In recent years, Hungary has frequently declared its special position on various issues, which differs from the point of view represented by Brussels. Brussels has, in return, criticized the Hungarian administration for restricting political rights, the growing role of state in the country's social and economic development, its persistent refusal to accept compulsory migrant quotas, its confrontation with Ukraine, and even its alleged anti-Semitism. The disaffection of Brussels with Hungarian Government policies was reflected in the Sargentini Report, which led to the threat of launching a procedure under Article 7 of the Treaty of Lisbon, which would have potentially suspended Hungary's voting rights in the EU and cut off its EU funding. Despite the existing divisions, Hungary values its EU and NATO memberships, as well as the improvements in relations with the US, although it still strives for independence while standing up for its own sovereignty. One of the tools of Hungarian foreign policy is the turn to the East, first and foremost to China and Russia, that allows Hungary to maneuver in a more effective way between the contemporary centers of power.

Relevance of the research topic. The implementation of an effective budget policy for the formation and implementation of the budget in the system of financial and economic relations plays an important role in the process of regulating the socio-economic development of the country. In the conditions of transformational transformations, budget policy is an important tool for the influence of public administration bodies on socio-economic processes. Improving the soundness of fiscal policy requires the application of a systematic approach given the importance of development and coordination of financial and budgetary institutions. Formulation of the problem. The importance of budget policy development in the conditions of transformational transformations is conditioned by the necessity of substantiation of conceptual provisions of coordination of components of financial and budgetary policy taking into account dynamism and cyclicity of economic processes. At the same time, when forming and executing the budget in order to ensure dynamic balance, an important condition is compliance with the principles of transformation, which determine the basic model of ensuring financial and budgetary stability and balance. Analysis of recent research and publications. The issue of budget policy development is quite common in research. These are the works of famous domestic and foreign scientists: J. Keynes, P. Samuelson, J. Stiglitz, S. Kucherenko, L. Lysyak, L. Levaeva, I. Lukyanenko, V. Makogon, M. Pasichny, I. Chugunov and others. Selection of unexplored parts of the general problem. The above issues are relevant in connection with the deepening of the processes of transformation. An important task is to increase the stability of the budget system, which will help create conditions for macroeconomic stability and sustainable economic growth. It is advisable to develop tools for budget regulation. Problem statement, research goals. The objectives of the study are: to reveal the role of budget policy of economic growth, to substantiate the peculiarities of the formation and implementation of budget policy. Carry out an analysis and assessment of the revenue and expenditure side of the state budget. The purpose of the study is to reveal the directions of budget policy in the conditions of transformational transformations. Method or methodology of the study. The article uses a set of research methods: a systematic approach, statistical analysis, structuring, analysis, synthesis, etc. Presentation of the main material (results of work). The role of budget policy of economic growth is revealed, the peculiarities of formation and implementation of budget policy are substantiated. The directions of budget policy in the conditions of transformational transformations are substantiated. Field of application of results. The results of the study can be used in the process of formation and implementation of financial and budgetary policy of Ukraine, reforming the public finance system and its components. Conclusions in accordance with the article. Fiscal policy is an effective tool of macroeconomic regulation, volatility of economic development and dynamism of social processes determines the need to develop new approaches to budget formation and implementation in the system of financial and economic relations in order to strengthen the regulatory financial and budgetary mechanism to stimulate economic growth. It is important to have a mutually agreed combination of components of the financial and budgetary mechanism, which will help optimize the budget architecture and ensure the innovative direction of economic development. The main prerequisites for ensuring a quality level of budget architecture are the effectiveness of approaches to institutional support for the development of the budget environment.

Article deals with important issues within the international economic relations and displays the role of financial institutions as intermediaries that supply clients with financial instruments and contribute to sustainable economic development in the post .covid period. The purpose of the article is to find out the features of bank activity and to develop recommendations for assessing financial techniques for supporting economic processes. Theoretical and empirical research methods are used to achieve the aim. Results reveal the features of variety of instruments, that can be implemented by public and private financial institutions in reaching the goals of improving leaving standards of population of developing countries and those, who are suffering from the contemporary economic turbulence, caused by global covid-19 pandemic. Originality/scientific novelty is determined by the implementation of the process of contemporary improving banking and its adaptation to the modern needs of high-quality service of economic entities in modern post covid economy. Practical value includes the formed methods and mechanisms of their implementation towards provision of the sustainable development of countries and their cooperation. The results of the study provide a case for inter banking within developing economic in contemporary environment of post covid era. Recommendations can be taken into consideration while constructing economic and political approach to an international infrastructure. It is strongly recommended to take into consideration the international experience and to introduce the required instruments to be successful within contemporary situation. Presented results of the study can benefit regulators and banks by providing new instruments for sustainable economic development.

The modern globalised world is characterised by economic independence, which is a component that measures the level of relations between countries, the content, direction and intensity of which has begun to be influenced by economic dependence. In other words, economic relations have become central to diplomatic activity, which determines the relevance of the subject matter. The purpose of this study is to determine the role of economic diplomacy in the system of modern international economic relations, to compare the theoretical model of economic diplomacy and the practice of its implementation. This paper uses the following methods: scientific abstraction; monographic, dialectical, historicallogical; structural-logical; abstract-logical; methods of regression analysis; synthesis; problem-oriented method; statistical and graphic methods. The author used a Scatter plot model and performed a regression analysis to determine which free trade area (Ukraine-EU, Ukraine-Canada, or Ukraine-Israel) affects Ukraine's GDP growth. The study model confirms the positive relationship between Ukraine's GDP growth and the growth of foreign trade turnover (FTT) between Ukraine and the EU. The linear model explains that a 1% increase in FTT affects an average 5% increase in Ukraine's GDP. At the same time, the regression model shows the opposite trend in terms of FTT between Ukraine and Canada, Ukraine and Israel. Thus, the dynamics of Ukraine's FTT with these countries does not have a significant impact on GDP. Only the growth of FTT between Ukraine and the EU indicates the effectiveness of bilateral cooperation. The practical significance of the results obtained lies in the fact that the theoretical foundations, conclusions, and recommendations obtained and formulated by the author can serve as a basis for further study of issues of economic diplomacy and for the development of such a concept of economic diplomacy, which should take into account the positions of stakeholders to balance the interests of ensuring the national economic security of the state

In the presented article, the author conducts research of export – import operations between the Baltic countries and the countries of Southeast Asia from 2016 to 2018, since the goal for the EU countries is to deepen economic relations between the countries of Asia; however, there has been no serious analysis of the potential of trade relations between the regions. Based on empirical studies, the countries of Southeast Asia are identified by the volume of export – import, which is significant in the economy of states. It has been revealed that the Baltic countries import more products from the countries of Southeast Asia; however, the increase in the competitiveness of the industries is related to the volume of exports as well. To strengthen trade relations between the regions of Asia and the EU, the implementation of the adopted UN resolution on the Transformation of our world: The 2030 Agenda for Sustainable Development, the national programs on the development of the economy of countries, the author identified the potential for exports of the Baltic countries to the corresponding countries of Southeast Asia. The analysis of the number of tourists from the countries of Southeast Asia is carried out, the results of which show the potential for the growth of this industry and the strengthening of trade relations between countries. Taking into account the volume of trade between the Baltic regions and the countries of Southeast Asia, the role of small and medium-sized enterprises is shown. The author carries out the analysis of the conditions for the registration of SMEs in the Baltic countries, the number of employees in SMEs.

The author analyzes the discussion on the problems of the genesis and the role of institutions in economic development and shows that, in particular, in the discussion of supporters of “paninstitutionalism”, “ideational approach” and “critical Marxism” its participants do not take into account the dialectical nature of the connection between the development of economic relations, institutions and ideas. The interaction between them includes not only direct, but also reverse, mutual influences. The latter, in fact, determine that ideas have a certain opposite effect on the formation of institutions, but only when they penetrate the consciousness of economic actors capable of carrying out institutional changes. Education as an integral part of culture plays an important role in this process. This role of education becomes even more significant in the context of the creative revolution, when the main factor in the development of the economy is the creative potential of a person.

The article considers the role and place of public authorities in shaping the policy of effective cross-border cooperation between Ukraine and the EU taking into account the national interests.Particular attention is paid to the principles and features of territorial cooperation, taking into account the specifics of the EU’s external cooperation as well as the interests of the participating countries.The basic principles of the cooperation are determined on the basis of connections as well as contractual interregional and interstate relations, in compliance with the national legislation and respect for the international obligations of the states that are subjects of contractual relations; the thematic objectives are defined.The current state of Ukraine and the EU countries cross-border cooperation development is characterized and the main factors limiting this process are outlined. The most significant ones are the insufficient level of the national economic development and inconformity of the national legislation with European standards; lack of well-balanced management at the local level; the impossibility of implementing international projects of economic and social development due to ineffective management; lack of proper infrastructure; lack of marketing which aims to facilitate the existing resource potential of the border regions; sparking interethnic conflicts; the lack of skilled personnel in different spheres of establishing effective cooperation between the authorities, business and the public, etc. are also among them.Lack of sufficient financial resources and managerial powers in local administrations, in particular, for establishing the information infrastructure necessary for the cooperation with the authorities of the foreign countries regions and the development of financial projects is a specific problem of cross-border cooperation.The role of international projects and regional programs such as EU4Business, cross-border cooperation (Black Sea, Romania, Moldova, Hungary, Slovakia, Poland), EU programs, such as ERASMUS, HORIZON (61 projects amounting to 11.95 million euros were announced in 2016), COSME (May 2016) and their role in improving the socio-economic development of the border regions as well as solving common problems in ecology, health, safety and security, promoting the living conditions of citizens are grounded in the paper.The role of the united territorial communities (UTC) in cross-border cooperation activating, in particular their participation in international projects is grounded and the results of this activity in the Transcarpathia are presented. Insufficient level of professional training of public authorities representatives is pointed out. It is proved that cross-border cooperation is one of the main economic mechanisms of attracting foreign investments and grant funds for the economy modernization, for new jobs creation through the small business development, attraction of innovative technologies, access to the European market and the entry of Ukraine into the European community in the current economic situation.The expediency of working out the coherent effective state policy of cross-border cooperation with the EU, in which the legal, institutional and financial instruments should be clearly defined, along with the determined means of its implementation and mandatory public monitoring of the results is emphasized. The development of cross-border cooperation between Ukraine and the EU countries, ensuring a competitive economy running, the effective development of international trade, improvement of conditions and support of entrepreneurship, can be realized under the condition of implementation of the policy of public administration at the regional level.

The Economy has always been considered an essential pillar of the development. This is why, when the European Union appeared, the idea of a community based on economic relations with the purpose of empowering the common economy seemed to be an attractive idea to the outside states of the European Economic Community. Even at first, the idea of empowering the Economy was a very good one, after politics, culture, agriculture, science, and other domains were directly linked to the economic development, the Economy was seen as the nucleus of development of all. Giving its role, we are asking ourselves: Is the Economy role only a positive one in the development of other domains? To understand the role that the fall of the Economy can have on other domains, we focus on Economy- culture relation. Assuming the role of the spillover effect of the Economic crises on the culture we conclude that the Economy should not be the only basis of development, but we should enlarge our possibilities of independence of other domains.
