The widespread proliferation of information and communication technologies and the task of meeting the sustainable development goals by overcoming the uneven access of the younger generation to information and communication technologies require the presence of the high level of the ICT competence and the ability to carry out tutoring activities in the information society for teachers-to-be. The paper offers the methodological approaches (contents, methods, tools, and technologies) of forming the tutor ICT competence in the process of future teachers’ professional training. The educational content, which aims at building the ICT competence of teachers as tutors is distributed over the entire period of students’ study at higher educational institutions. During the study of compulsory subjects in the Bachelor program and the "Organization of distance learning in the educational institution" elective discipline in the Master program, students are familiarized with theoretical and methodological aspects of the use of ICT in tutoring. The main method of forming the tutor ICT competence is the portfolio method, in particular, the use of e-portfolio. As the main means of the formation of the tutor ICT competence, computer training programs, e-resources, Internet resources, mobile applications, virtual and augmented reality are determined. E-mail, blogs, social networks, webinars, chats have been used as the technologies of network interaction for forming the tutor ICT competence. In order to identify effective methodological approaches to the formation of the ICT competence of future teachers as tutors, the study has been conducted based on the collection of information by means of questionnaires and statistical processing of the results. The analysis of the results of the pedagogical experiment and comparison of indicators of control and experimental groups before and after the study have shown the effectiveness of the proposed methodological approaches to the formation of the tutor ICT competence. Implementation of these methodological approaches has become possible due to the introduction of information and educational environment with distance learning technologies and information and communication technologies as its main components.

Negative trends in the system of library education in the Republic of Cameroon and their the exterior and intrinsic factors are examined. Among the exterior factors are: the low economic development of the country and the labor market; lack of efficient standards and laws and state regulation of education, culture and library activities; low literacy and education level; undeveloped information culture; severe natural and climatic conditions. Insufficient standard, regulation, methodological, staff and logistical support of library education, insufficient application of modern pedagogical and information and communication technologies of education make the intrinsic factors. The author also emphasizes that the exterior and intrinsic factors are interrelated and interdependent: developed information and communication technologies, finances and logistics of library professional education always depend on the country’s economic development, and library education legislation depends on the national policy for libraries and education, and this is true for the Republic of Cameroon. Until the negative factors are eliminated, the level of professional training of librarians and their professional motivation will remain low.

Educational multimedia resources are included in the learning process as a "support" means. In this case, information resources serve as a means of intensifying the training process, individualization of learning and partial automation of routine work of the teacher related to the integration, monitoring and evaluation of students' knowledge.Relevance The article discusses the fundamental changes occurring in all spheres of society in connection with the introduction of information and communication technologies (ICT), not only open up broad opportunities for the development and information support of the individual, but also pose new challenges for the education system [1]. In the most general form, these tasks are aimed at the formation of the individual’s readiness for life and professional activity in the information society. Thus, the modern social order requires the improvement of professional training of specialists owning information and communication technologies, including multimedia technologies. Methods The use of multimedia tools to control knowledge. Such tools can be used both for intermediate knowledge testing (within the study of one topic of the course of database fundamentals), and for the final knowledge test (after studying a section or course). As a rule, students have a positive attitude towards tests submitted using a computer, and in determining the results there are no problems with biased (formal) grading. Such tests depending on the level of complexity, the number of questions and other parameters can be used at any stage of the study of the discipline. Results Students may encounter some difficulties caused by lack of experience with the test form of control. Testing requires students not only knowledge of a certain educational material, but also the ability to work with it, i.e. understand the specifics of the test tasks. To do this, apply in the classroom interactive tests. The Internet is also used to solve tests in on-line mode.Organized in the classroom and after school hours, working with interactive tests forms the students' core information competencies, and for many they are the ones that are most relevant today and will be needed in the future.Discussion The authors of the article describe the introduction of multimedia resources, their presentation as a complex process leading to changes in the content of education, revision of the methods and forms of organization of the educational process, the construction of
