamento. Assim, o projeto de extensão ‘O Toque pela Vida’ do curso de Medicina da Universidade Federal de Goiás, Regional Jataí, em parceria com a Secretaria Municipal de Saúde (SMS), visou ações, como o ‘Dia D do Outubro Rosa’ com o agendamento de mamografias de rastreamento e diagnósticas, objetivando a prevenção e educação em saúde. As primeiras atividades desenvolvidas foram para a atualização do conhecimento acerca do assunto por meio de grupos de estudo entre os integrantes do projeto. Também houve a realização de reuniões para o delineamento das ações desenvolvidas. Ademais, realizou-se uma análise quantitativa dos relatórios gerados pela SMS quanto ao número de mamografias mensais realizadas em Jataí, no período de janeiro de 2015 a dezembro de 2017. Houve um crescimento no número de mamografias realizadas pelo Sistema Único de Saúde na cidade concomitantemente ao início das ações do projeto, sendo que em 2017 esse aumento foi de 200%, o que revela a importância de ações que visam a educação em saúde, a facilitação do diagnóstico precoce e a maior adesão ao rastreamento do câncer de mama. Com as ações desenvolvidas, houve a confirmação da importância da conscientização no âmbito da saúde e a percepção de que a comunidade se interessa por isso, observando-se benefícios para todos os envolvidos. Palavras-chave: Neoplasia Mamária; Promoção à Saúde; Detecção Precoce    The impact of the actions developed by extension project 'The Touch for Life' in the increase of the mammographies, performed by the public health of Jataí, GO Abstract: Breast cancer is considered a cause of high morbidity and mortality. Therefore, cancer screening in the population has been strongly recommended by the Ministry of Health. The extension project named 'The Touch for Life' was developed by the students from the medical course of the Federal University of Goiás, Jatai campus, Brazil, in partnership with the Municipal Health Secretary (MHS). The project has proposed actions such as 'October Pink D Day', with screening and diagnostic mammograms schedule, aiming at the prevention and health education of that disease. The activities start creating an environment where members from the project gather together to discuss the recent studies about this cancer and plan the next actions about this project. Moreover, quantitative analysis of the reports generated by the MHS from the monthly mammograms, from January 2015 to December in 2017, was performed, as well as generating reports about the number of monthly mammograms performed in Jatai. There was a significant increase in the mammograms performed by the Unified Health System in the city since the beginning of the project. In 2017, this increase was 200%, which has shown the importance of those actions that aimed at health education. These activities have confirmed the importance of awareness in this health area and the community involvement, which leads to benefits to all people involved in this project. Hubo un crecimiento en el número de mamografías realizadas por el Sistema Único de Salud en la ciudad concomitantemente al inicio de las acciones del proyecto, siendo que 2017 ese aumento fue del 200%, lo que revela la importancia de acciones que se centran la educación en salud, la facilitación del diagnóstico precoz y la mayor adhesión al rastreo del cáncer de mama. Con las acciones desarrolladas, se confirmó la importancia de la concientización en el ámbito de la salud y la percepción de que la comunidad se interesa por ello, observándose beneficios para todos los involucrados. Purpose The purpose of this paper is to analyze how media plays a role in the issue of counterfeit vaccines. Specifically, to describe how the government communicators manage issues of counterfeit vaccines in Indonesia. Even though a public health emergency situation is very hard to predict, monitoring issues in media is crucial before communicating with the public. This will help improve public trust on the importance of vaccines. Design/methodology/approach The study collected data from June until December 2016. The research method employed quantitative content analysis of data obtained from media monitoring and interviews. Findings The results show that the issue of fake vaccines received great attention from the media with a total of 1,724 news headlines on the topic. The government communicators were responsive in handling this issue by providing sources of information for key influencers when it arose. Since the majority of media sentiment was positive, the research also proposes a model for the future managing of issues on counterfeit vaccines. Research limitations/implications Limited to managing issues on media about counterfeit vaccines and how government communicators and stakeholders communicated during the crisis. It is suggested that future research should focus on the emotional perspective of parents whose children were affected by counterfeit vaccines. Practical implications This research is worthwhile for Public Relations Practitioners in government health institutions, such as the Ministry of Health, the National Agency for Food and Drugs Control and PR practitioners in Hospitals and Pharmacies to overcome another communication crisis in a public health emergency. Social implications To increase awareness in Indonesia about the importance of vaccines and to educate the public about using government vaccines without fear. Originality/value This research is new as the topic about counterfeit vaccines has not been brought up before. This has the potential to have a considerable impact to local communities, as well as a wider impact on global health systems.

<p align="justify">La publicación de la Directiva 2007/66/CE, de 11 de diciembre, del Consejo y el Parlamento Europeo por la que se modificaba la 1989/665/CEE, de 21 de diciembre, tuvo como objetivo el reforzamiento de la eficacia del sistema de recursos en materia de contratación pública. Este reforzamiento se ha traducido entre otras cosas en la suspensión del expediente de adjudicación hasta que se resuelva por el órgano competente sobre el fondo o sobre la conveniencia o no de mantener suspendido el procedimiento. Con estas modificaciones el sistema de recursos español requería o bien de la modificación del procedimiento contencioso administrativo, al menos en lo referente a la suspensión del acto recurrido, o la creación de un órgano especializado que ejerciera la competencia para resolver estos recursos. Las peculiaridades del procedimiento contencioso administrativo y la especial carga de trabajo que recae sobre los tribunales de este orden jurisdiccional, aconsejaron al legislador español hacer uso de la posibilidad contenida en la Directiva 89/665/CEE de encomendar la competencia a un órgano administrativo independiente. Este es el origen del Tribunal Administrativo Central de Recursos Contractuales y de los órganos equivalentes creados por las Comunidades Autónomas. Su regulación debe contemplar como requisito esencial el de eficacia lo cual comporta, además de su independencia, la necesidad de establecer unas pautas de resolución inexcusablemente breves. Sólo de esta forma es posible conjugar la necesidad de dar satisfacción a las pretensiones de los recurrentes cuyos recursos se estimen con la de no incidir de forma negativa en la contratación pública dilatando más allá de lo prudente la suspensión del procedimiento contractual. El artículo que sigue sobre la materia trata de dar respuesta a las pregu ntas que derivan de los planteamientos anteriores.</p> <p align="justify"><b>The publication of Directive 2007/66/EC, of 11 December, of the European Parliament and of the Council, amending Directive 1989/665/EEC, of 21 December, was aimed at improving the effectiveness of the review system concerning the award of public contracts. This improvement has, among other things, given rise to the suspension of the contract award procedure until the competent authority has adopted a decision on the issue in question or on the appropriateness of maintaining the procedure suspended. With these changes the Spanish review system needed to either modify the contentious administrative procedure, at least with regard to the suspension of the contested act, or set up a specialised body with jurisdiction to resolve these reviews. The peculiarities of the contentious-administrative procedure and the considerable workload of the courts in this jurisdiction pushed the Spanish legislator to make use of the possibility contained in Directive 89/665/EEC to confer the review procedure on an independent administrative body. This marked the birth of the Public Procurement Review Central Administrative Court and the equivalent bodies set up in the autonomous regions. Their regulatory system should place emphasis on the essential requirement of effectiveness, which, apart from independence, includes the need to establish necessarily brief resolution guidelines. This is the only possible way to balance the need to recognise the claims of appellants whose reviews are upheld with the need to avoid the negative impact on public procurement of prolonging the suspension of the public procurement procedure longer than is reasonable. The article that follows seeks to answer the questions that derive from the issues raised above.</p>
