Subject. This article discusses the development of a differentiated strategy of innovative development taking into account the distinguishing features of Russia's regions. Objectives. The article aims to improve the effectiveness of innovative development strategies for Russian regions, which vary in the level of science, technology, and innovation capacities. Methods. For the study, we used statistical, and economic and mathematical methods, normalization principle, the methods of comparative, and expert and sociological analyses, foresight techniques, and original region assessment techniques. Results. The article presents certain criteria for differentiation of Russia's regions, taking into account the level of development of scientific and technical activities, and it proposes three modifications of the regional innovation strategy, corresponding to the main types of Russian regions by scientific and technological development. Conclusions. A differentiated approach to a regional innovation strategy development can improve the efficiency and targeting of government innovation policies by making better use of available resources.

In the article, we consider changes in the arrangement of the subjects of the Russian Federation in terms of labour productivity for the period 2000–2017. We show that currently in Russia, there is an extremely high differentiation of regions in terms of labour productivity, and over the past two decades, there has been an increase in it. The figures that allow us to conclude about the unique territorial structure of Russia we give in the text, namely: part of the Russian regions belong to the group of core countries in terms of technological development; the other part — to the countries of the semi-periphery; the third — to the countries of the periphery. We showed that in the periods of 2000–2010 and 2010–2017 characterised completely different structural schemes of the country’s development. The share of so-called “between effect” in the growth of the total labour productivity in Russia in the second period increased more than ten times as compared to the first period. It means that in the second decade of the XXI century the country’s regional labour overflows accelerated. It simultaneously contributed to the growth of productivity and even more entrenched concentric model of development, increasing the differentiation of subjects of the Russian Federation.

This paper examines a historical trajectory using Kunio Yoshihara’s concept of ersatz capitalism to analyze the development of Indonesian automotive Industry during New Order Era, 1969-1998. The concept analyzes the fact that the ersatz capitalism structure and ersatz capitalists behavior had caused the failure of Indonesian automotive Industry development to achieve self-reliance. Ersatz Capitalism is characterized by patronage between capitalists and bureaucrats, the capitalists reluctance to invest in research and technological development, foreign capital and foreign technology domination, and the domestic capitalists role that act only as a distributor of the manufactured high-technology products of foreign principals instead of doing research and development, in order to seek immediate high profit return with minimum investment. Through the research, this paper analyzes the role of the ersatz capitalists from the various background such as military, Chinese capitalists, and president families and relatives had supported foreign principal domination In Indonesia. Those capitalists are reluctant to support government programs toward self-reliance industry and choose to strengthen their ties with foreign principals, in order to get immediate profit return without much investment and technological research.

Subject. The article addresses the issue of adequate representation of economic dynamics. It considers the need to take into account internal nonlinear processes being an important factor and additional mechanism for managing the economic dynamics. Objectives. The purpose is to rationalize a transition to a new probabilistic mapping of economic dynamics based on modern methods of nonlinear dynamics, which enables to establish the relationship between internal nonlinear processes and macroeconomic indicators of the economic system. Methods. We employ a systems analysis of stages of State-run programs formation, a probabilistic approach to representing the economic dynamics on the basis of fundamental concepts and methods of nonlinear dynamics. Results. We analyzed the cycles of government program formation for developing the high-tech products, established the identity of the main stages of economic and nonlinear dynamics. We also designed a methodology for studying the economic dynamics, which rests on the use of nonlinear dynamics methods. Modeling the processes of economic dynamics made it possible to determine the causes of its sensitivity to initial conditions and exponential divergence of its trajectory at initial stages of government programs formation. The paper presents methods to choose the optimal model of economic dynamics when substantiating and drafting the said programs. Conclusions. The findings can be used to improve methodological tools for managing the creation of high-tech products when elaborating long-term technological programs, to reduce risk inherent in their implementation, to determine methods and ways for sustainable innovative and technological development of the country.

The socio-economic inequality of the Russian regions poses a significant threat both to the successful social and technological development of the country. Since employment is one of the crucial highlighters of such inequality, the paper is devoted to assessing regional inequality in terms of employment quality in the context of technological changes. The article presents a system of social and economic indicators to determine the place of each region in the interregional employment inequality. The novelty of the study includes the methodological approaches and methods to estimate regional employment inequality and its components. The authors reveal the employment quality and its main components keeping relatable with the technological development. Based on these points, we developed employment quality coefficient and carried out a typology of Russian regions in terms of the employment quality. The study uses data from the Rosstat on working conditions and economic activity of the population for 2005-2019. The results expand the scientific ideas about the interdependence of employment and technological development. In addition, the research results should be considered when developing the state technical policy, differentiating the employment policy and socio-economic development of the regions.

The wage curve is traditionally defined as the negative relationship between wages and unemployment rates (taking into account various control variables). It was empirically shown that the wage curve exists in some countries, including Russia. However, usually in such studies with data for the Russian regions, the mutual influence of Russian regions is not taken into account. This could create the problem of omitted variable bias. In this paper, we took into account the corresponding impact using spatial-econometric models and gave a detailed interpretation of the results. The estimate of the parameter reflecting the effect of unemployment on wages in the model without spatial effects is almost twice the corresponding estimate in the models where these effects are taken into account. According to panel data for 2005–2018 for 81 regions we estimated the partial marginal effects of changes in unemployment in one region on wages in the other regions. Similar calculations were made for the other variables. Using partial marginal effects, we found for each region: 1) the regions most affected by this one, 2) the regions, changes in which will most likely affect the selected one. This is important, for example, for assessing consequences of government programs etc

The experience and features of state models of support for the corporate venture sector in the USA, China, and EU countries are summarized. A general trend in the development of the venture capital industry for foreign countries is the shift in the focus of venture capital funds to investments of late stages of financing. It is shown that the greatest efficiency of government programs in stimulating large companies to innovative and technological development is achieved with joint financing of startups, with the creation of a venture capital fund, with the introduction of tax incentives aimed at companies with high growth potential.
