This year, 2020, marks the 25th anniversary of the 1995 United Nations Fourth World Conference on Women in Beijing where gender mainstreaming was introduced. Since then, gender mainstreaming has come to be recognized as the inter-governmentally agreed strategy to achieve gender equality and female empowerment and involves integrating a gender perspective into all aspects of governmental policy, regulation, and budgeting, with an eye towards promoting equality between women and men, social inclusion, and eliminating discrimination in all its forms. Despite notable achievements, an important body of feminist scholarship reveals that gender mainstreaming faces many challenges. In this paper, I contribute to this body of knowledge by using a feminist reflective practice approach to analyze the gender mainstreaming process I undertook as part of the 2020 Comprehensive Youth Sector Analysis in the Republic of Moldova. Through this analysis, I identify a number of challenges that can be understood as part of the larger social construction of gender inequality and conclude that gender mainstreaming processes embody the same gender inequality and patriarchy that we encounter in our larger social structures. This, in turn, acts as one of the greatest threats to gender mainstreaming as an effective strategy to achieve gender equality.

The South African military has adopted an assertive affirmative action campaign to ensure that women are represented across all ranks and branches. This has brought about new tensions in terms of gender integration, related to issues of equal opportunities and meritocracy as well as the accommodation of gender difference and alternative values. The argument is made that the management of gender integration from a gender-neutral perspective cannot bring about gender equality, as it obliges women to conform to and assimilate masculine traits. This affects women’s ability to function as equals, especially where feminine traits are not valued, where militarized masculinities are privileged and where women are othered in ways that contribute to their subordination. Under such conditions, it is exceedingly difficult for women to bring about a more androgynous military culture espoused by gender mainstreaming initiatives and necessary for the type of missions military personnel are engaged in today.

2020 is a year of global change. The spread of the COVID-19 virus was an impetus for transformation. The entire globe confronts impediments hard-to-anticipate, but who endangers people’s life. This article refers to the transparency of the decision-making process in the pandemic period. Also, it is explained the communication problems that can appear in complicated situations between the public administration and the citizen. Both the authorities of the European Union, in general, and of the Republic of Moldova, in particular, encounter social problems, which must be resolved in a very short period. Many decisions must be made promptly and unforeseen. It is important that this process does not affect the quality of public services provided and does not infringe on the rights of citizens. Thus, the decision-making process must be transparent and accessible to citizens

Human rights are one of the most popular topics in modern global communities. Therefore, the adoption of the Law of the Republic of Lithuania on Equal Opportunities and the establishment of the institution that governs the execution of this law is a significant legal step which permits to actually ensure the compliance of one of the most fundamental rights of the individual, i.e. non-discrimination on the basis of gender. Equality, being one of the fundamental principles of human rights, is governed by international contracts and legal acts of the Republic of Lithuania. The results of the questionnaires permit to claim that the administration of Kaunas district municipality pays too little attention to the provision of the information about the Law on Equal Opportunities of the Republic of Lithuania and amendments where of to the employees of Kaunas district municipality. Thus there are a lot of problems related to the provision of equal opportunities to the employees at work.

The text focuses on researching the sources that define public policies and those that form the legal framework within which there are (or are not) equal opportunities for women and men to exercise their rights under equal conditions, including the right to engage in scientific work. Documents (strategies and action plans) in the fields of education, science, gender equality and non-discrimination are the subject of attention. The research is also supported by legal regulations that positivise public policies through binding norms, which include international legal sources containing human rights and gender equality standards in the field of scientific work, as well as domestic legislation (Constitution and laws). The Constitution of the Republic of Serbia in its basic principles guarantees the equality of women and men and obliges the state to pursue a policy of equal opportunities and take special measures in order to achieve in practice the gender equality proclaimed by the Constitution. Our question is whether the state fulfils this constitutional obligation, whether it pursues a policy of equal opportunities in the field of science, whether it takes special measures as instruments for conducting a policy of equal opportunities, whether any special measures which are undertaken are sufficient and what effect they have.
