Fishery Resources, Environment, and Conservation in the Mississippi and Yangtze (Changjiang) River Basins

<em>Abstract</em>.—The Hanjiang River is the largest tributary of the Yangtze River and contains Danjiangkou Dam, which forms Danjiangkou Reservoir in the middle and upper reaches of the river. During the past 50 years, fisheries resources have changed significantly in the middle and lower Hanjiang River and in Danjiangkou Reservoir. Spawning grounds for major carps and other commercially important fishes have disappeared. Downstream of Danjiangkou Dam, total egg quantity spawned by major carps and other commercially im portant fishes have decreased while similar measures from small-bodied fishes have increased. Important commercial fishes have experienced delayed spawning times and decreased growth. Overall catches of commercial fishes have decreased downstream of the dam, though increased upstream. Some exotic fishes captured in the Danjiangkou Reservoir were likely escapees from cage-culture fish farms in the reservoir or from land-based fish farms around the reservoir. Changes in fisheries resources were presumed related to reservoir management strategies, which produced a narrower range of year-round water temperatures and caused decreases in seasonal water flow variation downstream, overfishing, and eutrophication in the reservoir. To implement a national water diversion policy in central China, the height of the Danjiangkou Dam was increased 15 m in 2012, which significantly increased the impoundment area of the Danjiangkou Reservoir at the end of 2014. Further changes in fisheries resources can be expected in the future. At the present time, management and conservation strategies for fisheries resources need to be developed to ensure future fisheries sustainability for both the Hanjiang River and the Danjiangkou Reservoir.

This paper presents strategies for increasing the effectiveness and efficiency of the school-based speech-language pathologist. Various time management strategies are adapted and outlined for three major areas of concern: using time, organizing the work area, and managing paper work. It is suggested that the use of such methods will aid the speech-language pathologist in coping with federal, state, and local regulations while continuing to provide quality therapeutic services.

Phytoplankton phenology and size structure are key ecological indicators that influence the survival and recruitment of higher trophic levels, marine food web structure, and biogeochemical cycling. For example, the presence of larger phytoplankton cells supports food chains that ultimately contribute to fisheries resources. Monitoring these indicators can thus provide important information to help understand the response of marine ecosystems to environmental change. In this study, we apply the phytoplankton size model of Gittings et al. (2019b) to 20-years of satellite-derived ocean colour observations in the northern and central Red Sea, and investigate interannual variability in phenology metrics for large phytoplankton (>2 µm in cell diameter). Large phytoplankton consistently bloom in the winter. However, the timing of bloom initiation and termination (in autumn and spring, respectively) varies between years. In the autumn/winter of 2002/2003, we detected a phytoplankton bloom, which initiated ~8 weeks earlier and lasted ~11 weeks longer than average. The event was linked with an eddy dipole in the central Red Sea, which increased nutrient availability and enhanced the growth of large phytoplankton. The earlier timing of food availability directly impacted the recruitment success of higher trophic levels, as represented by the maximum catch of two commercially important fisheries (Sardinella spp. and Teuthida) in the following year. The results of our analysis are essential for understanding trophic linkages between phytoplankton and fisheries and for marine management strategies in the Red Sea.

Mountain caribou are an endangered ecotype of woodland caribou (Rangifer tarandus caribou) that live in highprecipitation, mountainous ecosystems of southeastern British Columbia and northern Idaho. The distribution and abundance of these caribou have declined dramatically from historical figures. Results from many studies have indicated that mountain caribou rely on old conifer forests for several life-history requirements including an abundance of their primary winter food, arboreal lichen, and a scarcity of other ungulates and their predators. These old forests often have high timber value, and understanding mountain caribou ecology at a variety of spatial scales is thus required to develop effective conservation strategies. Here we summarize results of studies conducted at three different spatial scales ranging from broad limiting factors at the population level to studies describing the selection of feeding sites within seasonal home ranges of individuals. The goal of this multi-scale review is to provide a more complete picture of caribou ecology and to determine possible shifts in limiting factors across scales. Our review produced two important results. First, mountain caribou select old forests and old trees at all spatial scales, signifying their importance for foraging opportunities as well as conditions required to avoid alternate ungulates and their predators. Second, relationships differ across scales. For example, landscapes dominated by roads and edges negatively affect caribou survival, but appear to attract caribou during certain times of the year. This juxtaposition of fine-scale behaviour with broad-scale vulnerability to predation could only be identified through integrated multi-scale analyses of resource selection. Consequently we suggest that effective management strategies for endangered species require an integrative approach across multiple spatial scales to avoid a focus that may be too narrow to maintain viable populations. Abstract in Norwegian / Sammendrag:Skala-avhengig økologi og truet fjellvillrein i Britisk ColumbiaFjellvillreinen i de nedbørsrike fjellområdene i sørøstre Britisk Columbia og nordlige Idaho som er en truet økotype av skogsreinen (Rangifer tarandus caribou), har blitt kraftig redusert både i utbredelse og antall. Mange studier har vist at denne økotypen er avhengig av vinterføden hengelav i gammel barskog hvor det også er få andre klovdyr og dermed få predatorer. Slik skog er også viktige hogstområder, og å forstå økologien til fjellvillreinen i forskjellige skaleringer er derfor nødvendig for å utvikle forvaltningsstrategier som kan berge og ta vare på denne reinen. Artikkelen gir en oversikt over slike arbeider: fra studier av begrensende faktorer på populasjonsnivå til studier av sesongmessige beiteplasser på individnivå. Hensikten er å få frem et mer helhetlig perspektiv på fjellvillreinen og finne hvordan de begrensende faktorene varierer etter skaleringen som er benyttet i studiet. Oversikten vår frembragte to viktige resultater; 1) Uansett skalering så velger dyrene gammel skog og gamle trær. 2) Dyrenes bruk av et område kan variere med benyttet skalering, for eksempel vil landskap utbygd med veier og hogstflater være ufordelaktig for overlevelsen, men synes likevel å kunne tiltrekke fjellvillreinen til visse tider av året. Forholdet mellom atferd ut fra fin-skalering og stor-skalering sårbarhet hva gjelder predasjon, ville kun blitt avdekket ved flere-skaleringsanalyse av hvordan ressursene benyttes. Ut fra dette foreslår vi at forvaltningsstrategier for truete bestander som eksempelvis fjellvillreinen, må baseres på tilnærminger ut fra ulike skaleringer for å hindre at et for snevert perspektiv kan begrense muligheten for vedvarende levedyktighet.

ABSTRAKPerikanan  tangkap  di  kawasan  Taman  Nasional  Karimunjawa  dikelola  oleh  lebih  dari  satu  instansipengelola.  Setiap  instansi  diduga  mempunyai  peran  masing-  masing  sesuai  tupoksinya.  Saat  ini  belum diketahui secara nyata instansi apa saja yang mengelola beserta perannya. Tujuan penelitian ini adalah untuk mengidentifikasi instansi pengelola yang berperan dalam pengelolaan perikanan tangkap di kawasan TNKJ, persepsi,  aspirasi  dan  partisipasi  nelayan  terhadap  pengelolaan  perikanan  tangkap  serta  bagaimana  strategi pengelola  dalam  pengawasan  perikanan  tangkap.  Metode  penelitian  ini  adalah  studi  kasus  dengan  analisis deskriptif, dimana pengumpulan data melalui wawancara dan studi pustaka. Penentuan responden menggunakan metode purposive sampling, responden terdiri dari nelayan dan instansi pengelola. Hasil penelitian menunjukan bahwa  instansi yang  mengelola  perikanan tangkap adalah Unit  Pelaksana  Teknis   Pelabuhan Perikanan Pantai Karimunjawa, Balai Taman Nasional Karimunjawa, Dinas Perikanan, Polisi Air   dan Tentara Nasional Indonesia Angkatan Laut dan Satuan Kerja Pengawasan Sumberdaya Kelautan dan   Perikanan. Pembagian peran masing- masing instansi pengelola sudah sesuai dengan bidang masing-masing  serta tidak terjadi tumpang tindih kewenangan. Sinkronisasi dan koordinasi sudah dilakukan, hal ini terbukti   dengan  adanya  Nota  Kesepakatan Bersama. Sebanyak 80% nelayan setuju dengan peraturan yang diterapkan. Partisipasi nelayan terhadap sosialisasi dan pelatihan rendah yaitu 35% dan 19%. Strategi pengelola dalam pengawasan perikanan tangkap adalah dengan membentuk dan memberdayakan Pengawas   Perikanan  dan  Kelompok  Masyarakat  Pengawas  secara  sinergi. Strategi untuk  meningkatkan partisipasi  nelayan  dalam  sosialisasi  dan  pelatihan  adalah  dengan  memberikan penyadaran  motivasi dan  apresiasi berupa penghargaan dan pendampingan. ABSTRACTCapture   fisheries   in Karimunjawa National   Park   are   managed by   more   than one   management institutions.  Each  institution  is  assumed  to  have  their  respective  roles  according  to  their  basic  tasks  andfunctions. It is not yet known exactly what institutions are managing along with their roles. The purposes of  this study  were to know what institutions  were involved  in the management of capture fisheries in TNKJ  areas, perceptions, aspirations and participation of fishermen on the management of capture fisheries and  how the management strategy in the supervision of capture fisheries. This research method was case study with descriptive analysis, where data collected by interview and literature study. Determination of  respondents used purposive sampling method, respondents consist of fishermen and manager institution. The results showed that the institutions that managed capture fisheries were Technical Implementation Unit  Karimunjawa Fishery Port, Karimunjawa National Park Office, Fisheries Official, Water Police and Indonesian National Army – Navy and Work Unit of Supervision of Marine and Fisheries Resources. The  division of roles of each institution agency was in accordance with their respective fields and there was no  overlapping authority. Synchronization and coordination had been done, it was proved by the Memorandum of Understanding (MoU). As many as 80% of fishermen agree with the regulations applied. The  participations of fishermen on socialization and training were low at 35% and 19%. The management strategies in the supervision of capture fisheries were by establishing and empowering Fisheries Supervisor  and a group of supervisor community (PokMasWas). The strategies to increase the participation of fishermen in socialization and training were by giving awareness of motivation and appreciation in the form  of recognition and assistance.

Dangerous and useful at the same time: management strategies for the invasive black locust The North American black locust (Robinia pseudoacacia) is considered controversial as many other introduced tree species because of its both positive and negative properties. Based on a literature review and own data we analyze the occurrence of black locust in Czechia and Switzerland and present the management approaches in place. In both countries, black locust is on the blacklist of invasive introduced species. It can grow in a wide range of habitats from urban and agricultural landscape to dry grassland and forest. Meanwhile, the species became in many places part of the environment and human culture, so that neither unrestricted cultivation nor large-scale eradication is feasible. We suggest a context-dependent management which respects the different needs and takes into account the local environmental conditions, land-use, habitat type, risk of spread as well as economic, cultural and biodiversity aspects. To this purpose we propose three management strategies: 1) control respectively gradual suppression of black locust in forests where the species is not welcome, 2) its eradication in sensitive ecosystems as dry grasslands or clear and dry forests and 3) its tolerance in intensively managed agricultural landscapes and in urban environment.
