Hajj service management is one of the main responsibilities of Ministry of Religious Affairs (MoRA). Besides MoRA, the Law No. 13 Year 2008 on the management of Hajj also mentions that public institutions can be involved in hajj management service ]which includes Special Hajj Service (PIHK). This research is a case study to investigate the management of Special Hajj Service by PIHK Azizi Kencana Wisata in Medan. This study found out that there were some repetitive violations on the Special Hajj service in Medan. These violations might be caused by the insufficient monitoring by the local office of Ministry of Religious Affairs that does not have authority to conduct monitoring and to give penalties to Hajj service providers who commit violations. Publicly funded broadcasters with a track record in science programming would appear ideally placed to represent climate change to the lay public. Free from the constraints of vested interests and the economic imperative, public service providers are better equipped to represent the scientific, social and economic aspects of climate change than commercial media, where ownership conglomeration, corporate lobbyists and online competition have driven increasingly tabloid coverage with an emphasis on controversy. This prime-time snapshot of the Australian Broadcasting Corporation’s main television channel explores how the structural/rhetorical conventions of three established public service genres – a science programme, a documentary and a live public affairs talk show – impact on the representation of anthropogenic climate change. The study findings note implications for public trust, and discuss possibilities for innovation in the interests of better public understanding of climate change.

The article is devoted to the study of the development of the concept of «public service» in an independent Ukraine. It was found out that since the beginning the concept of «management service» is one of the most widespread. From a legal point of view, a management service is the creation of organizational conditions for the realization of the right by a citizen or another subject of administrative-legal relations. Instead from the point of view of public administration, «management service» is a result of the functional activity of the state body in the development and implementation of state policy on the regulation of a particular sector of the economy or social life. It was established that in addition was used concepts of the similar content, which amplified the terminological uncertainty. As a result, an approach has been developed in which the services of public authorities are divided into four groups: state, municipal, administrative and public. In this approach, public services are divided into state and municipal, depending on the subject of the service, administrative services are provided both by executive authorities and local self-government. The only kind of public services found in the regulatory framework is administrative services. In the Law of Ukraine «On Administrative Services», the term administrative service is used as a result of exercising power by the subject of the providing of administrative services on the application of a natural or legal person, aimed at acquiring, changing or terminating the rights and / or duties of such person in accordance with the law. The process of formation, the concept of «public services» in independent Ukraine can be divided into four stages, the first of which is the stage of domination in the national scientific thought of the concept of «management services». The second stage is the division of services into separate groups - state, municipal, administrative, and all of these groups belong to one group of public services. The third stage (ongoing to date) is characterized by the consolidation and final formulation of the term «public services» as the basic concept of the system of providing services by public authorities. The fourth stage can only be predicted, nevertheless, it is essentially a logical continuation of these three stages, when the legal fixing of the concept takes place.

Abstract Background: Co-production has been widely recognized as a plausible solution to reduce users’ dissatisfactions, service providers’ inefficacy and to diminish conflicts in relations between users and providers. However, this enhancement of co-production has started to be query: co-production is not always a panacea and its effects may not be always fruitful. To understand and prevent unsuccessful users and providers’ collaboration, the recent literature has stated to focus on the causes of co-destruction. This paper investigates the possible factors that may facilitate the shifting of a co-production process applied to family caregivers of older patients living in rural and remote area, into a co-destruction process by looking at the whole service network. Methods: To investigate this open topic, we performed a single case study by looking at a longitudinal project (Place4Carers) that aimed at co-producing a new public service with and for family caregivers of older patients living in rural and remote area. We organised collaborative workshops and semi-structured interviews to collect the perspectives of family caregivers and service providers on the co-production process. As part of the research team that participated at the co-production process, the authors joined the reflections with a reflexive approach. Results: Results confirmed the occurrence of some causes of co-destruction suggested by Jarvi’s model during the co-production process: insufficient level of trust, mistakes, inability to change from caregivers and inability to serve from providers. Moreover, they identified the difficulty of creating a cohesive partnership between research members as a possible pitfall of co-production. However, all these causes did not imply an inevitable process of co-destruction. Conclusions: Our article suggests that pitfalls identified by Jarvi and the cultural differences within research members can actually influence co-production but do not inevitably lead to co-destruction. Moreover, we argued that co-creation and co-destruction processes might coexist. The role of researchers and service providers is to prevent and recover from co-destruction effects. Therefore, researchers and service providers should facilitate the shifting from negative toward positive effects of co-production. To this ends, conviviality could be a powerful tool to avoid lack of trust and create a successful co-production.

It is the right of every citizen to get good and quality public services. Community satisfaction is an indicator of the success of these public service providers, therefore public service providers should be directed to increasing community satisfaction. This study uses a survey approach. Respondents were 120 people selected by accidental techniques and spread in 6 sub-districts. Based on the results of the study, the average level of compliance of the service units (districts) in Kutai Kartanegara District against the Law on Public Services was only 69.83 (yellow zone) with the medium compliance category. While the level of community satisfaction is -0.43 or less satisfied with the services provided. However, the average IKM is 87.71 with an A title or very good.

The Performance Management and Development System (PDMS) for the South African Public Service was introduced in 2001,and driven by the transformative agenda to achieve both acceptable levels of service delivery and measurable results. Accordingly, there has been a shift from bureaucratic rules-driven approaches in public service management to a results-oriented approach to government performance. Although the main concern that should underpin the implementation of the PMDS is service delivery; the level of service delivery to date falls grossly short of being delivered at an acceptable level or quality. In this regard, the role of the Senior Management Service (SMS) cadre is critical as it is accountable for service provision and to demonstrate to the public that its needs are being addressed.

This study aims to determine the extent to which the Service Contract (Citizen Charter) is applied to RSUD Kabupaten Sinjai. Implementation of Service Contracts is inseparable from the willingness, awareness and also cooperation between stakeholders, especially the RSUD with the community served. . This research uses qualitative approach, with case study method. For the purposes of data collection, the researchers conducted observations and in-depth interviews. The results of this study indicate that in order to improve the quality of health services that are responsive, transparent and accountable requires the application of indicators of Service Contract (Citizen Charter) optimally; provide service certainty covering time, cost, procedure and mode of service, provide information on the rights and obligations of service users, service providers, and other stakeholders in the overall process of service delivery, facilitate service users, citizens, and other stakeholders to control the practice of service delivery, service management improves service delivery performance, helps service management identify needs, expectations, and aspirations of other stakeholder service users.

ABSTRACT        This study entitled "a comparative study of Imam Syafi'i and Imam Malik's opinion on Taking Fruit Trees on Land Pawn Goods (Case Study in Guluk-guluk District, Sumenep Regency). The pawning party generally gives the pawn party the land with the fruit of the tree to the pawn recipient and must give the fruit of the tree to the pawn recipient until the pawner pays the debt.       The research method used in this study is the field research method (Case Study) also intended to study intensively about the background of the current situation, as well as the specific social unit environmental interactions that are (given).       The results of this study regarding the taking of fruit trees on earthly pawned goods carried out by the Guluk-guluk District community according to Imam Syafi'i the fruit of the tree is not part of the pawning goods (marhun bih) but the fruit is the property of the mortgaged person (ar-Raahin ). Meanwhile, according to Imam Malik, the law is permissible if it is used as a pawn condition. Key Words : ar-Rahn, ar-Rahin, al-Murtahin, al-Marhun, al-Marhun bih.

Esse artigo apresenta os resultados de uma pesquisa de revisão integrativa de literatura, cujo objetivo geral foi mapear a produção científica brasileira atual em Programas de Pós-GraduaçãoStricto Sensu publicadas entre 2013 e 2017 sobre interculturalidade na educação de surdos. O corpusde análise se constituiu denove dissertações resgatadas no banco de dados da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes). Pela articulaçãoda modalidade, ano, local, área do conhecimento, órgãos de fomento e perfil dos autores, das instituições de ensino e das produções, verificou-se tendência de crescimento em relação ao número de trabalhos ao longo dos últimos cinco anos. A região sul do país se destacou no número de produções. Pesquisas de abordagem puramente quantitativa não foram encontradas, dentre as pesquisas qualitativas destacaram-se a etnografia e o estudo de caso. Todas as pesquisas foram desenvolvidas em Programas de Pós-Graduação mantidos por instituições sem fins lucrativos. O serviço público é o regime de contratação com mais pesquisadores. Duas pesquisas receberam fomento, advindo de instituições públicas eas temáticas fomentadas foram internacionalização e implante coclear. As temáticas mais exploradas foram a formação de professores e os aspectos do desenvolvimento linguístico.Palavras-chave: Interculturalidade. Educação de surdos. The corpus of analysis consisted of nine dissertations retrieved in the database of the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes). Through the articulation of the modality, year, place, area of knowledge, development agencies and profile of authors, educational institutions and production, there has been a tendency of growth in relation to the number of works over the last five years. The southern region of the country stood out in the number of productions. Researches of purely quantitative approach were not found, among the qualitative researches the ethnography and the case study were highlighted. All research was developed in Graduate Programs maintained by non-profit institutions. Public service is the hiring regime with more researchers. Two researches were promoted, coming from public institutions and the themes promoted were internationalization and cochlear implantation. The most explored themes were teacher training and aspects of language development.Keywords: Interculturality. Deaf education. Systematic review.INTERCULTURALIDAD EN LA EDUCACIÓN DE SORDOS EN 5 AÑOS DE INVESTIGACIÓN EN BRASIL: investigación sobre revisión de literatura integradoraResumenEste artículo presenta los resultados de una revisión de literatura integradora, cuyo objetivo general fue cartografiar la producción científica brasileña actual en los Programas de Postgrado Stricto Sensu publicados entre 2013 y 2017 sobre interculturalidad en la educación de sordos. El corpus de análisis consistió en nueve disertaciones recuperadas en la base de datos de la Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes). Por la articulación de la modalidad, año, lugar, área de conocimiento, agencias de desarrollo y perfil de autores, instituciones educativas y producción, se verificó una tendencia de crecimiento en relación con el número de trabajos en los últimos cinco años. La región sur del país se destacó en el número de producciones. No se encontraron investigaciones de enfoque puramente cuantitativo, entre las investigaciones cualitativas se destacaron la etnografía y el estudio de caso. Todas las investigaciones se desarrollaron  en programas de posgrado mantenidos por instituciones sin fines de lucro. El servicio público es el régimen de contratación con más investigadores. Se promovieron dos investigaciones, provenientes de instituciones públicas, y los temas promovidos fueron la internacionalización y la implantación coclear. Los temas más explorados fueron la formación docente y aspectos del desarrollo lingüístico.Palabras clave: Interculturalidad. Educación de sordos. Revisión sistemática.

Personal information is collected by different smart services and integrated into one big data database, in contemplation of the smart visiting service management on an isolated island. Thereby, the information about a certain person’s activities is possibly managed by one database, and smart services are conveniently provided for the users, at the same time protecting their personal information. In a case study on Huangguan Island, personal information was collected in an urban space by different smart service providers, for various business purposes. The personal information was collected on the isolated island not only via personal mobile devices, but also from smart facilities arranged by the building and transportation means. As opposed to the previous research reports on tourism information services for smart tourism using big data analysis and processing, we proposed a smart visiting service management system in order to integrate tourism services into an isolated island. After reviewing the proposed smart visiting service management system in the case study practice, the principles of personal information collection were defined in this work.
