The article determines the effectiveness of increasing the volume of knowledge, skills and abilities of students in the context of informatization in such regulatory documents as the State Program for the Development of Education of the Republic of Kazakhstan for 2020-2025, the Law of the Republic of Kazakhstan "On Education", the State Program "Digital Kazakhstan", theoretical basics of literacy of information and communication competence of a teacher. The article discusses the need for any future teacher in the information society to master the basics of information knowledge, use information and communication technologies (ICT) for self-education and develop skills to use their potential as a cognitive and didactic tool in professional activity. The needs of future teachers in the country's universities and the main directions of social and pedagogical activities are described. There are also links to the formation of information and communication competencies of future teachers and a review of the work of domestic and foreign scientists.

The problems of professional training of future teachers in a pedagogical university are considered in the article. The relevance of this study in the regulatory documents adopted in the Republic of Kazakhstan, as well as the structure of professional training of teachers as a pedagogical system in scientific and pedagogical research are analyzed. The essence and place of the school course of Informatics among general education disciplines and the importance of professional training of future teachers of computer science in the context of digitalization of education have been substantiated. The components of the professional activity of a teacher of informatics are determined. The terms information and communication technologies and digital technologies are considered and the differences between these terms are described with examples. The stages of studying informatics in general education secondary school according to the updated curriculum and requirements for the professional training of informatics teachers are described. Recommendations for improving the professional training of future teachers of informatics are given.

The changes taking place in the higher education system in the Republic of Belarus require the search for new pedagogical teaching technologies, the updating of tools, methods and methodological techniques. At Polotsk State University, innovative pedagogical practices and technologies, information and communication technologies and distance learning technologies are widely used in the training of specialists in physical education. When choosing and implementing new pedagogical practices, technologies, forms and methods of teaching, constant requests for the formation of future specialists ’ competencies are taken into account. The use of innovative teaching methods increases the quality of students ’ knowledge, interest in studying the course and future professional activity.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. the article reflects the results of a study carried out in the Republic of Mordovia on the problem of creating a safe information sphere for children. The presented results characterize the interests of children in the use of information and communication technologies before and during distance learning in connection with COVID-19. During distance learning, children have increased the time they spend at the computer, on the global Internet. This leads to increased risks and threats to children in the information space. The efforts of the state and society should be aimed at creating a safe information space for children.

The comparative characteristic of features of standards description is carried out and the features that characterize and define the ICT training of future teachers best of all are defined.

In this day and age, information security is becoming a priority not only in the system of international economic relations but also at the state level. This study aims to study the effect of a ‘digital’ country’s information security on its political stability through quantitative analysis. The study is a mixed research design with a focus on the Russian Federation and the Republic of Kazakhstan. Its methodological basis is represented by the collection and analysis of data on the level and nature of cybersecurity threats (Global Cybersecurity Index, the number of cyber incidents) and on the level of political stability (Political Stability and Absence of Violence/Terrorism indicator of the Worldwide Governance Index). The results of the study show that Russia with a GCI 2020 score of 98.06 and Kazakhstan with a GCI score of 93.15 have relatively low levels of political stability. This is evidenced by their 45.7 and 25.7 percentile ranks on Political Stability and Absence of Violence/Terrorism and a high frequency of offenses using information and communication technologies. Findings suggest that with a high level of commitment to information security, the growth in cyber incidents will not necessarily affect political stability. The obtained findings provide countries an insight into cybersecurity within the national system as well as present a great deal of data on best practices to work through gaps in the national culture of cybersecurity at the state level. The results and methodology of this study can be used by officials to develop information security strategies and tactics, as well as by other researchers for quantitative analysis of the relationship between information security and political stability of different countries and regions.

The article is devoted to the problem of readiness forming technology for the use of information and communication technologies by future teachers of English at the professional activity. The aim of this article is to ground and analyze suggested technology. The actuality of the research is caused by the necessity to train competitive specialist under the conditions of modern educational information environment. The essence of technology for readiness forming of mentioned activity is considered in the article, the strategies, aspects and levels are underlined, the functions of feedback are denoted as well as the main characteristics are analyzed. Pedagogic conditions which ensure the effectiveness of readiness forming technology for the use of information and communication technologies by future teachers are denoted.

Modern Federal State Educational Standards of pedagogical specialties for which training is conducted in institutions of secondary and higher professional education, and the Professional Standard of a Teacher require to create conditions in the educational process for forming information and communication competence of future teachers. Main components of information and communication competence of a teacher are described in the article, modern approaches to determining the structure and content of this concept are highlighted, current features of the functioning of information and communication technologies in education system are revealed, the diverse methodological experience of organizing students’ training on information and communication technologies is summarized, principles and conditions for using information and communication technology tools in the process of teaching academic disciplines “Information technologies in professional activities” at university and “Pedagogy” in teacher training college are substantiated.

The main idea behind the Concept of Contemporary Ukrainian Education is to ensure its quality in accordance with the demands of consumers of educational services, the requirements of the state, international standards and society. One of the leading tendencies in the development of today's professional education is to increase the attention to the issues of training of a qualitatively new level, which are capable of professional self-realization, self-development, creative search, and ability to use new pedagogical technologies in future activity. The starting point in the proper preparation of the future teacher is to ensure their own readiness for the didactically conditioned and pedagogically effective use of information and communication technologies in professional pedagogical activity. Today, the leading educational trend is to integrate visualization technologies into educational practice. Accordingly, the purpose of the article is to analyze the state of preparation of future teachers of the disciplines of the natural and mathematical cycle for the introduction of imaging technologies in their own professional activity. According to the purpose, the tasks, which consist in the analysis of curricula, other providing and corresponding documentation on the outlined direction of preparation for preparation of future teachers of natural and mathematical direction in higher pedagogical educational establishments in the course of preparation of the course, are being singled out. , as well as an analysis of the syllabuses of the disciplines that exist in this area, to ensure that students are prepared to create copyright and adaptations of existing digital visual didactic tools. The article used general scientific methods of research, such as, analysis of scientific, pedagogical and psychological works, information sources on the problem of research, systematization of the views and achievements of scientists, synthesis and generalization of theoretical positions. Higher education institutions have been reviewed for such training for future educators. The research conducted by the authors gave grounds to consider it necessary to make certain changes to the process of preparing future teachers of natural and mathematical disciplines for the use of visualization technologies in their professional activity.
