Subject. This article discusses the development of a differentiated strategy of innovative development taking into account the distinguishing features of Russia's regions. Objectives. The article aims to improve the effectiveness of innovative development strategies for Russian regions, which vary in the level of science, technology, and innovation capacities. Methods. For the study, we used statistical, and economic and mathematical methods, normalization principle, the methods of comparative, and expert and sociological analyses, foresight techniques, and original region assessment techniques. Results. The article presents certain criteria for differentiation of Russia's regions, taking into account the level of development of scientific and technical activities, and it proposes three modifications of the regional innovation strategy, corresponding to the main types of Russian regions by scientific and technological development. Conclusions. A differentiated approach to a regional innovation strategy development can improve the efficiency and targeting of government innovation policies by making better use of available resources.

In the article, we consider changes in the arrangement of the subjects of the Russian Federation in terms of labour productivity for the period 2000–2017. We show that currently in Russia, there is an extremely high differentiation of regions in terms of labour productivity, and over the past two decades, there has been an increase in it. The figures that allow us to conclude about the unique territorial structure of Russia we give in the text, namely: part of the Russian regions belong to the group of core countries in terms of technological development; the other part — to the countries of the semi-periphery; the third — to the countries of the periphery. We showed that in the periods of 2000–2010 and 2010–2017 characterised completely different structural schemes of the country’s development. The share of so-called “between effect” in the growth of the total labour productivity in Russia in the second period increased more than ten times as compared to the first period. It means that in the second decade of the XXI century the country’s regional labour overflows accelerated. It simultaneously contributed to the growth of productivity and even more entrenched concentric model of development, increasing the differentiation of subjects of the Russian Federation.

The socio-economic inequality of the Russian regions poses a significant threat both to the successful social and technological development of the country. Since employment is one of the crucial highlighters of such inequality, the paper is devoted to assessing regional inequality in terms of employment quality in the context of technological changes. The article presents a system of social and economic indicators to determine the place of each region in the interregional employment inequality. The novelty of the study includes the methodological approaches and methods to estimate regional employment inequality and its components. The authors reveal the employment quality and its main components keeping relatable with the technological development. Based on these points, we developed employment quality coefficient and carried out a typology of Russian regions in terms of the employment quality. The study uses data from the Rosstat on working conditions and economic activity of the population for 2005-2019. The results expand the scientific ideas about the interdependence of employment and technological development. In addition, the research results should be considered when developing the state technical policy, differentiating the employment policy and socio-economic development of the regions.

The purpose of the study is to rank the Russian regions by the technological development of retail trade. The components of the technological development of retail trade are justified in the article; a method for calculating particular and general indicators of the technological development of retail trade in the region is proposed; the Russian regions are ranked based on the proposed indicators, the regions are grouped by the level of technological development of retail trade; and the regions representing "best practice", as well as the regions that require the improvement of trading technologies are revealed. The ranking outcomes indicated that trading technologies in the regions of Russia were developed unevenly and insufficiently in most regions. The online trading development is the most relevant area of the technological development of retail trade in the Russian regions. Out of the leaders in the ranking, the Tomsk and Novosibirsk regions demonstrate the best practices of the technological development of retail trade, which can be used in other regions of Russia. The regions of Russia that require the improvement of trading technologies primarily include the Republic of Dagestan, the Chechen Republic, the Republic of Sakha (Yakutia), the Republic of Buryatia, the Karachay-Cherkess Republic, the Republic of Kalmykia, the Republic of North Ossetia-Alania, the Sakhalin region, and the Kabardino-Balkar Republic. Besides, Sevastopol and the Republic of Ingushetia are the problem regions.

The paper identifies and assesses the closeness of the connection between incremental indicators of the financial development in the regions of Russia with the incremental regional GDP and the investment in fixed capital. It is shown that the positioning of the region as an independent participant of public debt market matters: the regional GDP and investment in fixed capital grow more rapidly in the regions which are regularly borrowing on the sub-federal bonds market. The paper also demonstrates that the poorly developed financial system in some regions have caused the imperfection of the growth mechanisms since the economy is not able to use the financial system’s functions.
