Any company, regardless of size or field of activity, can face several strategic and tactical challenges, especially when there are sudden economic changes, caused by emergencies and unexpected events, such as Covid-19. In order to adapt to ever-changing circumstances and opportunities, many companies are forced to make fundamental changes to their strategies and pay more attention to treasury management in order to achieve sustainable development.

Abstract. Economic changes in the context of globalization have left adolescents from Latin American contexts with few opportunities to make satisfactory transitions into adulthood. Recent studies indicate that there is a protracted period between the end of schooling and entering into formal working activities. While in this “limbo,” illicit activities, such as drug trafficking may emerge as an alternative for young people to ensure their social participation. This article aims to deepen the understanding of Brazilian youth’s involvement in drug trafficking and its intersection with their schooling, work, and aspirations, connecting with Sustainable Development Goals (SDGs) 4 and 16 as proposed in the 2030 Agenda for Sustainable Development adopted by the United Nations in 2015 .

Subject. The article discusses Russia’s economy and analyzes its effectiveness. Objectives. The study attempts to determine to what extent Russia’s economy is effective. Methods. The study is based on the systems approach and the statistical analysis. Results. I discovered significant fluctuations of the structural balance due to changing growth rates of the total gross national debt denominated in the national currency, and the stability of growth rates of governmental revenue. Changes in the RUB exchange rate and an additional growth in GDP are the main stabilizers of the structural balance, as they depend on hydrocarbon export. As a result of the analysis of cash flows, I found that the exports slowed down. Financial resources are strongly centralized, since Moscow and the Moscow Oblast are incrementing their share in the export of mineral resources, oil and refining products and import of electrical machines and equipment. Conclusions and Relevance. The fact that the Russian economy has been effectively organized is proved with the centralization of the economic power and the limits through the cross-regional corporation, such as Moscow and the Moscow Oblast, which is resilient to any regional difficulties ensuring the economic growth and sustainable development. The findings would be valuable for the political and economic community to outline and substantiate actions to keep rates of the economic growth and sustainable development of the Russian economy.

In this paper the author suggests a methodological toolkit for assessing the sustainability of the investment and construction complex at the meso-level of management. To ensure the sustainable development of the investment and construction complex, it is necessary to maintain the effective industrial structure that ensures the achievement of social effects, assists to preserving the trend of long-term economic growth and contributes to the increase in competitiveness of domestic construction enterprises. The methodological toolkit is based on the methods of the pricing theory and is necessary for the scientific substantiation of the accepted managerial decisions at the level of industrial management, for the formation of the optimal industrial structure, and for the development of effective methods of a tax policy. Practical implementation of methodological developments, conducted through the example of the regional investment and construction complex of the Voronezh region, allowed empirically to confirm the formulated principles of planning and implementing the organizational and economic changes in the management system of the investment and construction complex to ensure its sustainable development.

In the paper it is emphasized that in the course of the last three decades became stronger the dynamics of the development of all economic processes in society and under conditions of current economic changes realization come the first place not the tools of development, but new economic concepts. A generation of economic concepts of the present is presented. A current stage of society development raises new conditions and problems the solution of which requires conceptual breaks for the formation and realization of a new mechanism for a economy sustainable development and also new tools in a global integrated market which could embrace all variety of indices on the basis of their optimization of correspondence to market relations. The authors have moved a regulation of a necessity and possibility to develop a new concept and new tools on a global level within the bounds of a “unified theory of market correspondence”.

The condition of the motor transport industry largely defines the progressive socio-economic changes in any country. It also serves a basic index of state development from the perspective of standards of living and healthy environment for economic growth and business activities. The motor transport industry reflects efficiency of the state policy, which also includes effective budget funding of the industry. The most developed countries make a considerable effort to maintain the motor transport system infrastructure and to stimulate development and integration of innovation technologies, which meets the goals of the national economy’s sustainable development. Paper analyzes some modern patterns and prospects of transport industry development on the examples of Asia and Russia economical systems.

The study posed and solved the problems of theoretical and methodological substantiation of the management of modeling of the provision of vital functions of the population and the functioning of national economic facilities. An approach to modeling the level of life and stability of the region’s dynamic systems is presented. The mathematical apparatus and methodological support were used using the methods of linear matrix inequalities and non-quadratic Lyapunov vector functions, together with the method of optimizing linear series of a combination of partial and average values of integrated socio-economic indicators. Methods for evaluating managerial decisions and differentiating regions at the level of constituent entities of the Russian Federation are proposed and tested using the example of Vladimir, Ivanovo and Ryazan regions. Studies have established that the level of economic viability of the population is a priority indicator in characterizing the level and quality of public administration and determining the differentiation of a region (territory). As a result of the analysis, we came to the conclusion that the solution to the problems of increasing the sustainability of the economic development of regional economies should be associated with the following processes: strategic management as a continuous process of substantiating and selecting promising goals for the sustainable development of the region and developing specific plans and programs to achieve these goals; financial modeling as a system of forms, methods and techniques for managing cash flows, financial and material resources of the region, aimed at ensuring sustainable development of the territory; optimization of production and technical activities as a set of methods, principles and management tools for the transition to modern technologies and environmental quality standards; legal regulation as a process of targeted impact on social, economic, environmental and social relations occurring in the region, with the help of legal (legal) institutions; formation of the organizational structure and strengthening of the administrative resource (intensification of the impact of socio-political forces on socio-economic development). In these conditions, one of the guarantors of the implementation of measures to achieve balance and sustainable development should be local authorities.

In 1713-1721 Peter the Great issues a series of interrelated and complementary decrees aimed at the curbing of corruption. In the office documentation of those years, they were called “prohibitive”. At the same time, the tsar is taking energetic organizational measures designed to ensure the practical implementation of this legislation. The author wonders why it is during these years that the monarch is launching an unprecedented fight against corruption. The answer is seen in the fact that this legislation was caused by serious changes in the Russian economy, which gave rise to large-scale and systemic economic crime. First of all, these changes have occurred in the field of finance and taxes. They were associated with the saturation of the national economy with money, the transfer of most of the taxes and fees into monetary form, and the widespread practice of public procurement. The intensification of cash flows with weak control by the state, the access to state funds opened by both officials and private individuals led to a sharp increase in the criminalization of the economy. Thus, Peter's “prohibitive” decrees became not only a reaction, but also an important indicator of economic changes; they designated corruption as a systemic threat to the interests of the state for the first time.

<p>Over the last three decades the ecotourism industry has experienced significant socio-economic changes in many countries. The notion of tourist destination has moved from traditional concept that focuses on a time of leisure and enjoyment to one more friendly to the environment. The new forms of tourism are promoted as environmentally safe way for rural communities to generate income from natural resources (Kline, 2001). In other word, nowadays tourists are concerned with <em>“green” </em>(ecotourism) that prioritize sustainable development in the management of the tourism industry. </p>
