In this time of pandemic where the balance of wellness dimensions is disrupted, neglecting any dimension can impact adversely on the people’s life most especially those who are deprived including their coping strategies and ultimately their survival. A key factor is to ensure that services and policies are in synched with the state of wellness dimensions. This study examined the state of wellness of the thirty purposively selected families in five slum communities in Cebu, Philippines in times of pandemic. One-on-one semi-structured interview was used in order to gather significant data. Discourse analysis was applied which brought about their tales of survival in synched with their eight wellness dimensions. The findings elaborated that the pandemic and the different mitigation measures to curb it, had taken a heavy toll on the wellness of Filipino families in slum communities. However, this did not topple their resiliency and survivability as the social services and other crisis mitigation policies and strategies afforded by the national government and private sectors, albeit insufficient, including the peculiar Filipino attributes and individual initiatives they manifested and done were instrumental. Furthermore, noting that the essential support and services provided for the families in the slum communities were not holistic enough to address the multi-faceted issues hounding their different wellness dimensions, hence, stemming some non-conforming behaviors despite strict quarantine measures. This study recommends that pandemic mitigation measures including essential support and services be reviewed and enhanced in high consideration of human wellness dimensions for them to be more inclusive and holistic.

This article is dedicated to the analysis of the essential hallmarks of social services procurement. The attention is focused on the absence of the unity of the scientists’ thoughts as for the definition of the term “social procurement”. It has been determined that in the foreign scientific literature the scientists to denote the term “social procurement” use the notions “social contracting”, “social order” and “social commissioning”, and they use these notions with slightly different meanings. Therefore, the notion “social procurement” is defined as: 1) activity of a country; 2) form of the state support; 3) complex of measures; 4) legal mechanism. The article has grounded the expediency of the definition of social procurement in the legal relations of social care as a special legal way to influence the behavior of the parties of the social care legal relations. The publication advocates the idea that social procurement is one of the conditions for the rise of the state and private sectors partnership. The state-private partnership in the legal relations regarding the provision of social services is proposed to be defined as cooperation between Ukraine, AR of Crimea, territorial communities represented by the competent state bodies, self-government bodies (authorized bodies in the sphere of social services provision) and legal entities, but for the state and municipal enterprises and establishments, and organizations (providers of social services) regarding the provision of social services, which is carried out on the basis of an agreement and under the procedure set by the Law of Ukraine “On Social Services” and other legal acts that regulate the social care legal relations. The article substantiates the thesis that the subject of the social procurement is social services and resolution of social issues of the state/regional/local levels in the aspect of the satisfaction of the needs of people/families for social services (state/regional/local programs of social services). It has been determined that the main forms of realization of the social procurement in the social care legal relations are public procurements of social services and financing of the state/regional/local programs of social services. The public procurement of social services is carried out under the procedure set by the Law of Ukraine “On  Public Procurement” taking into account the special features determined by the Law of Ukraine “On Social Services”. The social procurement in the form of financing of the state/regional/local programs of social services is decided upon the results of the tender announced by a client according to the plan for realization of the corresponding target program.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

Cet article pose un regard critique sur la catégorie de l’entrepreneur social présente dans le paysage socioéconomique québécois contemporain. L’objectif est de comprendre comment les processus de formalisation et d’informalisation de l’État participent à la construction de cette catégorie sociale. Pour ce faire, nous établissons quatre périodicités des dynamiques d’informalisation des services sociaux de l’État depuis les années 1960. Ces dynamiques ouvrent la voie à une ambiguïté grandissante du partage des responsabilités sociales. Ce mouvement d’informalisation cependant n’est ni unidirectionnel ni unidimensionnel. Nous expliquons qu’il s’agit de changements dans des dynamiques de partage de pouvoirs entre les sphères du marché et du communautaire que tente de réguler l’État. Ceux-ci bénéficient à certains acteurs institutionnels et ouvrent la voie à une nouvelle catégorie sociale elle-même empreinte d’ambiguïté : l’entrepreneur social.This article takes a critical look at the category of “social entrepreneur” present in the socioeconomic realm of contemporary Québec. Its objective is to understand how State processes of formalization and informalization contribute to the construction of such a social category. To that end, we describe four consecutive periods in the informalization of social services by the State since the 1960s. These four periods, as they unfold, contribute to an increasing ambiguity regarding how social responsibilities are to be shared. This process of informalization, however, is neither one-directional nor onedimensional. In our article, we observe that it reflects fluctuations in power between market and community that the State has been trying to regulate. These fluctuations benefit certain institutional actors and pave the way for a new, somewhat ambiguous, social category, that of the social entrepreneur.

In the modern post-industrial societies services are becoming the greatest part of the economy, and through the reallocating role of state – even after the millennium changes – the role of the services organised by the communities is exceptionally high. One of these services is the social care granted by the state and (its parts) the local governments. In my article I summarise the roles of local communities and local governments of some European and non-European states in the organisation of social care. The practical and theoretical legal terms of social assistance and personal social services are presented as well as the general characteristics of models (settlement or regional municipality based) of the organisation of the services. There is also a short description of general financing issues.

The historical aspect of the development of state social policy of social protection of children in Europe from the 17th to 21th centuries is considered in the article. The purpose of the article is to highlight the peculiarities of the historical development of the state policy of social protection of children in European countries of the 17th to 21th centuries and learning from the experience of social protection of children in the context of Ukraine's European integration. The regulatory framework of the system of social protection of children in Ukraine has been studied. The statistic on different categories of children in need of social protection by the state is analyzed. The structure of the system of social protection of children in Ukraine is considered. The research methodology is based on the principle of priority of universal human values. As part of the tools of the proposed work the theoretical one is the analysis and generalization of scientific sources, educational and methodological publications on the theme and synthesis, as well as comparison and generalization of data. Based on the analysis of materials on the peculiarities of social protection in the UK, Germany, France, Sweden and Norway, it was determined that the social protection of children in Europe is characterized by assistance to them in providing conditions for the realization of their rights and freedoms. Equally important is the setting up of various charitable institutions, schools, penal colonies that help children change, as well as the emergence of social services that protect the rights and interests of children. The authors suggest that in the course of the studying the history of the issue of state policy of children’s social protection, there is an opportunity for analogies, the implementation of already proven steps on the path of democratization of national social protection policy. The researchers see the prospects for further research in the study of global innovative forms of social protection and support for at-risk children.

ABSTRACT Faculty Development seeks to support educators in a range of functions in the areas of teaching, research, extension, management and evaluation. The aim of this study was to evaluate faculty development based on the social representations constructed by the teachers of a medical course. A qualitative survey was carried out, using the analytical method of discourse analysis and social representation as a theoretical contribution. Twelve teachers were randomly selected, and a semi-structured interview was conducted for the data collection. The responses, recorded in audio, were transcribed and discourse analysis was performed with the aim of mapping the social representations constructed by the subjects. The social representations were grouped into two categories: institutional development and personal development. Within the category institutional development, three subcategories were identified: Guiding principles of Faculty Development Programs, Teaching-learning strategies used in Faculty Development Programs, and Skills to be developed by faculty. Within the category Personal development, two subcategories were identified: Development as a person and as a social being, and Professional development. Over the years, a variety of social representations have been constructed in relation to the nature of teaching in medical education, but it is only in recent decades that managers and teachers of educational institutions have begun to focus more closely on this topic. In the present study, it was observed that for faculty development to be effective, the educator must have a desire to learn; however, institutional support and recognition are also essential. Faculty Development Programs must be flexible and adaptable, to meet the needs of the institution and its professors, and encourage reflection on their practices, though the exchange of experiences, the development of interpersonal relationships, and collaboration. However, it is vital to identify and facilitate the development of leadership skills, and to systematically evaluate the process and the results achieved. This will encourage teachers to develop in their academic careers and thereby increase the professionalization of teaching. Managers and teachers can sustain a shared mission to win resources, adapt to change, strive for excellence in the leadership of the organization in a national and international context, and consequently, provide a quality medical education.

Annotation. Introduction. The article investigates the main problems in the field of social protection of the population in Ukraine that require an immediate solution. The theoretical approach to the financial support of the social sphere is considered. The reasons for the negative impact on the implementation of budget policy in the social protection system are investigated. The financing of social protection and social security, health and education from state and local budgets of Ukraine is analyzed. Changes in the system of social protection through the transformation of financing of the social protection system are determined. The purpose of the article. It is worth exploring the financial support of social services in Ukraine in recent years. It is also worth offering possible ways to counteract the underfunding of the social sphere from the budgets of different levels. Results. Formation of national social security in the system of public finance management should be carried out on the basis of the system of fiscal norms and to be focused; to ensure effective forms of supporting various social groups that require social protection; transition to cash provision of welfare; Personal assistance to the state is included in income of individuals and families. Taking into account that wages are still the main source of income in Ukraine, it is necessary to increase its share in income, paying special attention to minimal hourly remuneration. Conclusions. The main reason for the negative impact on the implementation of fiscal policy in the social security system is mainly reflected in the implementation of the budget expenditures approved by the state. In addition, during the research process, we have found that in the state budget of Ukraine, social security expenditures and social insurance funds have increased more than doubled over the past five years, indicating the lack of funds in this area.

Dr. Haggerty's commentary "Who Will Monitor Access?" (Pediatrics 57:169, February 1976) raises a question which the Medicaid program in New York State is making a valiant effort to answer through CHAP. CHAP stands for Child Health Assurance Program and is the State Department of Social Services' implementation of EPSDT. The Social Services District of each of the 56 counties in the state must, as part of CHAP, have provision not only to interview the parent of each eligible child at least every six months to offer and arrange for initial and periodic health supervision, but also to followup those who are found to need further diagnosis and treatment.

The relevance of the article is due to the process of progressive aging of the population, so it requires from society to find new ways to work with the elderly and their needs’ realization. The article characterizes the current state of the category of elderly people in Ukrainian society. It is noted that support for the elderly is provided through a variety of resources, for example, formal and informal support networks, volunteering, the state, family, community, and society in general. The formal support network is implemented through the social policy of the state, which is focused on assisting in ensuring the rights of the elderly to their social protection of constitutional rights and freedoms. The aim of the article is to reveal the peculiarities of the needs’ realization of the elderly through formal and informal support networks. Research methods applied: generalization − to study the formal network of support, which is implemented through the social policy of the state and focused on constitutional rights for the elderly and social protection; analysis − combining and representing connections of individual elements, parties, components of a complex phenomenon and so in the comprehension of the whole in its components’ unity. The directions of reforming the system of social services are aimed at an authoritative legal framework, where social protection of the elderly would be enshrined at the appropriate level. They includ: deinstitutionalisation through the creation of a wide network of services and facilities that can provide quality services in the community; involvement of non-governmental organizations in the provision of social services; approach of social services to the place of residence; decentralization of management processes, financing, location of services; empowering older people to choose services and participate in the process; increasing the effectiveness of the provision of social services through the study of needs at the individual level and within individual administrative-territorial units; introduction of quality improvement technologies, including monitoring, evaluation and control.
