Abstract In 1911, Dutch parliament changed and expanded the vice laws of the penal code. The most controversial change was the introduction of art. 248bis Sr., which created a specific age of consent (21) for homosexual contacts, while it remained 16 for heterosexual behaviour. According to Attorney General E.R.H. Regout, homosexuality was spreading rapidly, resulting from the seduction of minors between the age of 16 and 21. Referring to Greek pederasty, he claimed that adult homosexuals preyed almost exclusively on this age group. Once seduced, a minor would become a homosexual himself. Although a memorandum briefly mentioned that the new article would also apply to women, lesbian behaviour was not discussed at all during readings in parliament: originating from his previous role as public prosecutor, boys and young men were the minister’s sole concern.Most publications about 248bis Sr. are descriptive with a near self-evident focus on its repressive nature. This contribution also recounts the way in which Regout’s proposal was turned into law. Yet, based on a rereading of parliamentary papers, as well as on extensive archival research by the author, it raises questions viz-à-viz Regout’s concern over young males and its relationship to contemporary sexual folk knowledge and prevailing etiologies. Moreover, this article will argue that 248bis, aside from criminalising aspects of homosexual behaviour, also turned a disciplinary eye towards male adolescents at a time when puberty as a cultural construct began to emerge.

The United Arab Emirates (UAE) anti-corruption framework targets bribery of domestic and foreign officials, corruption, and even facilitation payments. The laws, which appear in legislative initiatives regulating a variety of industries and areas, create a robust system to combat both public and private-sector corruption and bribery. A 2016 amendment to the Federal Penal Code strengthened the legal framework against public corruption, fraud, and embezzlement with a view to strengthening the laws that protect the public trust. The anti-corruption framework can be found primarily in the UAE’s civil law, its Federal Human Resources Law, and its penal code. The enforcement is handled by the police, the Office of the Public Prosecutor, the Ministry of Justice, and the State Audit Institution. Given the increased international cooperation between regulatory agencies, the UAE’s enforcement agencies and its regulators will be at the forefront of the global fight against corruption. This is especially true given the UAE’s growing importance in regional and global financial markets.

Nowadays, wide span and diversity of new types of crime have provoked a social crisis. To prevent the crime, various reactions have been revealed in different societies. However, such responses are originated in retributive and intimidation thoughts. Public opinion and lack of knowledge in properly treating with crimes have been the main reasons why governments tend to repressive reactions, while prevention of crime occurrence topics should be considered in the first priority of crime policies of countries. Attorney general’s appearance in prevention realm is complicated and sensitive and deemed as a most challenging subject. Because he in charge of public prosecutor is the keeper of individuals, social, government, people’s benefits and guardian of social security. But his range of intervention is under question and is a serious and challenging argument. The present study aims to know the different kinds of challenges and available solutions in the light of explaining the dissuasive methods and also to prevent the increasing of crimes number and social security threat by the most effective tools and prevention methods and perform our duties favorably and properly in accordance with meet the needs of criminal justice goals. The method used in this study is analytic-descriptive and is prepared using library valid documents and books. We conclude that in social prevention level, the governmental organizations are not the only effective and responsible but by considering international experiences in performing patterns of prevention management, it seems that performing prevention plans through social institutions and NGOs (particularly in social prevention)is highly effective in crime occurrence prevention.

Myelodysplastic syndromes affect an older age group with a median age at onset in the eighth decade of life. As such, there is a relationship between the pathogenesis of MDS and age-related processes affecting haematopoietic stem/progenitor cells and/or the bone marrow microenvironment. MDS with an onset in younger people may be associated with recognised hereditary myeloid malignancy syndromes, and ‘forme fruste’ presentations of inherited syndromes in later life are now increasingly recognised such as germline mutations in DDX41. The considerable clinical and research interest in hereditary disorders is reflected in the relative emphasis within our manuscript. Prior chemo/radiotherapy is a clear cause of MDS but the predisposition factors for therapy-related MDS remain unclear. Clonal haematopoiesis is common in older people and may evolve to MDS, although once again, the biological factors driving this evolution are largely unknown. Finally, environmental exposure to genotoxic agents is likely to play only a minor role in the contemporary occupational/recreational setting.

Law Number 11 / 2008 on Information and Electronic Transaction (UU ITE) is the regulation concerning on criminal law in addition to the Criminal Code (KUHP). UU ITE is commonly regarded additional regulation of the Criminal Code as a special law (lex specialis) in which Penal Code is deemed as lex generalis. It is based on the principle of lex specialis derogate legi generalis. This article uses legal research to review the decision of District Court in Bandung Number 1033/PID.B/2014/PN.BDG where it comprises legislation and cases. It concludes that the judge is not frugal in applying the principle lex specialis derogat legi generalis in the consideration. This is associated with the indictment of public prosecutor which only prejudges with article 303 paragraph (1) to 2. In contrast, the indictment which does not meet the requirement of a careful, clear, and complete description asserts to become void by law. Abstract. Background: We analysed differences in hospitalization rates for venous diseases such as pulmonary embolism (PE), deep vein thrombosis (DVT), sinus vein thrombosis (SVT), portal vein thrombosis (PVT), and Budd-Chiari syndrome (BCS) as well as for arterial diseases such as myocardial infarction (MI) and embolic stroke (ES) in females and males aged 10 to 39 years. Patients and methods: Detailed lists of hospitalizations with the principal and additional diagnoses for PE (ICD-code I26.0 + I26.9), DVT (I80.0–I80.9), SVT (I67.6), PVT (I81), BCS (I82.0), MI (I21.0–I21.9), and ES (I63.1 + I63.4) in males and females aged 10 to 39 years in the years 2006 to 2015 were provided by the Federal Statistical Office in Germany. Results: Considering the 10-year period there were more female than male cases hospitalized with the principal diagnoses for PE, DVT, SVT, and BCS. Looking at the principal diagnosis of the year 2015, one can see a steep increase in numbers of hospitalization for PE, DVT, and SVT in females ranging from the ages 12 to 13 and 14 to 15 years compared to males. The curves of PE and DVT meet again in the age group between 32 and 33 years, but not for SVT. The greatest differences are seen at the end of the second and at the beginning of the third decade of life. In contrast, MI was more frequent in young males beginning at the age of 18 to 19 years. The number of female and male cases with ES and PVT were almost similar in the different age groups. Conclusions: The presented data show higher hospitalization rates for females in the age group 10 to 39 years for different venous thrombosis but not for MI and ES.

In the Indonesian criminal justice system, every public prosecutor possesses the authority to cease criminal prosecution in the name of public interest. In contrast, in the Netherland, only the Attorney General (Procureur Generaal) at the Supreme Court has this authority.  This article discusses this authority to cease of terminate criminal prosecution in the name of public interest.  To do this a comparative approach is used in which the ruling of this authority to terminate criminal prosecution as found in the Draft of the Indonesian Criminal Code will be compared against the same regulation and policy used in the Netherlands.  A doctrinal and comparative law approach will be used. One recommendation resulting from this research is the need to re-evaluate the existing procedure and requirement of terminating criminal prosecution in the public interest in the Indonesian context and the introduction of Rechter-Commissaris into the criminal justice system.

While there is a theoretical and empirical consensus that specific cognitive abilities gained through deliberate sports practice influence sports performance, it is less clear whether basic cognitive abilities that are not specifically related to sports practice are relevant to sports performance. Accordingly, this research examined the roles of basic concentration and visuospatial ability in adolescent soccer performance. Participants were 46 adolescent male soccer players ( Mage = 16.15 years, standard deviation = 1.13) who averaged 7.21 years (standard deviation = 2.2) of prior soccer training. We measured participant’s basic cognitive abilities with the Corsi block and the concentration grid tasks, and we measured their soccer performance through five soccer skills. Concentration had no predictive role in elements of soccer performance, but visuospatial ability was significantly related to tactical abilities, technical skills, mental toughness, and situational awareness and thus, to overall soccer performance. These findings provided support for the importance of visuospatial ability but not concentration (as measured by the concentration grid) in young males’ soccer performance.

ABSTRACTThe use in dairy cattle improvement of loci associated with quantitative effects that might be found by genetic analysis is discussed. These methods can make a significant contribution only if they result in the identification of quantitative loci whose inheritance can be followed in a simple Mendelian manner. Another possibility, the identification of genetic components of production having a higher heritability than overall production, would make only a minor contribution to increased genetic progress. Selection of young males, according to the estimated breeding value associated by linkage with particular marker alleles in their sire, will not make a detectable contribution to genetic improvement.

Abstract Exercise order is an essential variable of resistance training (RT) programs which is usually related to repetition performance. The purpose of this study was to investigate the acute effect of different resistance exercise order on the number of repetitions performed to failure and related ratings of perceived exertion (RPE). Thirteen male adolescents (age: 14.46 ± 1.39 years, body height: 165.31 ± 12.75 cm, body mass: 58.73 ± 12.27 kg, estimated body fat: 21.32 ± 2.84%), without previous experience in RT, performed four resistance exercises: incline leg press (ILP), dumbbell lunge (DL), bench press (BP) and lying barbell triceps extension (TE) in two sequences - Sequence A (SEQA): ILP, DL, BP and TE; sequence B (SEQB): ILP, BP, DL and TE. The exercise sequences were performed in a randomized crossover design with a rest interval of 72h between sessions. Within-subjects analysis showed significant differences in the number of repetitions performed to failure in both sequences, but not in the RPE. Post-hoc tests revealed significant decrements in the number of repetitions from the first to the remaining exercises in both sequences. However, pairwise comparisons did not indicate significant differences between the same exercises performed in different sequences. In conclusion, the results of the current study in adolescents suggest that the main exercises should be performed at the beginning of the RT session.

Background: Muscle strength has been studied as a predictor of general health and many diseases.  Data on muscle strength of healthy adults are scarce in Assam. Aim of the study was to describe normative data for hand grip muscle strength and endurance among healthy young males and females of age group 18-21. Also, to find out any correlation between muscles strength and endurance.Methods: We have selected 79 healthy volunteers of both sexes of age group 18-21 years. We have measured muscle strength by hand grip dynamometer. Muscle endurance was calculated by asking the subjects to hold the dynamometer at one third of their muscle strength as long as they can.Results: In this study there were 46 males and 33 females. Mean muscle strength among the males is 27.09(SD7.05) and among the females is 10.76(SD6.19). Similarly mean endurance among males is 41.78(SD31.72) and among females is 16.15(SD9.81). These higher values of muscle strength and endurance in males are statistically significant. We have also found positive correlation between muscle strength and endurance in both the sexes.Conclusions: In this study we have seen that muscle strength and endurance of healthy young males are more than that of females. And also, muscle endurance increases with increase in muscle strength.
