The Influencing of Public Policy Transparency for Improving the Capability on Budget Public Participation for the Member of Parliaments by Using Moderation Variable. (Case study of Member of Parliament Keerom). The purpose of the study was to investigate the effect of public policy transparency on improving the understanding of Member of Parliament in relation to public budgeting. Survey was conducted to obtain data where the author distributed questionnaires to the respondents. By using regression equation, the study found that the influencing of transparency public policy on the capability of the Member of Parliaments was a significant where indicated the t value (1.350) higher than t table (0.188) with the significant level 0.05. In addition, the influencing of community participation as variables moderate and transparency in public policy showed that there was a positive relationship between transparency public policy and capability of the Member of Parliament on budget.

Development must cover all areas as a whole. Partial development will be difficult to solve problems that arise can even exacerbate existing problems and create new problems. Development that focuses only on one aspect will lead to development failure. This research aims to know: 1) Influence of public policy toward society prosperity in Regency of Padang Pariaman, 2) Influence of Public Participation to society prosperity in Regency of Padang Pariaman, 3) Influence of education level to society prosperity in Padang Pariaman Regency.The data were collected by survey method with questionnaire. Data analysis technique used in this research is descriptive and quantitative analysis. The data collected are primary and secondary data that can be classified as independent variable and dependent variable. Public policy, public participation, and educational level (independent variables), and the welfare of society in Padang Pariaman (variable affected). Hypothesis testing in this study using multiple linear regression test.Based on the results of the research note that: 1) Public policy significantly influence the prosperity of the people of Padang Pariaman Regency. This means that the better public policy the better the welfare of the community that is produced 2) The community participation significantly influence the welfare of the people of Padang Pariaman Regency. That is, the increasing number of community participation in the implementation and supervision of the resulting community welfare will be better also 3) The level of education significantly affects the welfare of the people of Padang Pariaman Regency. That is, the higher education in a region or community will be the higher the welfare of the community in the area.

The objective of this study is to know: (1) the influence of BPD Knowledge on budgets on village financial oversight (APBDesa); (2) the influence of interaction of Community participation on the relationship between knowledge of BPD on budget and village financial oversight (APBDesa); (3) The Influence of Public Policy Transparency Interaction on the relationship between knowledge of BPD on budgets and village financial oversight (APBDesa) and (4) Influence of BPD Knowledge interaction on budget, community participation, and transparency of public policy towards village financial oversight (APBDesa). This research was conducted by using the members of the Village Consultative Board (BPD) villages in Waysulan Sub-district, South Lampung Regency (8 Villages) as its object. The hypothesis in this research was tested by using multiple analysis (multiple regression).  The data processing is done with the help of SPSS statistical application. Hypothesis testing performed after multiple regression models are used free of violation of classical assumptions, so that the test results can be interpreted appropriately. The conclusions can be drawn is that the knowledge of village consultative bodies (BPD) has a significant positive effect on the level of village financial oversight, while public participation, accountability, and transparency of public policy do not affect the relationship between the knowledge of members of village consultative bodies (BPD) these three variables (public participation, accountability, and transparency of public policy) directly affect the level of oversight of village financial management.

In modern-day global, network participation is taken into consideration as the prerequisite of sustainable urban improvement. Its levels from just informing people approximately the plan or improvement projects utilizing the humans. However, public participation in neighborhood authorizes led applications is nonetheless confined in   Bangladesh. Increasingly, community participation is considered important in ensuring the sustainability of community utility services. In return, better access to all service facilities such as water supply, gas supply, transportation, health care, recreational area, electricity supply, etc. are important in the development of the living standard of the communities of an area. As the rate of community participation, this paper reconnoiters the extent of public participation in spatial planning performs in the Pabna municipality built totally on the citizen’s responses. Data were collected from community service facilities of ward no-06 in Pabna Municipality, Pabna District. Community Effect Index (CEI) and User Satisfaction Index (USI) were used to assess the performance of the community level utility services. The results indicate whether community-level utility services were effective or not. There is a general need to improve the quality and quantity of other services facilities like recreation facility, market facility, health facility, solid waste management system and transportation facility, and a need to improve authorized sections i.e. Municipality authority as well as NGOs to provide better services in this area.

Community participation in national and state life today is an important study. This is because in a democratic country, public policy cannot be separated from public participation. This study seeks to discuss the relationship between community participation, the making of Act and the implementation of judicial review. The results showed that: (1) Public participation in the making of Act and the implementation of judicial review can: (a) Provide a better basis for public policy making in creating good governance. (b) Increase citizens' trust in the executive and legislative branches. (c) Save human resources, because with the involvement of the community in public policy making, the resources used in public policy socialization can be minimized. (2). Community participation in evaluating Act becomes an important activity, in order to establish control whether an Act is in accordance with its objectives or not. The public can submit a judicial review to the Supreme Court (MA) or the Constitutional Court (MK) if they judge that their rights have been impaired by certain Act. (3). The relationship between community participation and the making of Act and the implementation of judicial review is very close. Without community participation, the Act produced does not reflect the interests of the community and only prioritizes the interests of certain groups. The Constitutional Court (MK) and the Supreme Court (MA) will not conduct a judicial review if there is no request from the public.

ABSTRAKDana desa pada intinya dipergunakan untuk kesejahteraan warga, mendorong pembangunan infrastruktur, perekonomian warga dan jenis pemberdayaan lainnya. Dana desa yang dikucurkan pemerintah pusat maupun dari APBD harus diumukan secara transparansi pada publik , hal tersebut untuk menghindari terjadinya penyelewengan dana, kecurigaan publik dan supaya pembangunan di desa dapat berlangsung secara kondusif.Penelitian ini dilaksanakan didesa Talawaan Kecamatan Talawaan Kabupaten Minahasa Utara dan tujuan penelitian ini untuk menganalisis pengaruh partisipasi masyarakat dan transparansi dalam pengelolaan dana desa terhadap APBDesa yang bertujuan untuk mengetahui hubungan antara dua variabel atau lebih. Penelitian ini akan melihat pengaruh dan hubungan kausal antara variabel bebas (independent variable) yaitu partisipasi masyarakat dan transparansi pengelolaan dana desa dengan variabel terikat (dependent variable) yaitu APBDesa Talawaan. Metode analisis yang digunakan dalam penelitian ini adalah regresi linier berganda, termasuk didalamnya koefisien korelasi berganda, koefisian determinasi berganda serta uji t dan uji f. Dari hasil penelitian ini menjelaskan bahwa partisipasi masyarakat dan transparansi kebijakan publik berpangaruh secara signifikan terhadap penyusunan APBDesa. Dengan demikian dapat diketahui bahwa setiap kali terjadi perubahan partispasi masyarakat dan transparansi kebijakan publik maka akan mempengaruhi penyusunan APBDesa. Kata kunci : Partisipasi masyarakat, transparansi, dana desa dan APBDesa. ABSTRACTThe village fund is essentially used for the welfare of citizens, promoting infrastructure development, citizen economy and other types of empowerment. Village funds disbursed by the central government as well as from the APBD must be publicly announced in transparency, in order to avoid misappropriation of funds, public suspicion and village development to be conducive.               This research was conducted in Talawaan Village Talawaan Subdistrict of North Minahasa Regency and the purpose of this study was to analyze the influence of community participation and transparency in village fund management to APBDesa aimed to know the relationship between two variables or more. This study will look at the influence and causal relationship between independent variable (independent variable) that is community participation and transparency of village fund management with dependent variable (APBDesa Talawaan). The method of analysis used in this study is multiple linear regression, including the multiple correlation coefficient, multiple determination coefficient and t test and f test.               From the results of this study explains that public participation and public policy transparency have a significant effect on the preparation of APBDesa. Thus it can be seen that every time there is a change of public participation and public policy transparency it will affect the preparation of APBDesa. Keywords: Community participation, transparency, village funds and APBDesa.
