Abstract. Capacity Building in promoting geospatial technologies and their applications has its significance in ensuring good governance and resources management at local, regional and global scales. To emphasize this strongly in young generation, the International Society for Photogrammetry and Remote Sensing (ISPRS) has been engaged for more than 16 years by having an exclusive Technical Commission on Education and Outreach elements. Every 4 years, this Commission has been addressing different aspects of geospatial technologies by setting up theme specific Working Groups (WGs). ISPRS Student Consortium (SC) is part of the Commission and promotes the profession to the youth. The Consortium serves as a platform of communication and information exchange among members, enabling professional networking and fostering collaborations.The Technical Commission V (TC-V) on Education and Outreach (2016–2021) has constituted eight theme WGs with different roles and activities to work upon following areas (i) multi-tier training for all levels (ii) collaborative effort at national, regional and international level (iii) dissemination through distance learning mode and web-based resource sharing & (iv) use of best practices to implement through citizen science approach, open source tools & geo web services. These WGs have made significant contributions by engaging actively workshops and new scientific initiatives in past four years. TC-V with support of International Policy Advisory Committee conducted a full-day program on International Cooperation on Earth Observation.I am happy to note that for XXIV Congress 2020, there were 33 submissions of research papers on Education and Outreach. Of these, 21 were submitted for Archives and 13 for Annals. These papers include several disciplines covering surveying, new methodologies in geoinformatics, robotic vision, citizen science in disasters bringing education to the capacity development in different disciplines. Besides these, a total of 13 papers were accepted from an initial total of 29 submissions under the Youth Forum track. All these papers were reviewed by selected experts. These papers include several disciplines covering surveying, new methodologies in geoinformatics mapping of urban landscapes, burnt area detection, morphological analysis of landslides, 3D reconstruction of buildings, classification and analysis of point clouds, applications of UAVs for aquatic vegetation and evaluation of existing image processing and interpretation techniques. The current research from the youth also demonstrate the increased use of multi-source imagery, mapping different landscapes using UAVs and the potential of 3D models.We sincerely thank all the reviewers and acknowledge strong efforts made by Area Chairs to ensure quality of all accepted papers. We greatly appreciate the perseverance and dedication of the Scientific and Organizing Committee. We are confident that the present 2020 edition of ISPRS Congress Proceedings will serve as platform for discussion on the current research efforts on the Education and Outreach themes cutting across different disciplines.

The Youth Forum papers include the use of Google Earth Engine for agricultural drought, InSAR data for deriving digital elevation model and free and open-source platforms for image processing and the potential of radar remote sensing in image classification and topographic mapping. several disciplines covering expanded Body of Knowledge for geoinformatics, software design tool for remote sensing image processing, design of a terrestrial laser scanner simulator as an educational tool, the use of UAV based photogrammetry suite for providing location based services to highly vulnerable communities, machine learning based tools in WebGIS, and survey based gender inequality in academic career in GIST.Besides these technical papers, there was one paper entitled “55 years in ISPRS: The Ambassador of our Profession” highlighting the illustrious journey and pioneering contributions of Dr. Gottfried Konecny in the field of GIST. Dr. Gottfried is also presently serving as Co-Chair of TCV WG on Innovative technologies in training civil engineers and architects. Another paper by Student Consortium members describes how public-private cooperation models would mutually benefit the two communities in accessing and exploiting geospatial data for societal and business applications.We sincerely thank all the reviewers and acknowledge strong efforts made by Area Chairs to ensure quality of all accepted papers. We greatly appreciate the perseverance and dedication of the Scientific and Organizing Committee. Today, Supply Chain Management (SCM) is regarded as an essential strategic factor, which has a great deal of influence on earning competitiveness in global business environment. There are conflicts among all members of the SCM. In order to maximize the total profit of the SCM, negotiation among all members is necessary. For enterprise in the supply chain, the supply chain partnership has become a significant factor affecting firm performance. In this paper, I examine the impact of cooperation between enterprise and its supply chain partners. Specifically, I collect survey data from Chinese manufacturing firms about their relations with partners and use regression analysis to test hypotheses about the associations between firm performance and supply chain partnership. My results support that superior supplier partnership has a positive impact on reducing transaction costs and improving financial and market performance. In additional test, I establish a series of models with interactive terms. The results of additional test indicate that the impact is enhanced if the competition of each sub industry of the manufacturing industry is different. Above all, I put forward the following suggestions. Enterprise managers could establish an evaluation mechanism of suppliers and retailers, which select high-quality cooperative partners and reduce low-quality transaction costs for enterprises. When participating in business operation, shareholders could comprehensively understand the business conditions of various supply partners and choose reliable supply chain partners for investment. Also, the government can guide the realization of resource sharing and information exchange among supply chain enterprises, which is beneficial to create a more competitive supply chain to promote economic development.

Interoperability is a key issue in implementing an e-Government system. Grid Computing based service for interoperability (e-Gov Grid Computing) could be a solution for resource sharing and interoperability of e-Gov systems. The main objective of this paper is to develop an e-Gov Grid Computing Model through e-Gov policy in Bangladesh in order to ensure good governance. The necessary reformation which are required for implementation of ICT Grid Computing system for e-Government are administrative reform for governmental and non-governmental organizations for ensuring transparency and accountability, economic and financial systems reform, politics and political parties reform, planning and policy reform, judicial reform, reform in organizations engaged in ensuring law and order.

Digital power plant is the theory and method to improve the operating quality of power plant by quantifying, analyzing, controlling and deciding the physical and working objects of power plants in the whole life cycle. Signals and management information of power plants will be digitized, so as to realize information exchange reliably and accurately and large-scale distributed resource sharing based on the network technology. Then optimization decisions and scientific guidance for plant operation will be proposed by intelligent expert system based on the digital resources. Therefore, the foundation of digital power plant is system modeling and performance analysis. However, there are some problems in the process of the modeling performance analysis of digital power plant. For instance, each unit of the system model has different dimensions and different type of mathematical description, and the data or information used for modeling are defined differently and belong to different enterprises, who do not want to share their information. Metamodeling is potential to solve these problems. It defines the specification to describe a unit and the relationship between different elements. Compared with traditional modeling methodologies for thermal systems, metamodeling makes the model more standardized, and the relationship of the model elements is more explicit and better understood by the co-simulation partners. In this paper, the collaborative modeling and simulation platform for digital power plant has been established based on the metamodeling method and the performance of the target plant has been analyzed from different aspects via field data. The metamodeling method consists of three parts: syntax definition, model development and algorithm definition. The result shows that the collaborate modeling and simulation platform can be used to reduce costs, decrease equipment failure rate, and improve plant output, so as to guarantee the safety and increase economics.

Nowadays, the application technology and demand are growth; there have been millions of solutions for user communication in smart cities. However, the quality of the autonomy of handheld devices and the information exchange of applications are functions of requesting services or participating in communications. Therefore, it is very difficult and tedious to implement resource management and control in such an environment. This study here proposes distributed cyber-physical systems (CPS) for agent-based middleware framework (AMF) using to achieve technology, thereby improving the reliability of environmental communication in smart cities. The technical solution has the characteristics of avoiding the problem of data source interruption because of the proxy technology of the linear calculation model. The aforementioned agents are independent and autonomous of each other in terms of providing seamless resource sharing and response scheduling, and have nothing to do with communication time and request queries. In this study, the architecture mainly uses the best linear calculation model to classify overlapping agents, and then allocates non-overlapping resources, and finally analyzes the overall architecture operation performance by responding to processed queries, storage utilization and resource usage, pause time and response.

Traditionally, people have depended on forests for their livelihood and a process of sustainable resource extraction was in place, which typically did not result in major degradation of forested landscapes. With the increase in human population, per capita consumption and commodity exports there have been substantial changes in land use patterns, and depletion of forest cover and habitat for wildlife. In response to shrinking habitat, a new phenomenon of “reverse extraction” is now increasingly visible, where wildlife such as elephants, leopards, wild boar, and several other species are increasingly coming out of their habitat that has resulted in crop raiding, livestock killing, and causing human deaths as well. This paper makes a case for anintegrated conservation planning at a regional scale takes advantage of indigenous knowledge, advances in geospatial technologies, and inclusive, participatory planning as a way forward that would create a people’s plan fulfilling human and wildlife needs.

This paper attempts to analyse how important the cybernetic governance is to higher education institutions in Malaysia. Cybernetic governance is a structure, process of a system to empower greater decision making, autonomy, leadership, and greater accountability. Thus, cybernetic approach is heavily depending on information, utilise information for decision making, policy making and feedback to respond effectively. The concept also relevant with co-production strategy, whereby public services offered at the institution would focus on making use of resources through community building, collaboration, and resource sharing. In this context, “governance” refers to the role of multi-stakeholders involved in decision making, autonomy, leadership, and accountability. The effectiveness and success of this cybernetic governance depends on the institution community; the board, Vice-Chancellor, university management committee, Deans and Directors involved. The main idea is to analyse cybernetic governance as a model for processing information and a platform for co-production on governance empowerment at higher education institutions in Malaysia. Hence literatures are reviewed to apply the concepts to this research. An expected outcome of this research would be the evidence to improve policy performance in governance arrangements. Therefore, cybernetic governance contribution is the practice of good governance for intelligent institutions.

With the rapid development of information technology, the rapid rise of the network economy has promoted the vigorous development of China’s economy and become an important part of the national economy. The nature of the Internet, which spans regions and spreads quickly, has driven the transaction of products to be low-cost and efficient. These characteristics have exerted profound influence on the industrial structure in many aspects. Network economy not only changes the production mode of society through resource sharing and information exchange, but also promotes the development of social civilization. This paper analyzes the current situation of network economy and its impact on China’s economic and social development, and puts forward countermeasures to promote the development of network economy.
