The article examines the problems of cultural heritage, which occupies a special place in the Kazakh worldview, the historical and philosophical analysis of this topic is a requirement of modern science. This is determined by spiritual, social, political and ideological factors. By cultural heritage, we mean spiritual values such as cultural traditions, stable standards of perception and behavior, moral norms, stereotypes of thinking, political, legal and philosophical ideas, aesthetic concepts. It is these traditions that constitute the historical roots of the modern life of the people and reflect its essence. Every society has a culture formed as a result of centuries of human development. Culture as the main form of dissemination of social experience contributes to the vitality of society in history and always preserves the experience of previous generations. At the same time, the peculiarity of culture is that it is a public memory. Culture is a historical memory that always provides constant spiritual, moral and intellectual qualities to the surrounding human environment. In this case, culture is a collection of heritage information that is formed, preserved and disseminated by humanity. Historical and philosophical study of cultural heritage strengthens spiritual culture. It is important for Kazakhstan to update the philosophy based on national cultural values.

Changing the worldview and cultural paradigm of the modern world with the inherent transformation of value orientations and the search for the life-meaning foundations of being leads to increased interest in the problems of spirituality. After all, spirituality is the most important pillar of human existence and the highest principle that determines the essence of man and his over-welcoming purpose. In the historical memory of the people, in its cultural traditions, spirituality has been sanctified for millennia by a religion that sought to restrain primitive instincts and affirmation at all levels of being a moral person. Religion, as a spiritual phenomenon, is directly connected with man, with his attachment to the high meanings and the semantic fullness of being in general. The search for meaning promotes a person beyond the limits of the actual being given to him and ensures the integrity of the individual, affirmation of the person as an origin and bringing it to the culture and values.

The rescue and preservation of its history strengthens the identity of the people in their own territory, however, the Paraíba state still needs investments in the sector to modernize the way of registration of its cultural heritage. Based on the technologies currently available, with emphasis to the geoprocessing, it is appropriate to use collaborative mapping techniques to record and share information, with a goal to the preservation and dissemination of history. Because it is a constantly evolving technology, a simple, free and practical solution is presented through the use of GIS Cloud and smartphone as equipment to collect geo-referenced data. Therefore, the objective of this work was to map the cultural heritage of Princesa Isabel (PB) using a smartphone and applications capable of executing the geoprocessing for collecting, storing, managing and sharing georeferenced data. The dynamic maps produced provide information synthesized in a user-friendly interface that makes navigation easier to any user. These maps are shared in Google My Maps. Hellenistic literature, having great achievements in the fields of philosophy, drama, and poetry, did not know the theological concepts and issues which underlie the texts contained in the Hebrew Bible. So when the creators of the Septuagint, and then also the authors of the New Testament, used the Greek language to convey God’s inspired truths to the world, they were forced to give secular terms a new theological meaning, frequently choosing neutral words for this purpose, not burdened with negative associations. With their translation work, they built a kind of bridge between Hellenic and Jewish cultures. On the one hand, the Septuagint allowed Jews reading the Bible in Greek to remain connected not only with the religious heritage of their fathers, but also with the cultural values that were closely related to that language and its world. In turn, for the Greeks, who after some time began to appreciate this work and gained knowledge of its content, it opened vast horizons of new religious and spiritual values, which until then were completely alien to them. The work of the authors of the Septuagint was continued and developed by the authors of the New Testament, which added to their theological output many new religious and moral values arising from the teaching of Jesus Christ. That way they contributed considerably to the development of the Koinē Greek and significantly transformed the spiritual life of the people speaking the language.

This article substantiates the need to consolidate human rights through various international legal mechanisms, including regional conventions on human rights that reflect specific legal and cultural values. The authors analyzed the Oriental legal values that differ from those in the Occidental. Borrowed elements of foreign culture and standard legal norms do not provide effective implementation of international documents at the national level. In fact, a lot of contemporary conflicts originate in the gap between the official legal ideology and the traditional legal consciousness, which is typical of most Asian countries. The interdisciplinary and civilizational (sociocultural) approaches revealed that most Shanghai Cooperation Organization countries adhere to the so-called Asian values, e.g. collectivism; priority of family, clan, and nation interests; idealization of the authorities; detachment from active political and legal life, adherence to moral norms, etc. The authors believe that, along with the Universal Declaration of Human Rights, there may be regional concepts and international regional acts based on civilizational identity, historical memory and experience. Eurasian countries need a new concept of human rights, which will combine universal and Asian legal values, e.g. priority of the community and state over the individual; the advantage of public order over the personal rights and freedoms; common wellbeing; significance of moral and religious rules; admiration for strong political leaders, etc. This concept will make it possible to integrate Asian mentality, lore, and national philosophy into standard human rights. The concept might help to resolve various conflicts that occur between global legal ideology and traditional legal mentality of most Asian societies.

The article describes the folklore and literary evolution of the historical figure Marusia Churai in the prose, poetic, dramatic works of writers of the XIX– XX centuries. The concept of «folk song» is actualized, where folklorisms have a text-centric purpose for linguistic portrayal of the studied character. It is noted that Marusia Churai was the probable author of several dozen songs, which are now considered folk, and that the history of entering the literature of the author of the songs began with the folk ballad «Oh, don’t go, Hryts», which echoes similar pagan mythological legends. Based on the research of famous scientists, all the author’s texts, integrated with the plot of Hrits’s poisoning, are divided into two groups: 1) those that freely interpret the ballad; 2) those in which the content of the folk song is intertwined with ancient legends about Marusia Churai. A comparative analysis of semantic-semantic transformations, indicative of individual-author verbalization of thought in a number of artistic texts. Emphasis is placed on the novel «Marusia, Malorussian Sappho» by O. Shakhovskyi and on the historical novel in verse «Marusia Churai» by L. Kostenko. These are key works in which the precedent name of the author of the songs reflects the essence of the linguistic and aesthetic signs of Ukrainian culture, plays the role of a mythologeme or linguoculture, respectively. In conclusion, it is emphasized that Ukrainian society, being at the turn of worldviews, needs the protection of ethnolinguistic cultural values that maintain the connection of generations, accumulate the historical memory of the people.
