TRAINING OF HEADS OF EDUCATIONAL ORGANIZATIONS ACCORDING TO THE UPDATED FEDERAL EDUCATIONAL STANDARDS OF HIGHER EDUCATION (ON THE EXAMPLE OF TEACHING THE DISCIPLINES "NORMATIVE FOUNDATIONS OF EFFECTIVE MANAGEMENT OF AN EDUCATIONAL ORGANIZATION" AND " PEDAGOGICAL DEVELOPMENT TECHNOLOGIES AND DESIGN OF EDUCATIONAL PROGRAMS")

Examined is the problem of the content of educational standards of various levels of training: secondary vocational education (SPO), bachelor’s degree, specialty, master’s degree. Shown by the example of one enlarged group of specialties and directions, that the standards do not differ much after the changes in 2020. Noted is, that educational programs will differ after the educational organization determines the training profiles and professional competencies. Proposed is to develop generalized standards for all levels of higher education and to form a qualification characteristic for each direction or specialty, indicating the training profiles, the list of professional competencies and the professional standards recommended for use. Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

Currently, the organizations have to adapt quickly in a forced way to the economic, social, technological and health changes that national and international society demands, especially when it comes to higher education, where those who will be part of the activity in the near economic future, and educational organizations are no exception. For this reason, the Tecnológico de Monterrey as an educational organization has seen the need to transform its educational model throughout its history, however, the most shocking change it has applied to its educational model has been in 2019 with the application of the Tec21 Model, which is considered unique due to its close relationship with organizations and challenges of working life, as well as being flexible and personalized. The Tec21 Model had to be modified earlier than expected, to adapt to the contingency of COVID-19, as a consequence, its educational management was also affected to develop the model as best as possible, the same situation that happened with all the institutions of higher education nationwide, taking similar strategies for their educational success.

The article is devoted to the development of the practice of applying the procedures of professional and public accreditation of educational programs in the field of human resource management. An overview of the regulatory and methodological framework for conducting accreditation examinations is presented. The key issues of interaction between the Council for Professional Qualifications, the accrediting and educational organization are identified, their content is disclosed and recommendations for educational organizations on preparing for the accreditation examination are presented. The article presents an analysis of the main advantages that educational organizations receive when conducting professional-public accreditation of educational programs and the reasons for their resistance, among which a low level of awareness of the accreditation procedure, the benefits of its implementation in the short and long term, is highlighted. A number of prospects for the development of professional-public accreditation and the use of its results have been substantiated, which can contribute to an increase in the interest of participants in the educational services market.

The Impact

Introduction. Currently, there are numerous discussions concerning a relevant issue – the impact of transformations of the higher education system on the quality of graduates of technical universities. It is important to analyze the advantages and disadvantages of modern higher education in construction in comparison with one of the Soviet period and to define the direction it should be developed in the future. The present article analyzes the changes that higher education in construction has undergone since 1955 to the present time. Materials and methods. The data used in the analysis include regulatory documents which regulated the implementation of educational activities in different years: orders, classifiers, model curricula and state educational standards. The requirements to the structure and results of the study of educational programs in the field of construction were analyzed. Results. The analysis showed that over the past decades, higher education in construction has undergone significant changes. Fundamental transformations took place at the turn of the millennium when changing from a disciplinary to a competence model of education, as well as from direct government management of the education system to the normative legal regulation of educational activities. If in Soviet times, training was delivered under model curricula of construction specialties, now training is mainly performed according to Bachelor’s and Master’s degree programs, the content of which educational institutions determine independently on the basis of educational standards. Conclusions. The performed analysis identified the deficiencies in the modern system of higher education. The imperfection of the regulatory framework, the deficiencies of the competence approach make it impossible to ensure quality training of specialists in the construction industry. This involves improvement of higher education system, including in the field of construction. It is necessary to establish more detailed requirements to the study results and the content of educational programs. It requires among educational standards, exemplary basic educational programs.

The ever-growing demand for digital IT industry specialists brings to the fore the task of developing effective educational programs that ensure a high qualification level of graduates. The result of such activities – the turn-out of highly qualified specialists will depend on how much more detailed all the components of the educational activities of the University are considered, designed and implemented. Therefore, when developing and updating educational programs, higher education institutions will have to clarify the composition of professional competencies that must meet both the needs for effective performance of generalized labor functions and labor functions fixed in professional standards, and many educational parameters fixed in the regulatory framework of Russian higher education. The purpose of this research is to develop innovative educational programs at the stage of digital transformation of higher education and the transition to practice-oriented project training of University graduates in IT areas. The research tasks include the following stages: 1. Development of a conceptual model of an intelligent integrated educational environment based on the interface of ontologies of professional and educational standards. 2. Systematization and organization of elements of the digital repository and on its basis, the development of algorithms for generating educational-methodical and organizational-administrative content of the intellectual integrated educational environment. 3. Testing methods for generating content in the intelligent integrated educational environment. This task can be achieved only by integrating all components of the educational process into a single information and educational space. The solution to this problem is seen in the development of methods and tools for generating educational-methodical and organizational-administrative content based on the digital repository of the electronic learning system through knowledge management technologies that ensure the adaptability of the educational process using the ontological approach. Such work is currently being carried out at Plekhanov Russian University of Economics, including ICT areas. The analysis of professional activity of graduates of bachelor’s degree and master’s degree programs in terms of requirements of the Federal State Education Standards of Higher Education in the field of “Applied Informatics” has shown that these requirements with varying degrees of completeness correspond to a number of professional standards in the field of IT industry. As a result of the analysis of the factors for improving the quality of the educational process, the ways to improve training of bachelors in the field of “Applied Informatics” in the context of combining ontologies of professional and educational standards are outlined. The article also provides approaches to the development of an approximate basic educational program in this direction and reveals the method of its engineering, based on the interaction and composition of elements of the integrated information and educational space and, on its basis, semantic modeling and automatic generation of educational and organizational and managerial content. Thus, the proposed method will contribute to improving the efficiency of the educational process and meet the world trends in the development of science in this field of knowledge, which will bring the training of highly qualified IT industry specialists to a qualitatively new level.
