In this paper, the research roles, research types, and effectiveness evaluations of official educational research institutes were investigated to understand the positioning of official educational research institutes in the academic community by employing documentary analysis and comparative method. Official education research institutes established with government resources conduct educational research with roles that emphasize the investigation and resolving of various educational problems in response to social change in the academic community. The types of research conducted by official education research institutes indicate specific bases for action in education policy, provide solutions to educational problems, or compile and disseminate information on education throughout their countries by conducting applied research. Assessments of the effectiveness of the research conducted by official educational research institutes should be considered rigorous, relevant, and utility.

The authors present the results of “An Education Observatory in Ostrołęka”, a long-standing applied research project aimed at local education needs. The discussed material refers to the current state of scientific knowledge about the analysed phenomena and uses scientific research methods, which do not aim at developing theory, but evaluate ex-ante and solve particular problems. The project is an example of the evidence-based policy research, i.e. the use of education research results in creating effective local education policy.

An exploration is presented of how education policy and practice may be used to transform society. Specifically, connections are made between Paulo Freire's teaching strategies and radically democratic organizing. The connections are contextualized within the prefigurative tradition, which explores how the democratic process is central to consistent and sustainable social change. The article contributes to an understanding of Paulo Freire's ontology, and the philosophy of social change, as well as how democratic strategies may address failures of revolutionary movements of the 19th and 20th centuries.

Recent texts on globalisation and education policy refer to the rapid flow of education policy texts producing or responding to common trends across nation states with the emergence of new knowledge economies. These educational policies are shaping what counts as research and the dynamics between research, policy, and practice in schools, creating new types of relationships between universities, the public, the professions, government, and industry. Religious counselors are like doctors who will give medicine, so he must make a thorough diagnosis in order to have a picture of the right conditions, what diseases suffered by patients, what medications are right, and what level of health might be built with the drug.Similarly, the extension of religion, if it is intended to improve the condition of society, it is necessary for him to start the activity by first knowing the objective condition of the object of da'wah, which then followed up with various activities of da'wah appropriate, effective and efficient. Efforts to determine the objective conditions mad'u it, the authors do through research mapping da'wah in Bandung.This research was conducted on the academic community of Dakwah Faculty who actively conducted mapping of da'wah in Bandung. Using qualitative methods. Through interviewing techniques and documentation.The results showed that mapping of da'wah is a very basic need in religious education activities. It is useful to facilitate the analysis of religious counseling objects, so that the counselor can properly present the material, methods and media used in religious counseling, in accordance with the conditions and needs of the local community. With that mapping, religious counseling basically will not only shaped the message of Islamic teachings, but is moving towards religious social change.
