The article is devoted to a comprehensive analysis of Chinese industrial policy, which for many decades has been the main strategic priority of China. In the context of the progress of its industrial-industrial complex, the stages of development of the Chinese economy are highlighted and characterized. The active role of the state and the corresponding organizational and economic mechanism in the implementation of the new (digital) industrialization of the Chinese economy is investigated.

This paper is an examination of the role of the Hong Kong government vis-à-vis governments in Japan and other Asian newly industrialized economies (NIEs) in high-tech industrial development. It is argued that, whereas governments of Japan and other Asian NIEs have played very important roles in facilitating industrial restructuring, the Hong Kong government has so far refrained from direct participation in industrial development. Although the Hong Kong government has assumed an important position in the course of economic development in the territory, especially in terms of land-related economic activities, it has little vested interest and experience in directing industrial developments. It was not until the 1990s that the government switched from a ‘positive nonintervention’ to a ‘minimum intervention with maximum support’ industrial policy and began to play a more active role in facilitating industrial upgrading. The effectiveness of the changing industrial policy and the prospects for high-tech development in the territory are reviewed by examining the challenges and opportunities faced by the Hong Kong government in facilitating high-tech industrial development.

This article shows an experience of development of strategic documents of St. Petersburg’s development, specifying the main directions of the Strategy of socio-economic development of the city for the period up to 2035. The Concept of Scientific and Technological Development of St. Petersburg until 2030 and the Concept of Industrial Policy of St. Petersburg until 2025, adopted in 2021, are considered as the basic ones. The role of quality economics tools in solving the problems of digital transformation, carbon neutrality and technological independence of the economy is presented.

The article presents an analysis of the dynamics of social and economic development of China in 2009–2018. the Author justifies the factors of growth of the Chinese economy and the remaining problems. It shows the dynamics of GDP and per capita income, which in the XXI century is higher than the global average. The author comes to the conclusion about the predominant role of human development in China for the formation and preservation of high rates of socio-economic dynamics. The article substantiates the role of the external factor as having a fundamental character.

The article presents a retrospective analysis of the state’s participation in the regulation of socio-economic processes. A wide range of opinions on state regulation of the development of socio-economic systems is presented. The views of economists on the regulation of socio-economic processes have evolved. Economic theories of substantiation of economic development and the role of the state in the regulation of socio-economic processes are considered: Keynesian, monetarist, institutional, theory of social choice, etc .. The views of modern scholars on the essence of state regulation are analyzed. It has been found that the authors reveal the essence of this concept differently and, as a result, each definition interprets the ultimate goal of state regulation differently. Scholars substantiate the need for state regulation for the realization of social interests of society; development of the social mode of production and improvement of the social development of the country; consider the goal of state regulation to stabilize and adapt the socio-economic system to changing conditions; define state regulation as a system of measures of different nature. State regulation is defined as a system of measures at different levels of public authorities in accordance with certain functions aimed at different spheres of life. It is noted that in the conditions of decentralization local self-government bodies have received more powers and more opportunities to solve problems of socio-economic development of territories. Therefore, the role of local governments, their decisions have a significant impact on the level of socio-economic development of territories.

Introduction. The article examines the processes of transformation of the institutional environment of the regional timber industry enterprises in Karelia in the 1990s. The aim of the study was to identify the impact of this transformation at the level of socio-economic development of the Republic of Karelia as a Finno-Ugric region with the predominant development of the branches of the timber industry. Materials and Methods. The research methodology is based on the use of a predominantly institutional approach. Its application makes it possible to trace the changes that occurred in the structure of the institutional environment of regional timber industry enterprises with the beginning of market transformations in the 1990-ies, as well as the degree of effectiveness of the interaction of this enterprise with various economic entities. Results and Discussion. The analysis of the changes that took place in the first post-Soviet decade in the institutional environment of regional timber industry showed a number of negative aspects. First of all, the role of the state greatly reduced, which was unable to form effective “rules of the game” for the timber economy. The Forest Code adopted in 1997 infringed upon the rights of Karelia as a subject of the Federation, since only a part of the forests could be transferred to the ownership of the Republic. In the current difficult conditions, with the absence of the party and state control departments, and the difficult financial situation of the region, the role of regional authorities in solving the problems of forestry enterprises increased. In the context of spontaneous privatization and the collapse of the financial system, timber industry enterprises faced numerous problems of interaction with suppliers, customers, consumers and banks. This period was the time of the strengthening of the role of foreign companies in the work of timber enterprises. Unfortunately, having received a controlling stake in a number of domestic enterprises, foreign entrepreneurs were in no hurry to invest in their development. Conclusion. The transformations that took place in the institutional environment of the regional forestry enterprises in the 1990-ies negatively affected the level of the socio-economic development of Finno-Ugric region, based on the development of branches of the timber industry complex.

The article deals with key tendencies in the development of Russia’s market of mergers and acquisitions in the first decade of the 21st century. Quantitative parameters are analyzed by using available in the open access data bases for the years 2003-2008 taking into consideration new tendencies relating to 2008 financial crisis. An active role of the state played in the market of corporate control represents an important factor. Special attention is given to issues of development of Russia’s system of legal norms regulating the market of mergers and acquisitions.

Reversion to Islam while opening golden opportunities for a revert in terms of divine guidance and spiritual salvation is coming with somewhat insurmountable challenges in terms of Islamization of the self, family and contributions to the overall development of Malaysia as a multi-religious country. This is especially so when Islam as an official religion has made the issue of Islamization of the Malaysian society and its systems amongst the pivotal national agendas in the country.  As to what is the role of Chinese Muslims (reverts) in the process, studies, among others, have purported to present the statistics about their share in socio-economic development. Similarly, empirical studies point to the odds faced by this community at personal, family and community levels in their path for transition to the full Islamic way of life. To the presenters of this paper, however, the macro dimension of what it means to become a Muslim which is essential for adjustment to the Islamic requirements has not been sufficiently highlighted in discourses in the area. Accordingly, this paper presents the position statements on Islamic expectations from Chinese reverts with the purpose of motivating them to achieve greater things in the area of Islamization of their community and the nation to the effect. Abstrak kembalinya seseorang kepada agama Islam selain dari membuka peluang keemasan dalam mendapat  petunjuk Ilahi dan pengisian rohani turut disertai dengan cabaran yang amat sukar untuk diatasi termasuklah cabaran Islamisasi diri, keluarga serta sumbangan kepada pembangunan keseluruhan Malaysia sebagai negara berbilang agama. Hal ini menjadi satu keutamaan terutamanya apabila Islam memegang status sebagai agama rasmi persekutuan yang menjadikan isu Islamisasi masyarakat Malaysia sebagai satu agenda nasional. Bagi menjayakan agenda ini, peranan umat Islam dari kalangan masyarakat Cina (cina muslim) juga perlu diambil kira. Statistik menunjukkan cina muslim turut mempunyai bahagian dalam menyumbang terhadap pembangunan sosio-ekonomi negara. Dalam pada masa yang sama, kajian empirikal membuktikan adanya bentuk bentuk cabaran yang dihadapi oleh komuniti ini di peringkat peribadi, keluarga dan komuniti dalam perjalanan mereka untuk kembali kepada cara hidup Islam yang sepenuhnya. Bagi kami pengkaji kertas ini, dimensi makro dalam menjadikan dan mengertikan  seseorang itu Muslim terutamanya dalam menyesuaikan diri dengan ajaran  Islam masih belum cukup diberi  penjelasan dan penerangan yang sewajarnya. Oleh itu, makalah ini cuba menerangkan idea dan cadangan yang berguna kepada cina muslim dengan tujuan memotivasikan  mereka bagi  mencapai kejayaan  yang lebih besar dari aspek Islamisasi di kalangan komuniti mereka seterusnya memberi sumbangan kepada negara. Kata kunci:  Cina Muslim, Islamisasi, harapan dan cabaran.
