Currently, the organizations have to adapt quickly in a forced way to the economic, social, technological and health changes that national and international society demands, especially when it comes to higher education, where those who will be part of the activity in the near economic future, and educational organizations are no exception. For this reason, the Tecnológico de Monterrey as an educational organization has seen the need to transform its educational model throughout its history, however, the most shocking change it has applied to its educational model has been in 2019 with the application of the Tec21 Model, which is considered unique due to its close relationship with organizations and challenges of working life, as well as being flexible and personalized. The Tec21 Model had to be modified earlier than expected, to adapt to the contingency of COVID-19, as a consequence, its educational management was also affected to develop the model as best as possible, the same situation that happened with all the institutions of higher education nationwide, taking similar strategies for their educational success.

Introduction. The COVID-19 pandemic has significantly affected educational organizations. Therefore, studying the psychological factors that can increase educational organization staff's efficiency during the pandemic is very relevant to the present day and socially significant. Aim: to empirically investigate the development of different types of educational staff's self-efficacy during the COVID-19 pandemic. Methods. J. Maddux and M. Scheer The Level of Self-Efficacy (modified by L. Boyarintseva), Short Occupational Self-Efficacy (adapted by O. Kredentser), and a passport-questionnaire. Results. There is an insufficient level of development of all types of staff' self-efficacy in educational organizations. Particularly low self-efficacy has been found in teaching subjects. Staff's organizational and professional characteristics (work experience, position, qualification category) and socio-demographic characteristics (marital status) are associated with different types of staff's self-efficacy. There is also a close relationship between staff's self-efficacy and the characteristics of educational organizations. Conclusions. The obtained data necessitate the creation of special psychological technologies for the development of various types of educational staff's self-efficacy.

The organizational culture of an educational institution should be considered because of the management of a higher education institution, the real relations and positions existing in it. It is characterized by levels of differentiation (division of responsibilities) and ensuring the cohesion of staff (integration), and thus cooperation focused on achieving the goal, which is an indicator of the successful functioning of the educational institution. Organizational culture is defined as a set of norms, values, rules, models of communication that are shared by all employees. The level of development of organizational culture is crucial in ensuring the quality of the educational institution, its efficiency. Solving the problem of developing the organizational culture of the educational institution is an important task of its head. The system-forming factor of university culture can be the core idea or principle, which is mandatory for all research and teaching staff and is manifested in all aspects of the life of the educational institution. At the present stage of development of educational organizations there are distortions - in the hierarchy of goals the leading place is given not to a specific goal, but to receive income from educational activities. This trend is manifested not only in the activities of private educational institutions, but also public ones. Personnel policy of medical institutions of higher education is to focus the way of such educational institutions on ethical goals, liberalism and tolerance, great humanity, the pursuit of justice, independence and individuality, the correct principle of their action and counteraction, self-affirmation, building hierarchy, power, obtaining information and communication, the desire to form social contacts, free expression of opinion, the social benefits of labor and democracy, the desire for security. Ethics is based on norms and principles that determine the behavior of ordinary employees and leaders of educational organizations in relation to society, other organizations, and groups, in relations with each other. Ethical norms outline common values and ethical rules that must be followed by employees of higher education institutions. Ethics rules are created to define the goals of educational organizations, their description, create a favorable ethical atmosphere and outline ethical recommendations in decision-making. Self-respecting educational organizations, that is, for which public opinion about decency and honesty is more important than the desire to increase their profits, define and oblige their employees to adhere to ethical norms. Many educational organizations that value their name now have codes of ethics and guidelines. It helps employees and managers to act and make decisions based on the analysis of ethical standards. Today, the manager in his daily work systematically deals not only with compliance with laws governing educational activities, but also with compliance with ethical requirements that increase the level of responsibility to the environment and society, which is especially important for medical institutions of higher education.

The article examines the legal issues of using online courses by educational institutions of higher education in the implementation of their educational activities. Currently, the application of online courses in the educational process of higher education organizations is connected with a number of legal issues related to the uncertainty in understanding the legal nature of online courses and the nature of the services that students receive when mastering online courses. Further difficulties are related to the practical difficulties in the design, production, support of online courses, as well as accounting for the results of mastering online courses in the framework of students’ training in the main educational program. The resolution of these legal problems requires a comparison of the concepts of “distance learning technologies”, “e-learning” and “online course”. Also, an analysis of other important issues is necessary, such as a procedure for crediting students’ successful completion of the online course; the possibility of using the results in the framework of education; determining the nature the type of services received by the student as educational or informational; approaches to conducting certification which includes issues of confirming student identity. In addition, the problem of introducing online courses affects the analysis of activities of educational institutions of higher education on the use of online courses of other educational organizations in their educational process. Introducing online courses also affects the study of the characteristics of the relationship between educational organizations and their specific scientific and pedagogical employees who were involved in the development, production, and support of online courses in relation to determining the volume of their workload during an online course, and the use of an image of a scientific and pedagogical employee who took part in the production of an online course as the implementor of one’s own product or that of another person.

Educational environment and other educational institutes define the basic framework of education. Ministry of Science, higher education and Educational Organizations are some of the most important and widespread social organizations which hold the responsibility of selection and transmittance of values and custom to future generation. Educational Organization has direct influence not only on development of latent talents and increasing knowledge and abilities of students but also leads to an increase in national annual production and gross production of every country. With a profound look, we understand that education plays a remarkable role in every society in training children and future generation who are all the assets of a country. The conclusion of the research is that under graduate students are un-aware to educational environment and their educational rights.

The authors of the paper have developed and proposed the structure of the educational program service (hereinafter referred to as the “EPS”) during the transition of the educational process in 2019-2020 to a new level (training is currently taking place both offline and online). The use of this system implies an increase in labor protection for EPS employees, the quality of the educational process in educational institutions of higher education (hereinafter referred to as the “Educational organizations”), simplification of work for the teaching staff, which should be consolidated at the state level. The necessity of using this structure in educational institutions of higher education has been substantiated; the concepts and principles of EPS work have been proposed. The authors of the study propose to provide for this structure both at the federal and at the local levels, thereby carrying out labor and legal protection of EPS employees.

Educational institutions of higher education (EIHE) in modern conditions are active financial and economic entities. At the same time, taking into account the existing realities, the methods of financial control of these organizations are being improved. The article attempts to analyze auditing as a method of financial control, the goals and main objectives of the audit, the types of audit. The author classifies auditing of educational institutions of higher education in accordance with the audited period of economic activity of an educational organization, techniques and methods depending on the subject of inspection, an organizational method, the degree of coverage of financial and economic activities of educational institutions of higher education or the range of issues of verification of its activities. According to the results of the study, it is concluded that within the financial control of the activities of the EIHEs, auditing is one of the main methods of financial control aimed at assessing the state of financial discipline, determining the reliability of accounting and identifying financial violations associated with the use of budgetary and extra-budgetary funds.

The paper describes the theoretical, methodological and organizational and legal aspects of preventing the impact of the ideology of extremism and terrorism in the Russian Federation; the features of modern extremism and terrorism in Russia are outlined; analyzed the role of the global Internet in the spread of the ideology of terrorism. A system for the prevention of the ideology of extremism and terrorism in educational organizations has been developed and presented, which provides for a wide range of organizational and practical measures. The publication is addressed to administrators of education, teachers, educational psychologists of educational institutions of higher education.

This article deals with issues related to the activities of an educational organization to promote employment of graduates of educational organizations that belong to the category of persons with disabilities and persons with disabilities. Attention is paid to the problems of formation and functioning of specialized structural divisions in higher education institutions, the structure and requirements for the personnel of such a division, the system of building an individual career trajectory and promoting employment, working with a psychologist in self-determination and building an individual career, organizing work practices for people with disabilities, working with potential employers.
